ADDIS ABABA, Nov. 9 (Xinhua) -- China's top legislator Wu Bangguo said here Sunday that China's relations with Ethiopia have been developing quite rapidly in recent years and have been pushed up to a higher level.     He made the statement during talks with Speaker of Ethiopian Council of People's Representatives Teshome Toga.     "Since our countries established foreign relations with each other, especially, since their comprehensive cooperation partnership was formed in 2003, high-level exchanges between our two countries have been more frequent and bilateral trade has been shooting up," Wu said.     "Now our relations have ushered in a new era," he added.     Wu said that both China and Ethiopia are developing countries and therefore face the similar issues such as economic development. The rapid booming of both economies have provided new opportunities for deeper and wider cooperation.     "This is conducive to the welfare and the basic interests of both countries and peoples, as well as constructive to world's peace and prosperity," Wu said.     The Ethiopian speaker agreed with Wu's comments on relations of the two countries and said that Wu's Africa tour, especially, the visit to Ethiopia, is of high importance and can further boost bilateral ties.     Teshome Toga also thanked China for its unconditional support for Ethiopia, adding that the two countries can cooperate better in trade, investment and finance sectors.     He said that Ethiopia will, as it has done in the past, continue to stick to "One China" policy and Wu expressed his appreciation for his Ethiopian counterpart's firm commitment as such.     Wu is on a five-African nation tour. Ethiopia is the third leg of his two-week-long visit to Africa.

All would ultimately target improving people's living standard. The national conference of economic planners concludes in Beijing, capital of China, Dec. 14, 2008. WASHINGTON, Dec. 8 (Xinhua) -- The Pentagon said Monday that five detainees at U.S. Naval base in Guantanamo Bay, Cuba, want to confess to conspiracy charges for planning the 9/11 attacks.     Khalid Sheikh Mohammed, the "architect" of the attacks, and four co-conspirators asked a military judge if they could withdraw all pending motions and plead guilty, Pentagon spokesman Gail Crawford told reporters.     The judge accepted the request but ruled that "competency hearings" are first needed for two of the five, Mustafa al Hawsawi and Ramzi bin al Shibh, because "questions exist as to their competency to stand trial," he said.     Meanwhile, Denis McDonough, a senior adviser to President-elect Barack Obama, told media that no decisions have been made by Obama about what to do with the 255 inmates presently held at Guantanamo.     "There is no process in place to make that decision until Obama's national security and legal teams are assembled," he said.     Sources close to Obama team said the incoming administration is considering putting some of the inmates on trial in existing federal courts, setting up a special national security court to deal with cases involving sensitive intelligence, and releasing other inmates.

BEIJING, Oct. 22 (Xinhua) -- China called on Vietnam for cooperation in the South China Sea to discover ways to address bilateral disputes over the region.     In a meeting here with visiting Vietnamese Prime Minister Nguyen Tan Dung on Wednesday, Chinese President Hu Jintao proposed the two neighboring countries always keep the overall situation of the bilateral relations in mind and make efforts to strengthen bilateral efforts and properly settle the issues concerning the South China Sea.     "We should make it (South China Sea) a place of peace, cooperation and friendship," Hu said.     Nguyen said Vietnam would insist on the negotiation for the peaceful and lasting resolution of the issue and reduce the differences based on mutual trust, respect and understanding.
