SAN DIEGO (KGTV) — Tuesday marked the the 10-year anniversary of one of the most chilling murders in the history of San Diego County.Chelsea King, 17, was raped and murdered by a registered sex offender as she was out for jog around Lake Hodges in 2010.Today, her family launched a nationwide organization called "Protect the Joy" that will work to protect children.RELATED: A decade later, remembering Chelsea King and Amber DuboisLife changed for Brent King and his wife Kelly a decade ago. Their only daughter was missing out for a run then, nowhere to be found."You can't breathe. Your whole body is shaking, your chest is as tight as it's ever been," Brent King said. "You can't be in enough places at once. Every horrible thought is running through your mind as to whats happening … you know ... Where's my little girl?"After five excruciating days came the most brutal news of all. Chelsea's body was found buried in brush along the banks of Lake Hodges. "The hardest memory I have is the day that Sheriff Johnson pulled me aside and told me what had happened. And I then shared that with Kelly and Tyler," King said. "That was the hardest moment for me of my life. To not only to understand what had happened to my little girl, but then to have to share that with the two people that I care for the most." The community came together in sadness. Within weeks thousands gathered to finish Chelsea's run. It would become an annual event for the next eight years. The King family established the Chelsea's Light Foundation. To date, it's awarded over 0,000 in scholarships to local students. California lawmakers passed Chelsea's Law, which established stricter penalties for sex crimes against children.But the Kings aren't done. They're launching an organization called Protect the Joy to work on passing legislation to protect children across the country."[It's] really an umbrella organization that will work on passing legislation that will protect our kids from all those things out there," King added. All those things that threaten the safety of children, everything from gun violence, opioid abuse, sexual predators, and bullying. King says the new group will work with communities to pass laws to protect children. A lofty goal, he acknowledges."Well Chelsea always tells us to go big or home. And if you are going to do something than do it right. Do it all the way," King said.King says he's learned over the course of his time grieving that he can find joy in people's eyes, in being connected with others and trusting in the good of people. But as he sets out to grow the organization, he struggles to change policy will not be his only burden."The hard days for me is when I have to attend a wedding," King said. SAN DIEGO (KGTV) – Two bystanders were hurt in a shooting Saturday evening in Paradise Hills.San Diego Police said two Hispanic men were shooting at each other around 5:30 p.m. in the 2300 block of Reo Dr. 10News spoke to witness Jauhn Hinkle, who was waiting to get his hair cut at the Fade Factory across the street. “Small caliber pops started going off across the street. I saw a muzzle flash,” he said. Hinkle said the fight began near the corner of Reo Drive and Cumberland Street. It escalated, as the two began to yell obscenities. Then one of the men started to chase the other while shooting at him. Hinkle recalled seeing five or six shots, all of which seemed to miss the intended target. Instead, two innocent bystanders were hurt. A bullet hit a 15-year-old boy in the thigh, and shrapnel hit a 48-year-old woman in the leg, police said.Hinkle ran toward the woman, who took cover in the La Palapa Market. “I asked where she was shot. She didn't know because of adrenaline and shock. She was on the phone screaming,” Hinkle said. The woman was transported to the hospital from the scene. The 15-year-old boy was transported to a different hospital, at a later time, San Diego Police said. Both suffered non-life threatening injuries.Hinkle said it is disappointing to see his neighborhood be the scene of a violent crime.  “Project Reo is doing an excellent job. Shout out to them," Hinkle said. "We want this place to pick up. and I think it is, so it's not reflective of what this neighborhood is like.”The shooters ran away. SAN DIEGO (KGTV) - With unemployment near record lows through Labor Day, efforts are shifting from helping San Diegans get jobs to helping them land better ones.The San Diego Workforce Partnerships is teaming up with local employers to offer on-the-job training to workers so they can get certified and move up in their careers. The focus is currently on so-called middle-skill occupations, those that require something more than a high school diploma but less than a four-year degree. The state Employment Development Department says the five most in-demand middle-skill occupations in San Diego and Imperial Counties are accounting assistants, teacher assistants, medical assistants, heavy and tractor-trailer truck drivers, and nursing assistants. The EDD says there are currently 2,500 openings for those positions. The Workforce Partnership recently teamed up with First Promise Care Service in El Cajon to offer its caregivers a two- to three-month certification program to become certified nursing assistants. "It does motivate because they know they're not just going to be there," said Dyna Jones, CEO of First Promise. "There's actually a promotion. There's growth, and people are looking for something like that."Jones said caregivers who complete the program could go from earning per hour to as much as as a team lead if they stay with the company. The Workforce Partnership has a new tool for San Diegans to look up information on different jobs, what they pay, and training requirements and opportunities. Hawk and Charles, both from San Diego, will be inducted alongside writer Maya Angelou, Olympic medalist soccer player Brandi Chastain, astrophysicist France A. Córdova, author Jeanne Wakatsuki Houston, Reverend James M. Lawson, Jr., actor and comedian George Lopez, iconic chef Wolfgang Puck, and winemaker Helen M. SAN DIEGO (KGTV) — While fall-like temperatures lingered around San Diego County for a few days, a heatwave is on the way.Above-average temperatures are expected throughout the week with a heat advisory in effect from 11 a.m. Tuesday through 5 p.m. Friday.With many people still working and learning from home, you may have noticed higher energy usage on your electricity bill.“We’re dealing with some unusual and extreme situations this year given the COVID-19 pandemic and also extreme temperatures,” said Jessica Packard, communications manager for San Diego Gas and Electric (SDGE). “Look at conserving energy when you can, I know that’s easier said than done.”She said the key to bringing down that SDG&E bill is to avoid energy usage between 4 and 9 p.m.This time spent working from home can also come in handy.“If you are home working, try to maybe run the dishwasher during your lunch hour when you normally wouldn’t because you’d be in the office,” she said.To help during this pandemic, SDG&E has suspended service disconnections for those who can’t afford to pay their utility bill. SDG&E is also offering flexible payment plans.Based on annual household income, people who qualify can also sign up for state and federal programs to get discounts on monthly energy bills.“Look at some of our customer programs and assistance options if you’re really struggling and want us to cater maybe something to help you get through this difficult time,” said Packard.The hot and dry conditions across the county also cause fire concerns to grow. Firefighting agencies are asking everyone to remain cautious and avoid doing anything that can spark a fire.Right now, Packard said there is no need for Public Safety Power Shutoffs, but SDG&E meteorologists track and monitor the weather conditions daily in case there is a change.“At SDG&E, we really don’t want to turn off your power,” she said. “We try to give at least 48 hours’ notice in advance.
