DEL MAR (CNS) - Border Patrol officials Friday announced that 21 arrests were made earlier this week stemming from a foiled human smuggling operation off the coast of Del Mar.Border Patrol agents spotted a "suspicious vessel" near Dog Beach at about 3 a.m. Tuesday, which was later identified as a panga boat dropping off 16 Mexican nationals.In anticipation of a landing at Camino Del Mar, agents arrived to find a group of people clad in life jackets running toward three vehicles, according to the U.S. Border Patrol.One vehicle was stopped near the scene, while the other two sped off, the Border Patrol said.A 68-year-old U.S. citizen behind the wheel of a 2003 Mazda minivan was arrested along with eight passengers who were Mexican nationals. Two other vehicles were pursued to a hotel in Carlsbad, where the drivers -- both U.S. citizens -- were arrested with eight Mexican nationals who were passengers.According to the Border Patrol, U.S. Coast Guard officials intercepted the panga boat as it was attempting to depart the area, and two Mexican national men aboard were arrested.Border Patrol officials said five people will face human smuggling charges in connection with the incident, while one boat passenger will face charges for re-entry after prior removal. DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. (KGTV) - This weekend 47 teams from high schools around San Diego and other parts of the US will compete in the FIRST California Robotics Regional Championships.The event brings the teens together to test their engineering and science skills. The teams get six weeks to design and build a robot to complete a handful of tasks.But the technology isn't cheap, so many teams turn to local tech companies for donations.San Diego based tech-giant Qualcomm is the title sponsor of the competition. They also give money to individual teams. Organizers say the companies see it as a way to excite teens about careers in STEM."They look at this as their future workforce," says Regional Director David Berggren. "If we can get these kids invested in STEM fields now, they're going to be great future employees, and it's money well spent for the company."The actual dollar amounts aren't given, but some schools say companies donate thousands of dollars each year. Logos on t-shirts and team booths show companies like Apple, Qualcomm, Viasat, 3M, Solar Turbines, BAE Systems, leidos and more have made donations.In addition to the money, companies donate time, providing volunteers to mentor the teens through the design and building process. They work hands on with the teams, giving kids an up close look at careers in STEM fields."It's eye-opening, it's surreal," says Southwest High School Senior Alejandro Gendrop. "To not only have someone aid us with how we're supposed to organize our team, put it together, but also to get a view into the industry and how they work and how similar our work is to theirs, it's great."The competition in Del Mar is Friday and Saturday, and admission is free. DEL MAR, Calif. (KGTV) -- Scott Eastwood was caught on video taking down signs as Del Mar residents protested a proposed luxury resort Sunday. A protestor, Spencer Gobar, who confronted Eastwood in the video, told 10News that the actor identified himself to the group as an official from the city.Eastwood reportedly told demonstrators to take down signs and banners at Del Mar Plaza. However, Gobar said she recognized Eastwood as soon as she saw his face, having seen him numerous times around the area. She asked him by name to stop trying to remove the sign. Eastwood then walked away as the protestors heckled him about his actions and about his famous father, Hollywood icon Clint Eastwood."It all happened so fast," Gobar told 10News. "The last thing I was expecting was for this D-list celebrity to show up and try to dismantle the sign."Eastwood owns at least one business in the North County, a clothing company based in Encinitas. However, it is not clear why he wanted the protest signs against Del Mar Measure G removed. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. We’re going to continue to advocate for a constitutional amendment and make this major milestone permanent.
