WASHINGTON, D.C. – President-elect Joe Biden is nominating the education commissioner in Connecticut to serve as secretary of the Department of Education.After initial reports, Biden confirmed Tuesday that he would like Miguel Cardona to take over the role that Secretary Betsy DeVos has held since President Donald Trump took office in 2017.Watch Biden introduce Cardona below:Cardona has served as his state’s commissioner of education since August 2019. Before that, he served as assistant superintendent for teaching and learning in Meriden, according to Connecticut State Colleges and Universities.The 45-year-old began his career as an elementary school teacher and served as a school principal for 10 years. He also taught for four years as an adjunct professor at the University of Connecticut in the Department of Educational Leadership.Cardona is a low-profile candidate who The Washington Post says has pushed to reopen schools and hasn’t been aligned with any particular side in recent education policy battles. When schools moved to remote learning this year, The Associated Press reports Cardona hurried to deliver more than 100,000 laptops to students across The Constitution State.In his announcement, Biden said Cardona will lead the administration’s efforts to invest in all students, support educators, and make reopening schools safely a national priority. They hope to safely reopen the majority of classrooms within the first 100 days of Biden’s term.Biden says Cardona will strive to eliminate long-standing inequities and close racial and socioeconomic opportunity gaps — as well as expand access to community colleges, training and public four-year colleges and universities to improve student success and grow a stronger middle class.Cardona’s parents are from Puerto Rico. Before 2017, Pence was the governor of Indiana for four years. Before that, he served in the US House of Representatives for 12 years.Sen. Kamala Harris is in her first term as a US senator from California. Previously, she was a six-year attorney general of California, and a seven-year district attorney in San Francisco. Harris was an opponent of Joe Biden during the presidential primaries, but dropped out before the Iowa Caucuses and later endorsed Biden.The moderatorSusan Page, current Washington Bureau Chief for the USA Today, will serve as moderator. Page is the first primarily print journalist to moderate a presidential or vice presidential debate since 1976. Page is a frequent guest on the Sunday morning talk shows and was a White House Correspondents Association president.The formatThe vice presidential will feature a format similar to last week’s presidential debate. Instead of six, 15-minute segments, Page will break the debate into nine, 10-minute segments. Page will ask a candidate a question that they have two minutes to answer, and the other candidate will then have two minutes to respond. The balance of the time will be used for a deeper discussion on the topic.Why have a vice presidential debate?Vice presidential debates have generally served as an opportunity for candidates to show they are prepared to become president. Nine vice presidents have ascended to the presidency due to death or resignation.With the possibility that one of the two candidates could become president in the next four years, the debate could serve as a presidential litmus test.The biggest questionAre you ready to be commander-in-chief? Now that Trump has turned 74, and Biden is about to turn 78 next month, this year’s campaign has been between the two oldest nominees on record.Should there be a debate?This question has been pondered in recent days as the White House has had a cluster of coronavirus cases. President Donald Trump, first lady Melania Trump, aides, assistants, White House-based journalists, and three US senators have all been among those who have tested positive for the coronavirus in the last week.Not among those testing positive is Pence, who has been tested every day since Trump’s diagnosis. But CDC guidelines call for those with close contact with coronavirus patients to quarantine for 14 days regardless of negative tests as the incubation period for the coronavirus can take that long.The Commission on Presidential Debates announced Monday that a Plexiglas partition will divide the candidates, and that Harris and Pence will sit more than 12 feet apart on the debate stage.Most important VP debate in history?John Hudak, Deputy Director at Brookings’ Center for Effective Public Management,declared Wednesday’s debate as the “most important vice presidential debate in American history.” And given the age of the candidates and recent discussions over the 25thamendment due to Trump’s stay in Walter Reed Medical Center, Hudak argues that this election’s vice presidential debate takes on new meaning.“In a normal election year, vice presidential candidates often serve as presidential nominees’ attack dogs, and surely, there will be plenty of attacks and criticisms during the debate,” Hudak wrote. “However, this is hardly a normal year. While vice presidential candidates almost always wish to project a presidential aura and command at the debate, that approach is paramount Wednesday night. It will be important for both candidates to steer away from outright political warfare and focus on the solemn reality of a country with an ill president and facing multiple other crises.”Pence leads the coronavirus responsePence was tasked in February with leading the White House’s response to the coronavirus, heading the White House coronavirus task force. In the seven months since the coronavirus began spreading in earnest in the United States, more than 210,000 Americans have died from the virus.There has also been extensive economic fallout stemming from the coronavirus.So a question likely to be asked of Pence is on his performance as the leader of the coronavirus task force.Harris on criminal justiceHarris finds herself in a challenging position as both a former prosecutor and a reformer. Her record as a prosecutor became more of an issue at times during her run for the Democratic nomination for president.For Biden and Harris, the two have disappointed some in the liberal wing of the party for not echoing calls to defund police departments. Biden said during last week’s that he wants to increase funding for police departments.With race and police relations a significant issue this year, expect questions to be raised over Harris’ record as a prosecutor.What’s next?A presidential debate is scheduled for October 15, but there are questions on whether Trump will be medically cleared to participate. WASHINGTON (AP) — Secretary of State Mike Pompeo said on Wednesday that the U.S. hopes to gain access soon to a former Marine who was arrested in Russia on espionage charges and that "if the detention is not appropriate we will demand his immediate return."Paul Whelan, who is head of global security for a Michigan-based auto parts supplier, was arrested on Friday. In announcing the arrest three days later, the Russian Federal Security Service said he was caught "during an espionage operation," but it gave no details.Whelan, 48, was in Moscow to attend a wedding when he suddenly disappeared, his brother David Whelan said Tuesday.Pompeo, speaking in Brazil, said the U.S. is "hopeful within the next hours we'll get consular access to see him and get a chance to learn more."The U.S. has "made clear to the Russians our expectation that we will learn more about the charges and come to understand what it is he's been accused of and if the detention is not appropriate we will demand his immediate return," Pompeo said.Whelan's family said in a statement David Whelan posted on Twitter, "We are deeply concerned for his safety and well-being. His innocence is undoubted and we trust that his rights will be respected."The Russian spying charges carry a prison sentence of up to 20 years.David Whelan said in an interview that his brother had been to Russia several times previously, so when a fellow former Marine was planning a wedding in Moscow with a Russian woman he was asked to go along to help out.The morning of his arrest, he had taken a group of wedding guests on a tour of the Kremlin museums. The last time anyone heard from him was at about 5 p.m. and then he failed to show up that evening for the wedding, his brother said."It was extraordinarily out of character," he said.The family feared he had been mugged or was in a car accident, David Whelan said, and it was when searching the internet on Monday that he learned of the arrest."I was looking for any stories about dead Americans in Moscow, so in a way it was better than finding out that he had died," he said.The State Department said Monday it had received formal notification from the Russian Foreign Ministry of the arrest and was pushing for consular access. David Whelan said the family was told by the U.S. Embassy in Moscow they have not been able to speak to Paul Whelan.David Whelan said he has no idea why his brother was targeted by the Russian security services. Paul Whelan had traveled to Russia in the past for work and to visit friends he had met on social networks, his brother said."I don't think there's any chance that he's a spy," David Whelan told CNN on Wednesday.Paul Whelan did multiple tours in Iraq with the Marine Corps, his brother said. He now lives in Novi, Michigan, and is director of global security for BorgWarner, where he has worked since early 2017."He is responsible for overseeing security at our facilities in Auburn Hills, Michigan and at other company locations around the world," company spokeswoman Kathy Graham said in a statement.She said BorgWarner does not have any facilities in Russia.Paul Whelan previously worked for Kelly Services, which does maintain offices in Russia, his brother said.The arrest comes as U.S.-Russian ties are severely strained, in part over Russian meddling in the 2016 presidential election.A Russian gun rights activist, Maria Butina, is in U.S. custody after admitting she acted as a secret agent for the Kremlin in trying to infiltrate conservative U.S. political groups as Donald Trump was seeking the presidency.
