Developers say in an effort to be transparent they are holding a community meeting on Wednesday.Two developers experienced in affordable housing are leading the project. They call the 50-unit proposal “Permanent Supporting Housing” meaning services will be available on-site.If the complex houses the chronically homeless, neighbors worry about tenants with substance abuse disorders or serious mental illness.The community meeting will take place Wednesday from 4 to 7 p.m. at the SDG&E Energy Innovation Center on Clairemont Mesa Boulevard. 653

SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) - A Valencia Park dog owner is looking for the person that took his dog from his front yard Tuesday morning. Jayden Ryan’s five-month-old french bulldog, Greyson, was last seen playing in their driveway. His security camera shows Greyson walking over to the fence, but then the camera jumps to footage of a man wearing a hood walking away, and he appeared to be carrying the dog in his arms. Ryan says there were about three to four minutes of missing footage, that might have shown the man’s face, as well as how he ended up with his dog. He says the camera company told him there was an issue on the way the video uploaded. However, a neighbor saw the incident. He told Ryan, as well as 10News, that he saw the hooded man reach over the fence, pet the dog for about a minute, then grab him and walk away. The security footage picked up audio of the neighbor yelling at the hooded stranger and then chasing after him. “(My neighbor) says he tried to run after him, but he is 54 years old. He was no match for him, so he ended up getting away,” Ryan said. Neighbors said they recently saw the man in the neighborhood. Ryan says French bulldogs are expensive so they can be enticing to thieves. He would be surprised if he were casing the neighborhood. Ryan is putting up fliers, hoping someone will have information about Greyson, or the man in the video. “They didn’t just steal my dog, they stole the happiness from me,” Ryan said. San Diego Police say no suspects have been identified at this time and no arrests have been made. 1561

SAN DIEGO (KGTV) - After thousands of Art Institute of California - San Diego students were let down by the institute they trusted, some faculty members are left wondering if they'll receive their final paychecks.Student worker Stefon Harris was waiting for a check on Friday that never came. “Just been checking and checking and checking and it never showed up, it never showed up. I only have in my account," said Harris. The for-profit college abruptly shut down on March 8. The school's operator, the for-profit Argosy University, shut down the campus after court documents alleged it misused millions of dollars in federal funds.“it was shell-shocking, you don’t plan for stuff like that," said Harris. On Monday Harris received a letter from the court-appointed receiver for Dream Center Education Holdings (DCEH), the parent company of the Art Institute. The letter says that given the financial circumstances funds have not been secured and pay is delayed. The letter goes on to say they are doing everything they can to expedite payment for funds owed. 1073
