SAN DIEGO (KGTV)— With the start of summer just days away, San Diego Gas and Electric (SDGE) is encouraging customers to take advantage of free programs that could potentially save a significant amount on their energy bills. 10News has reported on dozens of stories in which customers are outraged by unexpectedly high bills and surprise “High-Usage” fees. But SDGE says it does not have to be this way if customers switch to the “Level Pay” Option. “This is a really great way to avoid the high spike on your bill, let’s say in July or August,” SDGE Spokesman, Wes Jones said. For the “Level Pay” option, SDGE takes the average of the last 12 monthly bills and charges the customer the same amount for the next three months. This means there are no surprises during the summer months. “You are tapping into those months where you didn’t run your AC in February, so your bill is lower,” Jones said. “So this is a great solution for that type of customer that has that volatility throughout the year.”SDGE says another free money-saving option is to switch to the “Time-Of-Use” Plan. As long as the customer keeps track of when they use power, they can save money. A CBP K-9 team was screening vehicles as they waited in line for inspection when the detector dog alerted to the driver side rocker panel.CBP officers referred the vehicle for a more in-depth inspection and discovered and extracted a total of 34 wrapped packages of heroin from the vehicle’s rocker panels. The estimated street value of the heroin is over 0,000.The woman was arrested and turned over to Homeland Security Investigations agents for further processing and CBP officers seized the vehicle. 1209.29 per kWhTier 2: 133-399% use of baseline: SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. RELATED: Public weighs in on release of 'Bolder than Most' rapist Alvin Quarles into East County“The court decision is a victory for the region and public safety, but we can't let down our guard. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. RELATED: Judge approves conditional release of 'Bolder than Most' rapistIn 2014, Quarles was committed to a state hospital as a Sexually Violent Predator, a designation for people convicted of sexually violent crimes diagnosed with a mental disorder that makes them dangerous to the public. The crash happened shortly after 2 p.m. according to Harbor Police. The mast of the sailboat snapped off. There was minor damage to the safety nets of the Midway.“I thought something fell off the flight line, I didn't think a boat would crash into the Midway,” said Craig Wiener, who was touring the Midway at the time of the crash. “We were looking out the little port windows, and you see the mast falling off into the water."Harbor patrol says no charges are expected and attributed the crash to inexperience on the part of the person steering the sailboat.  Eight people were onboard the sailboat, and none of them were hurt.“He didn't realize how close he was and how tall his mast was and it was too late and the wind pulled him in,” Wiener said. 945.55 per kWhTime-Of-Use Summer Pricing: On Peak: 4pm-9pm Tier 1: 0-130% use of baseline: SAN DIEGO (KGTV)— The man accused of raping and torturing a woman in his home in Rancho Penasquitos faced a judge today. 32-year-old Uber driver, Seyed Hassan Kaboli pleaded not guilty to 12 counts of sexual crimes. Kaboli peaked through his holding cell, as the judge announced his fate. San Diego Police said Kaboli bound, raped, and tortured a woman, multiple times at his home in Rancho Penasquitos on May 19th and 20th. Sky10 footage showed the victim being consoled by the police on Monday, and she said she ran naked to escape 24 hours of brutal misery. The next day, Kaboli was arrested just north of National City. 10News obtained a copy of the criminal complaint, explaining Kaboli’s 12 felony charges. They include:(5) Forcible oral copulation (2) Rape(1) Rape by a foreign object(1) Torture(1) Assault with great bodily injury(1) Sexual battery(1) False imprisonmentThe complaint also suggests that there may be another person involved in the crimes. Under count three, it reads Kaboli “inflicted aggravated mayhem and torture on the victim and another person.”Under count eleven, it reads “said person was unlawfully restrained by said defendant and an accomplice.”In the courtroom, neither the defense nor the district attorney would comment on a possible third party.Still, the judge issued a protective order for the victim— a woman, whose relationship was not disclosed. But Kaboli’s defense attorney said she was not his Uber customer. “There is no prior relationship,” Kaboli’s attorney, Ryan Tegnelia said. “He is not denying that they came into contact with each other on the date of the incident. But before that, they did not have any relationship.”Tegnelia said Kaboli’s family describes him as an introverted man who keeps to himself. They said they are shocked at his arrest. “This obviously came completely out of left field for them, caught everybody by surprise,” Tegnelia said. The judge set Kaboli’s bail amount at 0,000. If convicted, Kaboli faces 200 years to life in prison. 2024.46 per kWhTier 2: 133-399% use of baseline: <云转化_句子>.57 per kWhOff-Peak Hours: 6am-4pm AND 9pm-midnightTier 1: 0-130% use of baseline: <云转化_句子>.24 per kWhTier 2: 133-399% use of baseline: <云转化_句子>.35 per kWhSuper Off-Peak Hours: Midnight-6am Tier 1: 0-130% use of baseline: <云转化_句子>.19 per kWhTier 2: 133-399% use of baseline: <云转化_句子>.30 per kWhTime-Of-Use Pricing does not have the *“High-Use” Charge tier. SDGE recommends customers to take advantage of this to pre-cool their home during off-peak hours. “At noon, 1 pm, or 2 pm, crank up that AC,” Jones said. “Get that house nice and cool. And as it gets later in the day, adjust that thermostat.”If you use an AC, remember to change out your AC filter. That makes your machine run much more efficiently. And if you want to save even more money, try using the fan. “That is going to be about seven times cheaper than running a room AC unit,” Jones said. “So if you can stand using a fan for a few hours here and there as opposed to that room AC you’re going to save some money on your bill.”When all else fails, remember to get back to basics. Simple things like checking for window and door seals, and rolling down your sun shades can make a big difference. Customers can change their settings to the “Level Pay” Option and “Time-Of-Use” plan at any time for free at SDGE.com/LPP. 2734
