SAN DIEGO (KGTV) -- Police are trying to determine what caused a 92-year-old man to crash into the side of a Chollas View home Thursday morning.The crash happened on the 300 block of St. Rita Court, authorities say.The nephew of the woman who lives in the home told 10News no one was home at the time of the crash, but the dogs inside the home were frightened by the incident.RELATED: Car crashes into City Heights home following pursuitThe man was taken to the hospital in unknown condition. SAN DIEGO (KGTV) -- On Thursday, January 3, the newest members of Congress will head to Washington D.C. to be sworn in. Among them is Mike Levin, who will represent California's 49th Congressional District. Levin, an environmental attorney, ran a campaign focused on younger voters. During the campaign, he cast his opponent, Diane Harkey as a “rubber stamp" for President Donald Trump. The district was previously represented by Darrell Issa. Juan Varges of the 51st Congressional District will also head to Washington. Varges made headlines recently after pointing the finger at the Trump administration for the situation at the border after hundreds of migrants rushed the San Ysidro Port of Entry. The 51st Congressional District consists of south San Diego County, Imperial County and California’s entire U.S./Mexico border. Also in Washington for the swearing in is Congressman Scott Peters of California’s 52nd District. The district includes the cities of Coronado and Poway as well as most of northern San Diego. Peters was first elected in 2012. In 2018, Peters introduced legislation to provide a tax credit who paid more than 30 percent of their gross income on rent and utilities. Rep. Susan Davis was re-elected in 2018 and represents California’s 53rd Congressional District. The district stretches from I-5 and Balboa Park through Mission Valley to East County and includes much of the heart of San Diego.Davis has been serving the district since 2001 and in 2018, won against her opponent, Morgan Murtaugh. Heading to Washington also is Congressman Duncan Hunter of California’s 50th Congressional District. SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

SAN DIEGO (KGTV) - Parents rallied at Poway Unified District Headquarters during their monthly board meeting, asking them to pause on proposed plans to bring a Costco to land zoned to build a school.The vacant lot is at the corner of Camino Del Sur and Carmel Valley Road and was labeled a surplus by the Poway Unified School District.That means they don't need it and believe they have enough schools in the area.Parent Gianni Nguyen said that's not true, "in our particular area the schools are impacted, so no."Nguyen said she doesn't mind the idea of creating mixed use retail, restaurants and a Costco, but she was angered by the process the board went through to get the deal."I felt like we were just robbed... We just want to be part of that process, bring us to the table, give us a voice, let us share with you what our opinions are," she said.The board voted unanimously at their September meeting to pursue a long term lease with Costco, that spans decades. Nguyen said the community was blindsided."I have four kids in the public school district, four young kids, my oldest is only 12, so I am very passionate about this," she said looking away.She hopes the rally makes the board pause and reconsider moving forward on this deal.Nguyen added, "we're going to unite and say we do have a voice and there should be a choice and you guys should be in there to represent us and if you're not representing us, who are you representing?"The deal was not on the agenda Thursday. 1493
