SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. Ashley Bailey, a spokeswoman for the mayor, said the city and Jewish Family Service are working to bring more people to the lot."In partnership with Jewish Family Service, teams are continuing to conduct outreach and seek feedback to ensure everyone who wants to use this lot has the opportunity to do so," she said in a statement. SAN DIEGO (KGTV) -- A man was arrested Tuesday night following a chase that injured one woman.According to San Diego Police, officers noticed that the man’s headlights were out and tried to pull him over near Nimitz Boulevard and Rosecrans Street around 8:22 p.m.The man then reportedly took off, striking two cars along the way. The pursuit then led officers onto Interstate 5 where the suspect struck the back of an SUV, injuring a woman inside.Officers were able to take the man into custody after he tried to cross I-5 and run down a steep embankment.The severity of the woman’s injuries are unclear. 612

SAN DIEGO (KGTV) -- A nightmare of an opening week is continuing for an Ocean Beach tattoo shop. First, around 4 a.m. Saturday, surveillance video shows a man igniting an explosive against the window of Blackwater Tattoo Studio. Then, Sunday around 11:30 p.m., another man rides by on a skateboard, throwing a battery like cylinder through the same window. The owner, Mike Kellerman, shared surveillance video with 10News of both incidents. Moments later, the device explodes and blasts a hole in the window. "I expected the first one; the second one kind of pushed the limit," Kellerman said, adding he is not going anywhere. According to AAA, 31 people were injured in DUI-related crashes last year over Labor Day weekend.Statewide, eight people were killed in DUI crashes last year. “While alcohol-related crash fatalities have dropped in the last three years over this holiday, injuries have risen,” said Auto Club Traffic Safety Manager Anita Lorz Villagrana.“We want to remind everyone to make a plan before celebrating – use a rideshare service, stay at a hotel or someone’s home, or designate a sober driver. SAN DIEGO (KGTV) - A new California law aims to help thousands of low-income Californians gain access to fresh and healthy food.Seniors in California who receive Supplemental Security Income (SSI) benefits will also be able to apply for CalFresh food benefits, formerly known as food stamps.SSI recipients are either over age 65, disabled, or blind. Up until recently, they couldn't apply for CalFresh benefits because they receive money for food in their check; however, it's just a month. "One of the challenges seniors face is the high cost of living, we can hardly make it with what we get," said Gwendolyn Joseph, a San Diegan who lives on a fixed income.Joseph just turned 76 and can finally apply for CalFresh benefits, despite receiving SSI benefits. The average CalFresh recipient receives 0 per month to purchase food."We are striving so hard in California to restore these kinds of safety net programs to our most vulnerable Californians, look around this room, these are people who've worked their entire lives, they deserve it, they've earned it, and they need our support now," said Senator Toni Atkins, who represents California Senate District 39.Feeding San Diego, in partnership with Serving Seniors, 211 San Diego, and the County of San Diego Health and Human Services, is working to spread the word and encourage SSI recipients to apply for CalFresh benefits. "The nutritional gap that we're seeing in San Diego in terms of people having calories to eat, but not having healthy and nutritious foods to eat, is a real serious and growing problem, and it impacts seniors disproportionately," said Vince Hall, CEO of Feeding San Diego.
