SAN DIEGO (KGTV) - The first of its kind "Pass the Torch" ceremony Saturday honored veterans and the 77th anniversary of the Battle of Midway, aboard the USS Midway.The ceremony acknowledged as time goes on, less veterans are able to tell their stories. This was the opportunity to share those incredible moments from the battle that turned the tide in WWII.Doctor Charles Monroe served during the battle and said this was the most challenging moment he faced, "One Jap Zero was above, I looked back and looked up and pulled my gun up to try and shoot him and the turret stopped working and the gun stopped working, so I prayed. I wasn't a Christian, but I prayed and said ,'Lord get me out of this mess and I'll go to church,' and I kept my word."Monroe was paired with Paige Dominguez, 26, who is enlisting as a hospital corpsman. SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. "They present an opportunity to increase production at potential lower costs in a faster time frame and with a smaller environmental footprint," said Jeff Davis, the housing commission's chief of staff.RELATED: Making It in San Diego: San Diego's housing market cooling down, new report showsThe commission pitched the idea to the city's Land Use and Smart Growth committee Wednesday. Councilmembers on the committee appeared to be in support of the idea. Commission staffers said it was too early to know details about the loan, but if all goes as planned, they could be offered by next year. The idea comes about a month after Poway Mayor Steve Vaus floated a plan for his city to pay to build granny flats in backyards to be rented as affordable homes. The city would take a cut of the rent for about ten years before the homeowner gets it outright. SAN DIEGO (KGTV) -- The man who was convicted of driving drunk when he hit a Lyft car, killing the driver, was sentenced in court Thursday.Steven Quintero was sentenced to 16 years in prison following an emotional day in court in which three young women in the car at the time of the crash and the victim’s sister all gave statements. “The worst part of my story is that I remember every detail of the crash," said Kelly Hoffman with a shaky voice. "I am haunted by the memory of the violent, powerful impact and the sound of the bending metal and shattering glass," she added.A jury convicted Quintero of DUI causing injury, hit-and-run and driving on a suspended license in the crash that killed Henry Reyes along State Route 94 just east of downtown San Diego.RELATED: Driver who hit and killed Lyft driver in 2016 faces retrialThe crash happened on October 1, 2016. Reyes pulled over on the side of the road when one of the passengers inside the Lyft, Sarah Smith, got sick.When Reyes pulled over, he got out to help Smith out of the car and get her water. While walking around the front of the car to get back in, the Lyft was struck from behind, killing Reyes.Smith, Hoffman and Jessica Techel all suffered major injuries in the crash. “When I see photos of the car I am reminded that I’m lucky to be alive, have all my limbs and my mental capacity," Techel told the court.Reyes' sister brought photos of her brother to court. In one of them, he was with his 2-year-old son. Evette Rous testified how important her brother was to her and her family.  He gave her away at her wedding, and was always around with a sarcastic comment for his sister. She said her life is forever changed. “When Steven Quintero made the decision to drink and drive, he not only killed my brother, he killed a part of each of us who lived Henry. He killed dreams, and memories yet to be made," she said.Rous said her mother didn't come to court because she felt there was no justice for Henry Reyes.  The victims all testified they were disappointed when two different juries failed to convict Quintero of murder.  In exchange for not trying Quintero a third time, he agreed to go to prison for 16 years, without the possibility of probation.  Quintero also agreed not to appeal his case.Quintero did not address or even look at his victims as they spoke.  His attorney told them he apologizes for his actions and is filled with remourse.Rous called the apology an insult.The 2016 crash wasn’t the first time Quintero was found to be driving under the influence. SAN DIEGO (KGTV) — The County of San Diego is providing free COVID-19 testing to all school employees returning to in-person learning, a recommendation by the California Department of Public Health.There are more than 80,000 school employees across the county. “This is everybody from bus drivers, to food service workers, to teachers, to administrators,” said Music Watson, the Chief of Staff for the San Diego County Office of Education, or SDCOE.While most schools are sticking with distance learning, for now, some are preparing to return to in-person learning starting in September.The school employees that do return will be tested for COVID-19 often.“The recommendation is that in any given two month period, you’ve tested 100% of school employees, with about half being tested in any given month,” said Watson. “People who are doing distance learning and teaching in a distance format and not coming into contact with students and school staff, they’re not going to have to be tested.”The county is partnering with SDCOE to develop more testing sites specifically for school employees by late September.Testing is currently available at the more than 20 county coordinated sites at no cost to school staff.If positive tests are discovered, classrooms, schools, and districts may need to shut down for two weeks.“If 5% of a classroom tests positive, that classroom would close, and they would self-isolate. If 5% of a school tests positive, the school would close for two weeks, and if 25% of district tests positive, the entire district would close for that two week self-isolation period,” said Watson. “In a classroom, 5% is basically one student or teacher, that’s why it’s so important to have a testing protocol in place.”If a classroom or school does have to shut down, students will continue learning for the two weeks.“That doesn’t mean all of a sudden it’s 14-days of no learning, it means transitioning to virtual which might be online or packet work depending on the particulars of that situation,” said Watson.It’s not currently recommended that asymptomatic children get tested for COVID-19, but if a parent or guardian wants their child tested, they should discuss it with their pediatrician. 2222
