SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. More than 4,000 members of OPEIU Local 30 supported the action, a union spokesperson said. Workers say they want to “protect middle-class jobs with wages and benefits that can support families.” Hundreds of positions would be affected, including x-ray, pharmacy, and surgical technicians, phlebotomists, optometrists, and housekeepers. “We believe the only way to ensure our patients get the best care is to take this step,” said Robert Sparrow, an x-ray technician. “Our goal is to get Kaiser to stop committing unfair labor practices and get back on track as the best place to work and get care. There is no reason for Kaiser to let a strike happen when it has the resources to invest in patients, communities and workers.” Picket lines will be established at Kaiser Permanente hospitals, medical office buildings, and other facilities in six states and Washington, D.C. The 2020 Rental Affordability Report consisting of census data compiled by ATTOM Data Solutions broke down the figures for counties nationwide. Although the price of owning a median-priced three-bedroom home was more affordable than renting in 53 percent of U.S. counties studied, renting was a better financial decision in highly populated suburban or urban areas. SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. SAN DIEGO (KGTV) — It’s a chance for the community to get a behind-the-scenes look into local policing. The program, Inside SDPD, held a few times a year, aims to bridge the gap between the community and local law enforcement. As seen through local demonstrations against police brutality and rogue officers, there can be a divide that exists between law enforcement and the public. “We’re not here to say we hate all police, that’s not what we’re here for. We’re here to say that law enforcement who is acting outside the bounds of justice, equality, equity… those officers need to be fired. They need to be arrested. They need to be jailed if need be,” said Yusef Miller of the Racial Justice Coalition during an October demonstration in San Diego.There is one thing both sides agree on: wanting to build better relationships. San Diego Police see Inside SDPD as helping with that goal. It's hosted in coordination with the San Diego Police Foundation. The program introduces participants into various aspects of policing, including Taser use, use of force simulations, traffic stops, and K9 demonstrations. The goal is to make situations as realistic as possible. For first-time participant Helen Auerbach, it was eye-opening. “Certainty with the body cameras and the shootings. When you see it from one angle and you see the same thing from a different angle, it’s a completely different scenario,” she said. Teenager Logan Miller also participated. “You’re told it’s a simulation, but when you have the props… and the sound [is] very, very loud and you’re actually being interacted with on screen… again the world I keep saying [is] realistic. You are submerged in that situation,” Miller said.Team 10 asked Assistant San Diego Police Chief Paul Connelly what he would say to critics of the department. “I would just say keep an open mind. We have a very difficult job to do,” he said. In an era where community members are demanding transparency, he said the department continues to work toward that goal. “That’s something the San Diego Police Department is really striving to do. For instance, all our policies and procedures can be found on our website. And we hold events like these to invite the community out so they can see exactly how we’re trained.” Auerbach, who found out about the event through an online neighborhood website, recommends the program. “I really thing everyone should do this. I think every child should be exposed to this in school,” Auerbach said. The next "Inside SDPD" event is in December, focused specifically on K9s. There is a suggested donation for the program.
