Their father is expected in court on July 18. Gilberto Mayorga's children say it's hard to imagine life separated from him. "He's been here's since he was 17, 16. All he knows is San Diego. All he knows being here," his daughter, Eugenia Mayorga said. They say their father met their mother and started their family. He was deported but quickly came back so he could help their mother, who was struggling to support their family. "As soon as he came back, I remember having a roof over our heads," his daughter Bridgette Rembao, said. "I feel like the only crime he made was to come back and financially support us." ICE painted a different picture of Mayorga. ICE officials say he had previously been removed from the country five times. He served 100 days in federal prison for illegally entering the country. They say he has two felony criminal convictions for drug offenses and was sentenced to more than than five months in jail. He was also convicted of two other misdemeanors. Gavin Newsom wants California to manufacture its own generic drugs.Newsom is expected to send a proposal as part of the new state budget to the legislature Friday that would allow the state to negotiate contracts with drugmakers to manufacture selected prescriptions on behalf of California.“The cost of health care is just too damn high, and California is fighting back,” Newsom said in a statement. “These nation-leading reforms seek to put consumers back in the driver seat and lower health care costs for every Californian.”Three of the most expensive U.S. cities for medications are San Francisco, Los Angeles, and San Diego. According to a survey by Kaiser Family Foundation, six in 10 Americans take prescription drugs, and 79 percent of those surveyed say the costs are unreasonable. Prescription drug prices have gone up 38 percent since 2017. Newsom's plan would make those medications available at an affordable price for 40 million people living in California. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. Perkins said the Public Utilities Department has implemented new, efficient work strategies. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. SAN DIEGO (KGTV) -- A car carrier truck slammed into a hydrant Tuesday evening in Pacific Beach, sending a geyser spewing into the air as passersby took in the spectacle.The incident happened on the 2700 block of Garnet Avenue around 6:30 p.m. Authorities say the driver hit the hydrant before immediately pulling over and remaining at the scene.San Diego Fire-Rescue arrived to stop the hydrant from shooting water onto nearby businesses.Many nearby businesses closed for the day as San Diego Police and San Diego Fire-Rescue went door-to-door to find out what, if any damage had been done.At this time, it's unclear what led to the crash. 649

SAN DIEGO (KGTV) - A 91-year-old woman died and a younger woman was injured in a crash in Clairemont Friday. The crash happened about 11:30 a.m. in the 6000 block of Balboa Avenue, near Mt. Alifan Drive, authorities said.The older woman was driving south on Mt. Alifan in a gray Toyota Camry. Police said the Camry and a car driven by a 32-year-old woman collided in the intersection of Balboa Ave.Wreckage was strewn across the Auto Zone parking lot at 6085 Balboa Ave.The 91-year-old woman, who has not been identified, died at the scene. The younger woman suffered minor scrapes and bruises, police said.The cause of the collision is unknown. Police said it was possible a car may have run a red light, leading to the crash.Balboa Avenue is closed in both directions from the 6000 block (Mt. Alifan Dr.) to 6600 block (Mt. Albertine Ave.) near Lindbergh/Schweitzer Elementary School. Police believe the road will reopen about 3 p.m. 973
