BEIJING, Feb. 27 (Xinhua) -- A severe drought has affected 69.6 million Mu (about 4.64 million hectares) of arable land and left 12.7 million people and 8.4 million livestock short of drinking water, said China's drought relief authorities Saturday.The figures nearly doubled the average level for corresponding periods over the past years, according to the State Flood Control and Drought Relief Headquarters.The drought had caused huge losses and serious drinking water shortages in the affected areas, said Liu Ning, vice minister of water resources.Local governments have put 750 million yuan (110 million U.S. dollars) and mobilized nearly 9 million people to cope with the draught, which temporarily helped 7.4 million people and 3.6 million livestock out of drinking water shortages, Liu said.He called for prompt allocation of more relief funds from the central government and more efforts to ensure drinking water safety and spring irrigation.The dry spell started last autumn and has hit southwest, south and part of north China. BEIJING, Feb. 19 (Xinhua) -- Chinese authorities will standardize all the primary school buses to ensure safety of pupils when they commute between home and school.The school buses refer to those that are able to carry more than 10 children. The set of standards, the first of its kind in the country, require the school buses to bear unified tag, according to the Beijing News on Friday.The tag features two school children on two separate pages of an unfolded book.According to the standards, school buses should have seat belts for each seat and there should be one seat or more for caretakers.Double-deck bus and articulated bus are not allowed to serve as primary school buses for safety concern.The standards also require the bus makers to install a device to record the driving speed, time and mileage of the vehicle.The standards, jointly issued by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Standardization Administration, will come into force on July 1.

BEIJING, Jan. 28 (Xinhua) -- A draft regulation on expropriation of houses and relevant compensation is expected to be made public Friday to solicit comments.China's Legislative Affairs Office of the State Council, or cabinet, is going to release the full text of the draft on its website, www.chinalaw.gov.cn.The draft spells out the conditions, due process and compensation of expropriation intended for public interest, such as national defense, key national projects of energy, transportation and education.The draft says local government should, by holding hearings or adopting other opinion soliciting methods, ensure that the public opinions can be heard.The draft also provides that compensation to the house owners should not be less than the market price of similar houses.The draft stresses that no violence, coercion, or other illegal means, such as cutting off the water or power supply of the houses, can be employed in demolition procedures.Demolition for the need to upgrade the quality of dangerous and old buildings should not be carried out without the approval of 90 percent of the house owners, the draft says.The public is invited to comment on the draft regulation any time before Feb. 12 via online postings, email or letters.
