Japanese Prime Minister Shinzo Abe has said he will face up to history to help improve Sino-Japanese relations. He made the remarks in an interview with China Central Television (CCTV) which was broadcast yesterday ahead of Premier Wen Jiabao's visit to Japan on Wednesday. Starting with a Chinese greeting Ni Men Hao (How are you), Abe said the China-Japan relationship is one of the most important of bilateral ties for his country; and hoped they could develop into a strategic relationship for mutual benefit. He said he is looking forward to Wen's visit in spring, a season "when the ice is melting and flowers are starting to blossom", and hopes to visit China this year. Abe paid an "ice-breaking" trip to China last October soon after taking office. He met President Hu Jintao and reached agreements that thawed relations chilled by former Japanese prime minister Junichiro Koizumi's repeated visits to the Yasukuni Shrine that honors top Japanese World War II war criminals. Abe said he firmly believes that the "ice" in relations will finally melt when more Chinese people get to know Japan's post-war road of development. He said he hopes Wen's trip, including the summit meeting, would produce substantive results in various fields such as energy, environmental protection and regional security. As Wen's visit also coincides with the 35th anniversary of the normalization of China-Japan relations and the Year of Cultural and Sports Exchanges, Abe said he would like to use the opportunity to invite more Chinese people, especially the younger generation, to visit his country and enhance mutual understanding. Abe said China's development provides a big opportunity to not only Japan, but also Asia and the world at large, citing bilateral trade had hit a record eight years in succession. The volume of trade between the two countries has increased nearly 200 times from .1 billion in 1972, when Sino-Japanese ties were normalized, to 7.4 billion in 2006. "Such an achievement was unimaginable even 10 years ago," Abe said. In another development, a survey published yesterday said that most undergraduates in China and Japan regard the other country as an important nation and 37 percent of them are positive about future China-Japan relations. The survey, jointly conducted by the China's Outlook Weekly and mainstream Japanese newspaper The Daily Yomiuri, polled 1,020 Japanese and 987 Chinese college students in March. Though a majority of respondents are not satisfied with the current state of relations, 37 percent believe relations will "improve" or "greatly improve" in the future. More than 40 percent think the relations will "remain unchanged". More than two-thirds of the Japanese undergraduates chose China as Japan's most important partner for economic growth; whereas Chinese students ranked Japan in second place, following the United States. A majority of both Chinese and Japanese students believe China will become the most influential country in the world. More than half of the Japanese students deemed China would overtake Japan in the next 10 years in terms of GDP.

A regular inspection last month by the Ministry of Agriculture showed that food quality in 37 major cities has improved after a four-month promotional campaign, the ministry said on Friday.The nationwide inspection of vegetables, pork and aquatic products found acceptance rates had risen since August when the campaign was launched.The inspection found that:- 95.3 percent of the country's vegetables were safe in terms of pesticide residues.- 98.4 percent of meat products were up to scratch with regard to residues of clenobuterol hydrochloride, a drug some farmers used to put in pig feed but which is now banned due to the damage it can cause to the human heart.- 99.8 percent of aquatic products were free of chloramphenicol, and 95.7 percent were free from malachite green, both of which are banned fish food supplements.- No pork products in Beijing, Shenzhen, Shanghai and 25 other cities were polluted with banned drugs.- Aquatic products in seven cities including Beijing, Tianjin and Guangzhou were also found to be safe from illegal drugs.The ministry, which carries out five regular food safety inspections a year, attributed the achievements to its four-month campaign.It said in a news release that all 676 agricultural wholesale markets in large and medium cities have now been put under surveillance, up from 479 in September.Five kinds of pesticides that the ministry banned for their high toxicity have been seized and destroyed.The ministry also issued six regulations on pesticide registry management to standardize labeling and control product quantities."Thanks to the campaign, public awareness of agricultural product quality and food safety has been strengthened," the news release said.The ministry said it will follow up the campaign by cracking down on fake agricultural supplies and develop a network that gives farmers access to authentic and good-quality agricultural materials.

China pledged to boost the social and economic development of its remote and poor border regions, under a plan unveiled by the central government on Friday. China will try to "elevate the overall social and economic status of border counties to the average level of the provinces and autonomous regions in which they are located", according to the plan titled "revitalizing the borders and enriching the people". The plan, which will run until 2010, said central and local governments will increase investment in "border issues, welfare and infrastructure construction in border regions". Financial institutions will have to actively respond to legitimate needs for loans in border regions and policy banks will give preferential treatment to these regions in infrastructure construction, the plan said. China will also upgrade straw dwellings and dilapidated buildings in the regions, in a step-up effort to establish a minimum guaranteed living standard. In April, the central government said it would dole out 300 million yuan (38.8 million U.S. dollars) every year for the next four years into the development of 22 ethnic minority groups. Most ethnic minority groups live in impoverished western regions and border areas in 10 provinces or autonomous regions such as southwestern Yunnan, Guizhou, Tibet and northwestern Xinjiang and northern Inner Mongolia. SHANGHAI -- China will launch its first Mars probe in October 2009 as part of a joint mission with Russia, said sources with the Shanghai Space Administration, the main developer of the probe, on Monday. Researchers are "pressing ahead" with the project for a synchronized launching with a Russian probe, said Chen Changya, a researcher with the Shanghai Institute of Satellite Engineering, at a space technology exhibition. He said the home-developed Chinese probe is scheduled for completion by June 2009. The probe, 75 centimeters long, 75 centimeters wide, 60 centimeters high and weighing 110 kilograms, is designed to be able to serve a two-year mission, according to Chen. Its model is on display at the exhibition. The Chinese probe, with Russia's Phobos-Grunt, will be launched by a Russian carrier rocket, Chen said. They are expected to land on Mars in 2010 after 10 month's flight.
