SAN DIEGO (KGTV) -- A suspect was arrested Tuesday on suspicion of rape and torture after a woman reported being kidnapped in Rancho Pe?asquitos Monday morning. According to police, Seyed Hassan Kaboli, 32, was arrested around 3:45 p.m. Tuesday and booked into jail for forcible rape, torture and false imprisonment. The incident unfolded Monday morning around 10:45 a.m. when police were called to the 9800 block of Caminito Bolsa to investigate a report of a kidnapping. According to police, the woman was interviewed by investigators when Kaboli was identified as the suspect. Kaboli is currently being held on ,000,000 bail. SAN DIEGO (KGTV) — A Superior Court judge gave San Diego County restaurants the green light to serve on-site again, but not all will make use of the opportunity.For Roddy Browning, the pressure to reopen his restaurant is intense.“We lay in bed at 2:30 in the morning, going, 'Okay, what am I going to do? What am I going to do tomorrow? What am I going to do the next day?'” said Browning, who owns Oceanside's Flying Pig Pub and Kitchen.Browning said sales are down 60% and employees have been reduced from 30 to 12. Reopening for outdoor dining under the new court ruling could boost those numbers.“The state's going to appeal it, and what is the point in opening back up again, and then bringing all these people back to work and saying okay guys the ruling changed, now we're going to have to kick you out of the restaurant again,” Browning said. “I don’t want to do that to my employees anymore.”Don't get him wrong. Browning does plan to reopen under the new court order - but he wants to respect the full three weeks intended in this latest shutdown order, set to complete on Dec. 28."This is not about us against them," Browning said. Friday, thousands rolled into the stadium parking lot to see off Racelegal."What this shows me is the car culture has always been great in Southern California, this is showing the support and so much that the people want this to be here," said Peter Scalzo, the drag strip's owner.In an open letter on the organization's website, Executive Director Lydia DeNecochea said in part that she hopes San Diego will continue to fight preventable deaths due to illegal street racing."The 21 years of success is due to the support of San Diego’s infrastructure and the community of San Diego standing together to stop the predictable and preventable tragic loss of young lives due to an illegal street racing crash," DeNecochea said. SAN DIEGO (KGTV) -- An online petition is growing among San Diego State University students who feel they should be partially reimbursed for tuition and other campus fees because of the pandemic. SDSU senior Kelsey Santin created the petition on Change.org Monday night. Since then, the petition has received over 3,000 signatures. Santin argues that since the way of learning has changed, so should the amount they have to pay. She also says they're paying for campus fees for services they aren't able to access on campus. SDSU started the school year with limited in-person classes and returned to all online learning after hundreds of students tested positive for COVID-19.ABC 10News reached out to SDSU for comment and a spokesperson referred us to the CSU System. A spokesperson from CSU says the money for tuition covers instruction, which students are still receiving online. Campus-based mandatory fees for things like the health center and advising are still available in a virtual format. Other mandatory fees, the spokesperson says, are fees that fund facilities that are often of a result of student referendums voted and approved by students, for things like construction or renovation of a facility. SAN DIEGO (KGTV) -- A stolen cello worth 0,000 has been reunited with its owner. "I was driving home from downtown and I saw it. It was on C and 7th where the mailbox is at and I thought, well this is really weird. And then I got out and I knew what it was right away, so I took it," said Tony Cozano, who found the instrument. The instrument was returned to its owner, John Walz Monday. Walz is the principal cellist for the Los Angeles Opera and has played on more than 1,500 film scores from Titanic to Indiana Jones, even the new Star Wars films. RELATED: Police searching for person who reportedly stole 0,000 cello"I walked in to the house and just burst into tears. It's in perfect shape. There's no damage to it. Happy ending," said Walz in describing being reunited with the instrument. According to police, the cello was stolen on August 8 between 8 and 10 p.m. at the Town and Country Hotel on the 500 block of Hotel Circle North. In a news release, police said someone broke into the hotel room when Walz was away and stole several items. The cello was made by Mario Miralles and is valued at 0,000.  1174
