OCEANSIDE, Calif. (KGTV) — Neighbors in North County call this "Taking Back Oceanside.""We need to cite, we need to ticket, arrest when possible," said Andrew Andrioff. It's a response to a growing homeless population that's leaving neighbors frightened and frustrated. The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. He was among dozens of people who addressed city council Wednesday night. RELATED: Oceanside group aims to clean up trash, violence in San Luis Rey riverbedHe says the social services offered in Oceanside may be making the situation worse. "Our concern is that we’re attracting habitual vagrants to Oceanside through these services," said Andrioff. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. "I really think what we should be pushing is a blue ribbon committee, the county, the 18 cities, as well as the state."Recommendations made to the council tonight included declaring an Emergency Shelter Crisis and increasing police enforcement. The Taking Back Oceanside group is set to meet with the chief of police on October 24.  1750

On Tuesday, Casey Louviere was mowing her yard in Louisiana when she suddenly passed out from heat exhaustion."I started seeing stars, and suddenly everything was black," Louviere said.She says she thought she was fine, as she had been drinking water at the time."Just simply went outside to cut grass, it was so hot. You know, I was fine, then everything just turned black. The heat is not something to play with," Louviere explained.Officials with the Scott Fire Department say they responded to the call on Rue Bon Secours of a person unconscious in their front yard."SFD began assessing the patient and administering basic life support interventions. Acadian Ambulance medics arrived, and the patient was transported to a local hospital," a release states. But the firefighters didn't just help Louviere medically.The firefighters stayed with her children until a friend was able to come over. They also came back to finish mowing her lawn."Something like that brings tears to your eyes, knowing that there are still good people out there like that," she said. "They took time out of their day to cut my grass and they didn't have to do that.""We didn't have to do it. We didn't do it to get recognition by any means, but we wanted to bless her and bless her family. Her grass was high and we wanted to help her," Fire Captain Kris Gumpert said.However, Louviere says she did not know the job was finished until she saw it on Facebook."I'm working from home currently, so I didn't walk outside this morning. When I got back last night, it was too late for me to see into the yard."Louviere says she is thankful for the firefighters' surprise and is doing a lot better."I feel great now, I think it was 4 saline bags later, but I feel great now," Louviere said.This story was first reported by Katie Easter at KATC in Lafayette, Louisiana. 1850

On Election Day, Democratic presidential nominee Joe Biden began his Tuesday off the campaign trail to spend time with his family.Biden and his wife Jill first attended St. Joseph on the Brandywine in Wilmington, Delaware, for a Tuesday morning mass.While there, the couple stopped at son Beau Biden's grave, USA Today reported.Beau died of brain cancer in 2015.Beau is buried next to his late mother Neilia, and infant sister, Naomi, who both died in a car crash in 1972, shortly after Biden was elected senator, Yahoo reported.The former vice president has spoken about his late son often throughout his campaign. OCEANSIDE, Calif. (KGTV) - A car reportedly flew off a freeway in North San Diego County, causing a chain reaction collision.A 20-year-old woman driving a Buick reportedly careened off westbound SR-78 near El Camino Real, through the fence separating the freeway from the Vista Way, and collided head-on with a Ford Thunderbird being driven by a 47-year-old woman traveling eastbound.The collision set off a chain reaction, sideswiping a Nissan van towing a small boat. The boat then came loose from its trailer and flew into the westbound lanes of Vista Way, striking a Toyota Prius, being driven by a 43-year-old man, and a Chrysler 300 being driven by a 95-year-old man.The driver and a male passenger in the Buick both sustained major injuries and were airlifted to Scripps La Jolla hospital. Another male passenger sitting in the back seat of the Buick received minor injuries and was taken to Palomar Medical Center.The driver of the Thunderbird was slightly injured as well, but not taken to a hospital. No other injuries were reported.Police are investigating what led to the Buick driving off the freeway, but said they do not suspect alcohol or drugs to have been a factor. 1216
