CHULA VISTA, Calif. (KGTV) — The Port of San Diego and Regional Airport Authority have reached an agreement over a fee that threatened to delay the revitalization of Chula Vista's waterfront.The Airport Authority agreed to withdraw from a lawsuit challenging a .50 rental car fee added to car rentals at the San Diego International Airport to fund a parking garage for the Chula Vista Bayfront project.Under the settlement, the Port also agreed to a number of provisions, "that protect a number of Airport Authority interests."RELATED: Dispute over airport fee could delay Chula Vista Bayfront project“We have reached a resolution that addresses the funding mechanism for a parking facility that will serve the public for many years to come. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. CHULA VISTA, Calif., (KGTV)- It has been one week since the brutal attack and rape of a young woman at Otay Park. But Chula Vista Police say their investigation is far from over. Now nearby schools are reminding parents to stay vigilant. Chula Vista Police said last Monday, a woman in her 20’s was exercising on the stairs at Otay Park. But on her way down, someone pushed her from behind, knocking her unconscious.The perpetrator then raped her, stole her things, and ran.When she woke up, she managed to flag someone down at the park, who then called 9-1-1.It has been seven days into the investigation. But the Chula Vista police department says the perpetrator is still at large. Detectives are now reviewing and enhancing several pieces of video evidence.They are also waiting to get the results of the victim’s rape kit. Last week, Otay Elementary School Pirincipal, Monica Castillo sent a letter to parents addressing the recent crime that happened next to school property. 1009

CINCINNATI -- Police officers trying to arrest a man ended up fatally shooting him and wounding one of their own after the man struggled and drew a realistic pellet gun.Police were serving a robbery warrant for 20-year-old James Clay in an apartment in Cincinnati at about 3:40 p.m. Friday, according to Police Chief Eliot Isaac.The officers knocked, but there was no response. (KGTV) – More than 300 South Bay parents and students attended a school safety forum Monday night.The Sweetwater Union High School District and Chula Vista police held the meeting at Chula Vista High School’s Performing Arts Center.“We certainly had some questions, we pinged our kids on what drills are being done on their campuses,” said Ricky Gallegos, who has two kids that attend high schools in the district.School officials and police assured parents that they practice and prepare for the unthinkable. But police were also candid about their limited resources. They have 10 school resource officers for 61 campuses and more than 51,000 students in Chula Vista.  Police asked parents for their help by reminding them to be involved with their kids and school community and to report whatever doesn't sound right. They also told them about the “P-3 Anonymous Tip App” which was launched within the past year. They said it there have been more than 400 tips made and law enforcement removed 13 guns from San Diego County Schools as a result of the app.“I think it’s petty cool, especially that it’s anonymous because I know some students are worried that they’ll talk to someone else,” Leira Gardea, a sophomore at Chula Vista High School said.Mental health was also a big topic of discussion. The Sweetwater Union High School District says they have 13 therapists and assured parents they do their best to disturbed or troubled youth the help they need.Chula Vista Police is holding another school safety forum next week.
