SAN DIEGO (KGTV) -- San Diego’s Planning Commission met Thursday to discuss potential new rules that would help regulate the short-term rental industry in the city.A plan proposed by City Councilmember Jennifer Campbell was first introduced in July after a compromise was reached among members of the hospitality industry and short-term rental companies. The plan would implement tighter restrictions such as capping the number of short-term rental permits that are granted. There are also plans to require a two-night minimum stay to avoid one-night stays that are often connected to big parties that concerns residents.A representative for Campbell says implementing tighter regulations will help law enforcement address any problems that may arise. The proposed plan creates penalties and fines for those who violate the city’s “good neighbor” policy.More than 500 people signed up to voice their opinion about this proposal during Thursday’s virtual meeting. One caller said, “We depend on this for our livelihood, especially since the pandemic has taken a toll on us already. Without having the ability to host, many of us will be forced to leave our homes.”Another caller added, “This has been an issue for years. It’s now time to act and bring it to a close.”The next step will be to send the proposal to the full City Council for review. 1350

SAN DIEGO (KGTV) -- State health officials are working to catch up on a large backlog of COVID-19 tests.According to Marik Ghaly, California'sCalifornia's Health and Human Services Secretary, a server outage on July 25 led to a delay in lab records coming into the reporting system.Ghaly says they also realized they weren't getting data from one of their largest commercial labs for five days, between July 31 and August 4, because the state neglected to renew a certification."We apologize. You deserve better. The Governor demands better of us,"" Ghaly said during a Friday virtual news conference.Ghaly says there are an estimated 250,000 to 300,000 tests that need to be processed, and that will happen in the next 24 to 48 hours. The system accepts results for other reportable diseases, so the records have to sorted, Ghaly said, though adding that a majority will be COVID-19 test samples."We expect that over the next 24 to 48 hours that the backlog that's between 250 to 300 thousand cases will be resolved giving us a better sense of the number of tests that were delayed," Ghaly said. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."Ghaly points out the state froze the county monitoring list last week, so the problem should have affected any decision-making policies. He also says it doesn't change any state trends with case rates, which he says are still trending downwards slightly. However, it's unclear how the delay in reporting will impact contact tracing. The Governor has ordered an investigation into the error. 1629
SAN DIEGO (KGTV) - Snoopy’s San Diego Comic-Con pop-up store is celebrating the Peanuts gang’s history with NASA and the Apollo 10 mission. In 1969, Apollo 10 used a lunar module to “snoop around” the moon’s surface in advance of the Apollo 11 moon landing. The crew named the module “Snoopy” and the command module “Charlie Brown”. As Gene Cernan, Apollo 10's Lunar Module Pilot once said, "No one remembers Apollo 10—until you tell them our spacecrafts were named Snoopy and Charlie Brown, and they say 'Oh! I remember!' " To honor the 50th anniversary, Oscar-winning director Morgan Neville created “Peanuts in Space: Secrets of Apollo 10”, a mockumentary demonstrating the ties between the beloved cartoons and the space agency. The film, starring Ron Howard as himself and Jeff Goldblum as a self-published NASA historian, is available free in the Apple TV app. Astronaut Snoopy merchandise, including skate decks and finger skateboards are available at the pop-up shop at 226 Fifth Ave. Fans can also buy replicas of a Snoopy “All systems go” pennant. Astronaut Snoopy plushes, pins, and t-shirts are available at the booth inside the convention center. 1167
