BEIJING, Jan. 14 (Xinhua) -- China's State Council unveiled a long-awaited support package for the auto and steel sectors Wednesday to boost the two "pillar industries".     Under the plan, the government will lower the purchase tax on cars under 1.6 liters from 10 percent to 5 percent from Jan. 20 to Dec. 31 in a bid to stimulate sales.     It will also allocate 5 billion yuan (730 million U.S. dollars) to provide one-off allowances to farmers to upgrade their three-wheeled vehicles and low-speed trucks to mini-trucks or purchase new mini-vans under 1.3 liters from March 1 to Dec. 31. It will also increase subsidies for people to scrap their old cars and will straighten out and cancel regulations that restrict car purchase.     The plan encourages large auto companies, as well as major auto-part makers to expand through mergers and acquisitions so as to optimize resources and improve their competitiveness on the international market.     In the next three years, the central government will earmark 10 billion yuan as a special fund to support auto companies to upgrade technologies, and develop new engines that use alternative energies. The government will offer financial support to promoting the use of energy-saving autos and those fueled by new energies, and support automakers to develop independent brands and build auto and parts export bases.     The plan also urges improvements in the credit system for car purchase loans. More than 93 percent of Chinese vehicles are sold in the domestic market, but less than 10 percent are purchased on credit.     It also requires accelerated upgrading of the steel sector, transforming "big" industry competitors into "strong" international players.     It said the industry needed to eliminate outdated technology, and must not establish new projects that merely add to steel output.     China also needed to increase domestic demand for steel and adopt a more flexible tax rebate policy to keep international markets.     Special funds will be allocated from the central budget to promote technological advancement of the sector, readjustment of products mix and improvements of product quality, according to the plan.

GUANGZHOU, Nov. 22 (Xinhua) -- What China can do for the world is not to sell out its massive dollar reserve, but slightly increase its hold of the currency to give reasonable support to the U.S. effort to save its economy, said a senior economist here on Saturday.     It is indeed difficult for China to handle its huge forex reserve, as the U.S. currency has already depreciated 20 percent against the Chinese yuan, said Cheng Siwei, well-known economist at a financial forum held in Guangdong.     "China would suffer from losses if it sells off the dollar, so our strategy should be not to sell, but to slightly increase dollar reserve," said Cheng, also former vice-chairman of the Standing Committee of the National People's Congress (NPC).     Cheng made the remarks amid increasing concern that China might use its forex reserve to finance its 4-trillion-yuan stimulus plan. China held 1.9 trillion dollars worth of forex reserve by September this year.     China "can only afford to do what is corresponding to its level of development and national power amid a global crisis," said Cheng.     "We should be prudent as to how to deal with our forex reserve," said Cheng, noting that China, despite its large size of economy, has its gross domestic product (GDP) accounting for only 6 percent of the world's total, and its per capita GDP ranking falling out of the top one hundred list.

BEIJING, Nov. 14 (Xinhua) -- China's government on Friday pledged to make every effort to ensure the safe release of the crew of a Chinese fishing boat seized by Somali pirates off east Africa.     The Chinese Foreign Ministry issued a statement saying it was still assessing the situation and trying to obtain more information on the vessel, which was overrun late on Thursday.     The ministry would work with organizations abroad to ensure the safe release of the crew, according to the statement.     The vessel, owned by Tianjin Ocean Fishing Company, was hijacked by pirates armed with grenade launchers and automatic weapons off the coast of Kenya and was being held off the southern Somali port city of Kismanyu, according to reports on Friday.     The 24 crew comprised 16 Chinese, one Japanese, three Filipinos and four Vietnamese, according to China's Ministry of Transport.     A Somali pirate leader reportedly said all the crew members were "fine".

BEIJING, Jan. 26 (Xinhua) -- China is to promote the use of energy-efficient and new-energy vehicles in public sector in 13 cities, the Ministry of Finance (MOF) said here Monday.     According to a joint statement by the MOF and the Ministry of Science and Technology, the central government will offer one-off subsidy for the purchase of mixed-power, electric and fuel-cell vehicles.     The statement said the subsidy will be decided by the gap between the prices of energy-efficient vehicles and automobiles powered by traditional fuel.     The program will be put into trial in public transport, taxi industry, postal and urban sanitary services in 13 cities including Beijing and Shanghai.     The program is aimed at facilitating the technology upgrading and structural optimization of the automobile industry, said the statement.     Local governments should also allocate funds for the building and maintenance of related facilities, said the statement.

BEIJING, Nov. 25 (Xinhua) -- Chinese Premier Wen Jiabao stressed here Tuesday the comprehensive and strategic partnership between China and the European Union (EU).     "Comprehensive" means the promotion of political trust and mutually beneficial cooperation, and "strategic" requires that both sides make concerted efforts in a far-sighted way to ensure the lasting, stable and healthy development of China-EU relations, Wen said.     The premier made the remarks in his meeting with former president of European Commission also former prime minister of Italy Romano Prodi. Chinese Premier Wen Jiabao (L) meets with Romano Prodi, former president of European Commission and former prime minister of Italy, in Diaoyutai State Guesthouse, Beijing, capital of China, Nov. 25, 2008.    Wen highlighted the recent growth in China-EU cooperation, noting that China will firmly support the EU's integration process and welcomes the EU to play a more active role in dealing with international issues.     "We cherish the hard-won achievements on China-EU relations and are willing to further trust and cooperation with the EU based on mutual respect, equality and reciprocity," Wen told Prodi.     Wen also called on the two sides to join hands to tackle global challenges and overcome the current difficulties over the world's finance and economy.     Echoing Wen's views, Prodi spoke highly of the Beijing Olympic Games and the measures adopted by China to handle the international financial crisis.     He said China is playing a brand new and positive role in world affairs and he would continue to contribute his efforts to boost mutual understanding and cooperation between the EU and China.
