SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. "The concern from the community is that it is just a rubber stamp of what police officers have already determined in their own investigations."RELATED: Transparency Project focuses on police files regarding officer-involved shootings and misconduct allegationsThe proposed independent commission would investigate all deaths occurring while a person is in police custody, all deaths resulting from interactions with a San Diego police officer, and all officer-related shootings. It would have subpoena power and its own legal representation. "One of the things that's most disturbing about the current CRB is that it is required to have as its attorney the City Attorney. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. Pitsenbarger, Jr. who rescued more than 60 men during the Vietnam War. Casting Director Iris Hampton fell in love with the script the first time she read it, "I couldn't put it down, it was so beautiful." She said she went to the Magnum P.I. office and asked if they needed any help, "they said not right now, but why don't you come back in three months? So I came home, packed my bags and I went."Since then she's worked with big names like Chuck Norris and the Power Rangers. "I am going on my 28th and 29th season of that show," she said referring to the Power Rangers.Seven years ago she signed on to The Last Full Measure. The movie follows Pitsenbarger, Jr. during Operation Abilene in the Vietnam War. He descended from a helicopter while troops were under fire and rescued as many as he could, before he was killed.The film then follows the men who worked for decades to get Pitsenbarger, Jr. the Medal of Honor. "It ended up being 32 years they fought for him to get the medal of honor," she said."Pitts was a hero and a legend," Hampton said paratroopers idolize him.With a deep love and respect for the military, Hampton said this project is the pinnacle of her career.She signed stars like Samuel L. Jackson, Sebastian Stan, Jeremy Irvine,Christopher Plummer, Ed Harris and the late Peter Fonda for the movie."I was just so proud and I am just so proud of each and every one of them," she said she can't wait for the movie to hit theaters so San Diegans can see it. 1856

SAN DIEGO (KGTV) — A Kearny Mesa hotel will be used as a new coronavirus quarantine site in San Diego.The Ramada by Wyndham San Diego North Hotel & Conference Center will be utilized as a new quarantine site in San Diego, according to the hotel.Individuals heading to the location have undergone medical screenings and show only mild to no symptoms. SAN DIEGO (KGTV) - A new report reveals water usage continues to climb quickly since state water restrictions were lifted in 2016. Romy Meraz finds joy in watering her yard at her home in Bonita."I know the plants are happy and I'm happy for them," said Meraz.It was a different story amid the state-mandated restrictions, when she cut her watering to once a week. Years later, she'll be watering four or five times a week this summer."I want my garden to be beautiful and green," said Meraz.Meraz isn't alone. According to a report from the research group Equinox Project, The Nonprofit Institute at University of San Diego, the average daily water consumption increased from 84 gallons per person to 91 gallons per person.That's an increase of 8.3 percent. It's still shy of the 119 gallons per day in 2007, but the usage has been steadily going up since restrictions were lifted."Even with the rains, with climate change ... we know another drought will come along so we need to be prepared. We've done it in the past. It's not a matter of whether we can do it. We can," said Nilmini Silva-Send, a researcher with the Equinox Project.When it comes to the biggest daily water users, the Santa Fe Irrigation District is tops at 363 gallons per person, followed by the Rainbow Municipal Water District and Valley Center Municipal Water District.
