TEMPLE, TX — The body of a missing Fort Hood soldier is believed to have been found along railroad tracks in Temple, Texas.The Temple Police Department says around 5:36 p.m. on Tuesday, a call was received in reference to a medical call along railroad tracks.A caller advised that a man was observed near the railroad tracks. When officers arrived, it was determined the man had been dead for some period of time.Identification found at the scene indicates the victim may be missing Fort Hood soldier 23-year-old Elder Fernandes. However, no forensic confirmation has been made at this time.Sgt. Fernandes was last seen on Monday, August 17 and reported missing on Wednesday, August 19.Temple PD says at this stage of the investigation, there is no indication of foul play. The investigation is ongoing.Justice of the Peace Ted Duffield has ordered an autopsy, and next of kin has been notified."Our thoughts and prayers are with the Fernandes family during this challenging time," Temple Police Chief Shawn Reynolds said.Temple PD is the lead agency in the death investigation. The department is working in conjunction with Fort Hood and Killeen Police Department Criminal Investigations Divisions. TALLAHASSEE, Fla. — A Florida judge sided with a state teacher's union Monday in ruling that the Florida Department of Education could not require all brick and mortar schools to open by the end of the month or lose funding.Leon County Circuit Judge Charles Dodson ruled in favor of the Florida Education Association (FEA), in a lawsuit meant to stop the Education Department's order that would require all schools in the state to reopen for in-person classes by Aug. 31 or face loss of funding. The union filed their lawsuit shortly after the mandate was issued on July 6, claiming the order was in violation of the constitution's safe and secure public education guarantee.The FEA said Monday's ruling is a victory for schools all around the state of Florida."It is a pushback on reckless disregard on human life," said Randi Weingarten, the president of the American Federation of Teachers. "It is a pushback on politics overtaking safety and the science and the well being of communities."Fred Piccolo, a spokesperson for the governor's office, said the state intended to appeal the ruling."We intend to appeal this ruling and are confident in our position and in the authority of the Commissioner and the Governor to do what is best for our students," Piccolo said.The legal team for the FEA says the state can appeal, which would mean an automatic stay in the ruling given Monday. Tesla says Tuesday it wants to raise up to billion in capital through a stock offering. The move came the same day that CEO Elon Musk said he has moved from California to Texas. The stock offering is the second for the company in three months. In September Tesla said that it planned to sell up to billion worth of common shares just one day after its 5-for-1 stock split took effect.According to the Associated Press, 10 different brokerage houses will sell the stock offerings, and each will get up to a 0.25% commission. Musk told The Wall Street Journal in an interview that he has switched states, saying that California is complacent with innovators and has taken them for granted.According to the AP, earlier this year, Musk threatened to relocate Tesla’s Palo Alto, California, headquarters and future manufacturing to Texas over a spate with county officials on whether Tesla’s San Francisco Bay Area factory should stay closed due to coronavirus restrictions.Next year, Tesla is scheduled to roll out its new “Cybertruck” pickup and a semi. 1064
