US District Court Judge Gray Miller ruled late Friday that the Military Selective Service Act's male-only registration is unconstitutional.The challenge was brought by a group known as National Coalition for Men and two men subject to the registration requirements.The Selective Service System had argued that the case was controlled by a 1981 Supreme Court ruling, Rostker v. Goldberg, that said women could be excluded from the draft because they were not "similarly situated" with men for draft purposes. That decision highlighted the fact that women could not serve in combat."In the nearly four decades since Rostker, however, women's opportunities in the military have expanded dramatically. In 2013, the Department of Defense officially lifted the ban on women in combat," Miller, of the Southern District of Texas, wrote."In short," he concluded, "while historical restrictions on women in the military may have justified past discrimination, men and women are now similarly situated for purposes of a draft or registration for a draft. If there ever was a time to discuss the place of women in the Armed Services, that time has based. Defendants have not carried the burden of showing that the male-only registration requirement continues to be substantially related to Congress's objective of raising and supporting armies."Miller did not issue an injunction against the federal policy.A National Commission on Military, National, and Public Service has been studying the issue.All men ages 18-25 are required by law to provide basic personal information to the Selective Service System. 1609

Two officers in Honolulu have been shot and killed Sunday, Hawai'i Gov. David Ige confirmed. The Honolulu Star-Advertiser reports that officers were responding to an assault call near the base of Diamond Head when they encountered a male with a firearm, who then opened fire, striking two officers. The neighborhood where the shooting occurred is at the far end of the Waikiki Beach between the Honolulu Zoo and the famed Diamond Head State Monument. US Border Patrol agents are searching the Rio Grande River for a missing 2-year-old girl.The toddler, a national of Brazil, was crossing into the US from Mexico, according to a statement from US Customs and Border Protection.The agency was alerted to the missing girl late Monday after a woman from Haiti was detained by agents at the Del Rio Border Patrol Station, the statement said. The search went through the day Tuesday with an underwater vehicle, a dive team and boats, CBP said.The search effort comes a little more than a week after a Salvadoran father and daughter drowned in the Rio Grande trying to cross into the US near Brownsville, Texas.The child, Angie Valeria, was a month away from her second birthday.They were hoping for an appointment to receive political asylum in the US, according to Julia Le Duc, who captured a haunting image of their bodies in the river.The photo served as a reminder of the dangers migrants face as they journey to the US, which advocates have warned will only increase as US policies make it harder for asylum seekers to come through ports of entry. 1616

When former Minneapolis police officer Derek Chauvin was arrested on Friday on third-degree murder charges, more details emerged on how George Floyd died while in police custody on Monday. According to a report prepared by prosecutors in Hennepin County, Minnesota, Chauvin knelt on Floyd’s neck for eight minutes, 46 seconds. For the final two minutes and 53 seconds, prosecutors said, Floyd was unresponsive. Police body cams showed that at 8:24:24, Floyd stopped moving. At 8:25:31, video showed that Floyd stopped talking and breathing. It was not until 8:27:24 when video showed that Chauvin removed his knee from Floyd’s neck, prosecutors said. The prosecution’s report said that “police are trained that this type of restraint with a subject in a prone position is inherently dangerous.”After Chauvin lifted his knee, Floyd was placed on a gurney and taken to the hospital, where he pronounced dead. The county medical examiner reported to prosecutors that several factors likely contributed to Floyd’s death. “The autopsy revealed no physical findings that support a diagnosis of traumatic asphyxia or strangulation,” the report read. "Mr. Floyd had underlying health conditions including coronary artery disease and hypertensive heart disease.
