MACOMB COUNTY, Michigan — Ever since WXYZ television station did a segment about a mother who says she’s an adoption worker, but she isn’t licensed by the state of Michigan, families have been calling, emailing and reaching out on social media to share their heartbreaking stories. Now we've obtained new documents that show the same baby was promised to more than one family; both families paid thousands of dollars for the alleged adoption "services."One of those families is the Markley family. Stacey Markley says she’s having a really tough week: the baby boy that her family was supposed to adopt was allegedly due on Sunday. But now she doesn’t even know if that baby ever existed, and she wants some answers.Tara Lynn Lee promotes herself online as an adoption worker. But the 37-year-old from New Haven, Mich. is not a licensed adoption worker in Michigan and state officials tell us the companies and nonprofits she’s associated with are not licensed either.Lee’s home was raided by the FBI in November.Several sources close to the investigation say Lee is under scrutiny for allegedly promising the same baby to more than one potential adoptive family at a time.“We were so prepared for this baby, everybody was excited for us. And then just to turn around and have nothing, to this day it’s still hard for me,” said Markley from her home in Ohio.Markley says she and her husband hired Lee to help them adopt a baby boy. She says based on the contract they signed, they were paying Lee to care for the birth mother who had “matched” with them. Now Markley isn’t sure if there ever was an actual birth mom or a baby.“It’s heartbreaking because I’m surrounded by all this baby stuff and it doesn’t have an owner,” Markley said.Markley says Lee’s stories about the birth mother never added up.“It was constant, for the two months that we were matched with her, it was – ‘oh, we didn’t meet up, she canceled, I canceled – I had to go deliver a baby.’ So it’s like we never got word of how anything was going,” Markley said.Markley says Lee had them sign a contract, and they handed over ,000 when they “matched” with the birth mother. But when they asked for additional proof of pregnancy, Markley says, they didn’t get it.“I knew in my heart that day that that was going to be the end of it — we weren’t going to be going forward with this, and we weren’t going to be matched anymore. I called my mom crying that day,” she said.She says after a lot of fighting they eventually got about ,000 back. Lee’s paperwork shows she kept 24.75 for expenses.Lee’s contract from July states that “TL Pregnancy Services is a licensed counseling and adoption education center," but state licensing officials confirm Lee is not a licensed counselor.After Markley spoke to WXYZ, we discovered what appears to be a second contract for another couple in a different state. The contracts are dated two weeks apart:  both promising a baby born 12/9/18 from what appears to be the same birth mother named “Tracy.”Meanwhile, Lee’s attorney says she has been cooperating with the FBI probe.“I do know that the government is investigating, and that’s their job, and they could do their due process and do their due diligence, but as it stands today we have heard nothing. To the extent that they’ve asked us for information, she’s been in full compliance,” said Sanford Schulman.Schulman also told WXYZ in an email that, “Always Hope has never claimed to be a licensed agency and this is explicitly noted in every contract. Always Hope provides support for expectant mothers who choose adoption. Every stage was overseen by qualified attorneys who could be consulted throughout the process.”But when WXYZ pointed out that the contract was with TL Pregnancy Services that claimed to be licensed, Schulman seemed unaware of the claims Lee made in her contract. There is no record of a company called TL Pregnancy Services with the state of Michigan.As we reported last week, state records show, prior to 2016, Lee ran something called Always Hope Pregnancy Center LLC. Lee is also connected to the Always Hope Pregnancy and Education Center Inc. in Jacksonville, Florida.Lee is listed as a director on a nonprofit called Always Hope Adoption and Family Services, Inc. in Sterling Heights, Michigan. State officials tell us that organization and Lee are both now under investigation by the Michigan Department of Health and Human Services, and neither is licensed to handle adoptions.The FBI investigation is still underway into Lee. MIAMI, Fla. — Tropical Storm Laura has strengthened near Puerto Rico, the National Hurricane Center said.As of the 5 p.m. update, Laura is about 100 miles west of Ponce, Puerto Rico, according to NHC. The system is packing 50 mph winds and is moving west at 18 mph.Laura is forecast to become a Category 1 hurricane once the storm approaches Cuba. At the time, Forrest was having an affair with Barry.Nude Pics Discovered During Investigation Of Nashville MayorEver since the mayor's admission of a two-year affair with her police bodyguard, she has adamantly defended the overtime paid to Forrest, insisting that every hour billed to taxpayers was legitimate.WTVF asked Barry, "Was he getting paid ... at any point when you all were having your personal time?""No," the mayor insisted.Yet, the rumors persisted, including on a call-in show on WTVF."I know for a fact there were several meetings with her with this guy in the city cemetery just about every morning," one caller suggested.The City Cemetery is the oldest public cemetery in Nashville.And other sources told similar stories about the white SUV used by Forrest to drive the mayor being spotted there in the early morning hours.Special Section:City Hall ScandalWhen WTVF pulled security video from neighboring businesses, the station spotted the vehicle -- at 7:29 a.m. on a day in October.The Tuesday before Thanksgiving, it arrived at 7:22 a.m.And the Monday after the long holiday weekend, they were back at 7:21 a.m.There was also a Monday in December at 7:16 a.m.A week later, they arrived at 7:36 a.m.As recently as January 8th, the SUV pulled up at 7:34 a.m.In the security video, you can clearly see the mayor's SUV coming down the main drive.But, instead of stopping at the parking lot at the main building, they turn right. Then, the mayor and her police bodyguard head off to the back side of the cemetery alone.And the security video shows the pair left on one occasion after just 12 minutes.In other cases, it's as long as 24 minutes.So what were they doing there?The mayor's spokesperson, Sean Braisted, said Barry "finds it to be a peaceful place to start her day."He added, "Sometimes she would go for a walk, other times she would sit in the car and either reflect, make calls, catch up on emails, or report issues with vandalism in the cemetery."Braisted provided a photo of a tomb that had been partially disturbed that, he said, Barry had provided to city officials.Metro Council member Steve Glover said his only concern for the taxpayers."What is relevant is if the taxpayers are paying for an officer who should not be drawing overtime for frivolous things, and I'm going to call them frivolous," Glover said. In every case documented by WTVF, payroll records show Forrest was on the clock.And in all but one case, he ended up charging taxpayers later that day for overtime -- sometimes late into the night.Glover questioned why Forrest couldn't have split the work with other officers assigned to the mayor's security detail -- so that no one had to work overtime."That makes no sense to me," Glover said. "That says to me the taxpayers are getting cheated if overtime is being accrued here in Nashville when there is more than one officer that's available for that security detail."As for the trips to the cemetery, the mayor's spokesperson says Barry views it as a "sacred place" where Barry intends to be buried.And when it came to the visits there with the officer with whom she was having an affair, the spokesperson insists: "nothing inappropriate ever occurred while there."The mayor's spokesperson also defended the frequent visits to the cemetery with Sergeant Forrest by invoking the memory of Barry's late son, Max -- even offering us a fresh photo of mother and son.He said the mayor plans to bury Max's ashes at her side when the time comes.Still, it's important to note that her son is not currently interred at City Cemetery. 3938

MENTOR, Ohio — Some northeast Ohio salon owners are concerned House Bill 189, which proposes cuts in mandatory cosmetology training, could create a potential public safety issue.The measure sponsored by State Representatives Kristina Roegner (R-Hudson) and Alicia Reece (D-Cincinnati) calls for a reduction in training for cosmetology licensing from 1500 hours to 1000 hours.Bill proponents believe the measure will improve Ohio’s cosmetology laws by allowing more cosmetology graduates to enter the workforce earlier and with less debt, thus increasing entrepreneurship and bolstering the workforce for Ohio’s salons.But some local salon owners, like Jennifer Pealer with Jenniffer and Company Salon in Mentor, believe a reduction in required training can set-up future cosmetologists for potential salon mistakes. Pealer believes 1500 hours of training is needed to insure cosmetologists are prepared to use potentially hazardous chemicals and equipment on a daily basis."The biggest thing is public safety," said Pealer. "Hair damage can occur very easily without proper training. What happens is there is damage to the follicle, the hair breaks off, and if it's not reproduced, there could be balding."Salon owner Nancy Brown owns the Brown Aveda and Casal Aveda Institutes for cosmetology training in Northeast Ohio and believes HB-189, and its companion Senate bill, SB-129, are being considered for the benefit of chain salons, which provide quick hair cuts and not more technical services.Brown believes the measures sets cosmetologists up to be under-trained, and could also cut training for nail technicians to just 100 hours."The equipment we use requires training, the shears we use are sharp enough to perform surgery," said Brown. "Our curling irons at the professional level are 450 degrees.
