SAN DIEGO (KGTV) -- San Diegans spend years saving up enough cash for a down payment on a home, but now the FBI says fraudsters are getting much better at stealing it.Hackers are getting into the emails of private real estate agents and escrow companies - duping would-be buyers into wiring their down payment cash to false accounts. They're also getting tipped off by celebratory Facebook photos about accepted offers, using clues like listing agent signs to get in touch with the buyers and pretend to be escrow companies - asking for payment. In all, the FBI says Americans lost nearly billion in real estate wire fraud in fiscal 2017, up 50 fold from fiscal 2016. San Diego special agent Chris Christopherson says the FBI can reverse wire transfers if contacted quickly after they happen. He said internationally they have a day or two, and domestic about a week. He said San Diegans can protect themselves by verifying payment information they get by email either in person or by phone with a trusted source. "Make sure you're not using a phone number you got from the email, be skeptical, verify it separately," he said. The FBI said another way to help protect yourself is to never to reply to emails that ask for financial information. Instead, forward them to the recipient you know, typing in their address. San Diego realtor Gary Kent was selling a duplex last year when hackers got the buyer to wire a ,000 down payment to a fraudulent account. They mimicked an email pretending to be from the escrow company."The buyer went down to the bank, said 'I need to wire the money,' and they said, this wasn't the same account number you did before," Kent said. Kent noted that the bank was able to reverse the transfer. 1804

SAN DIEGO (KGTV) - San Diego Police are looking for a man described as mentally ill or under the influence of drugs.Sunday night at 8:58 p.m. someone called 9-1-1 describing a man acting irrationally. Police responded and found the Honda Accord matching the description of the call and tried to pull the car over.The driver flipped a u-turn and sped up to about 80 miles per hour, running three red lights down Governor Drive.Police slowed down to a safer speed and as they caught up to the driver they found the car crashed into the dead end fence.They say the man, described as Hispanic, in his late 20s, 5' 8" tall, wit ha shaved head, wearing a short sleeved shirt, a hoodie, and gray shorts took off. They believe he ran from the car.They searched the area, known as Rose Canyon Natural Park, and could not find the man.If you see him, police ask that you please not approach him and call 9-1-1. 918

SAN DIEGO (KGTV) - Rocks or BB pellets have hit more than a dozen taxis as they traveled near the San Diego International Airport over the past week, cab drivers told 10News.The attacks along Harbor Drive have left cracks in their windshields and dents in the vehicles’ sides, cabbies said.“It's life threatening and we are just shocked what's going on,” said cabbie Ahmad Saddat-Nejad.Saddat-Nejad, who has been driving for almost 30 years, said he has never had anything like these attacks happen.“My car was not even in motion. Suddenly, I hear ‘boom’. Somebody threw a rock,” he said, reporting an incident on Harbor Drive at Laurel Street.“It happened to five cars yesterday again,” said Alex Tegegne of the San Diego Taxi Association.Tegegne said the attacks occur every night after dark, from North Harbor Drive down the Embarcadero.“We start to say do we need a helmet, or what should we do now? Should we avoid going on Harbor? What can we do,” Tegegne told 10News.In all, 17 cabs have been targeted.“It is totally very scary, and the customers don't feel comfortable about it,” said Tegegne.Cab drivers say they can’t afford to lose those customers. The success of Uber and Lyft have taken a toll on the taxi industry.“We don't know if this thing is taking business from us. We are already on life support to begin with, but this will be another threat to our customers and also ourselves," Tegegne said.The threat could be enough to put drivers out of work.“He could have killed me and I’m scared of driving now. This is my living and how I’m supporting my family,” said Ezzaddin Fato.San Diego Harbor Police confirm the arrest of one suspect Saturday, but said another attack has happened since then. SAN DIEGO (KGTV) — San Diego Police Friday arrested a fugitive sex offender from New York who was reportedly spotted in the area this week.Dale Dulac, 57, was arrested just after 1:40 p.m. Friday in the 1500 block of Imperial Ave. peacefully. Dulac was reported in the area after fleeing New York and violating his parole.He was charged with felony vehicle theft and receiving stolen property by San Diego Police. According to the United States Marshals Service, Dulac was also being held on a fugitive warrant for violating his parole when he left Niagara Falls, New York, on Sept. 20. 596

  

SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090
