CAMP PENDLETON, Calif. (KGTV) — Officials Friday identified the Marine killed in a rollover crash this week at Camp Pendleton.Officials identified 1st Lt. Hugh C. McDowell, 24, of Washington D.C., as the Marine killed after a light armored vehicle rolled over Thursday at Camp Pendleton. Six others were also injured in the crash.The crash occurred during regularly scheduled battalion training, officials said. He accepted his commission as a Marine Corps officer on May 5, 2017. This is a tragic accident and we are heartbroken at the loss of a member of our Marine Corps family. (KGTV) - Community members gathered outside Carlsbad Police Department on Friday, demanding change following a controversial encounter last week between an African American man and Carlsbad officers.“There was zero attempt for de-escalation,” said Yusef Miller with North County Civil Liberties Coalition. “We're asking that all citizens stand with us in solidarity to fight this police brutality," another activist told reporters.The Carlsbad Police Department previously released video which juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw -- two from officer body cameras and one from a witness. The footage can be viewed here.The witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. The two other videos from police body cameras show officers meeting medics who were called out to a report of a man face down on the side walk. Police say that while medics were evaluating him, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told him to stop, but he continued to yell as they tried to cuff him.Officers report that they then used a Taser to try to subdue him after he continued to yell, struggle, turn and pull away.Police report that they then restrained him by holding his head and body to the ground and asking him to calm down while cuffing him, but they say that he refused. The department goes on to say that they put a porous, breathable spit mask bag over his head to protect themselves from coming into contact with droplets from his nose and mouth.Activists dispute the department's account of the night.“They approached him from behind. They grabbed his wrist. They didn't introduce themselves. He wasn't harming anyone. He wasn't armed to our knowledge,” added Miller.Harshaw was taken to the hospital and later released and then cited for resisting arrest. Police believe that drugs or alcohol may have played a role.Police report that a number of factors were considered by officers to use force, including, in part, "The apparent immediacy and severity of the threat to officers or others - Mr. Harshaw charged unarmed fire personnel while yelling profanities."Police also reveal that a Taser can be used, in part, when, "The subject is violent or is physically resisting. CARLSBAD, Calif. (KGTV) - The dollar value racked up by the Apple store bandits is now climbing toward the million-dollar mark.Surveillance images from an Apple store in Carlsbad in May show a group of men in hoodies walking in and immediately getting to work."They quickly grab the products on display near the front of the store," said Mark Herrring, coordinator of the San Diego County Crime Stoppers program.Investigators believe the same men hit the same store in June and several times in July."They flee the store, usually to a vehicle that is waiting for them," said Herring.The thieves have apparently shopped around for local targets.  Authorities released more images from a similar case at an Apple store at Westfield North County on July 9.  Detectives believe the local cases are linked to other grab-and-runs from across the state this year."Currently there are  approximately 30 cases throughout the state. Caesars Entertainment Corporation announced plans Wednesday to bring a non-gaming Caesars Palace resort to beach-front property along the coast of Puerto Los Cabos, Mexico. The 0 million luxury beachfront hotel will be developed by Grupo Questro. Caesars Entertainment will manage the property and receive a licensing and management fee. It is set to break ground in early 2019. The non-gaming luxury beachfront hotel will feature 500 rooms and suites, a 40,000-square foot convention center, a 25,000-square foot full-service spa, three fine dining restaurants, an array of amenities including an entertainment venue, pools, cabanas, fitness center, tennis courts and access to the two signature golf courses. The beach-front property will be situated in the Puerto Los Cabos Tourist Corridor and the San Jose del Cabo resort city on the southern tip of the Baja California peninsula.The announcement of the Puerto Los Cabos project follows last week’s announcement that Caesars Entertainment will manage two luxury hotels and a beach club at Meraas’ Dubai-based Bluewaters Island development.
