Donovan Correction Facility are rows of chain-linked fence topped with razor wire.Guard towers surround the complex southeast of San Diego; signs display a warning of no trespassing.The elaborate security set-up is designed to keep inmates in, but those serving time have discovered they don't need to be beyond the walls to inflict havoc on the world outside.Inmates are using cell phones and social media accounts to try and pimp women on the outside."They will work these girls and women outside of prison," said San Diego County Deputy District Attorney Carolyn Matzger. For the past six years, she's been in the sex crimes and human trafficking division.Pimping from prison is a phrase Matzger's become all too familiar with.Team 10 investigator Adam Racusin asked Matzger if pimping from prison is a growing trend."It's something that we definitely realized is happening," she said.Matzger authored an article in "Law Enforcement Quarterly" profiling the first prison trafficking case the San Diego Human Trafficking Taskforce handled.According to the article, a detective in Arizona saw a social media profile with pictures of a man in prison clothes. "The detective, using an undercover social media account of a fake 18-year-old woman, sent a message to the inmate Wendell Bullock." "So he was serving a rape sentence and trying to work women while he was in prison," Matzger said.Court paperwork obtained by 10News shows Bullock identified himself as a pimp during the communication with the detectives. He asked if they had escorted before and told them they could make money together. Bullock made statements that the female's job was to make money and Bullock would be responsible for posting the ads and for keeping her safe.According to the documents, Bullock would tell the girls what to say on the phone and what to look out for. Bullock told one of the females that she would not be having sex for less than 0."It's the promises they make of, 'Hey this is a quick buck. You could make good money doing this. I believe in you,'" Matzger said. "They often say to these women, 'I believe in you.'"This scheme ended with Bullock pleading guilty. He got an additional 10 years behind bars for pandering.In his plea agreement, Bullock wrote that he unlawfully encouraged the undercover detective to become a prostitute by using promises or device or scheme."If you have a human being and you are able to sell that person over and over and over again, that's very very lucrative," Matzger said.A state corrections official told 10News "contraband cell phone usage is a problem that CDCR takes very seriously.""Cellphone use by inmates can pose a security risk. Modern cell phones can record video and audio, and connect to the Internet. Additionally, contraband cellphones in state prisons can be used to facilitate or commit crimes, including illicit gang activity," said Vicky Waters, CDCR Press Secratary."The department has implemented many strategies to curb introduction and use of contraband cellphones, including the Managed Access System (MAS) or jamming/interruption technology, K-9s trained to detect cellphones, the use of parcel scanners, low-dose full-body scanners, metal detectors, etc., which provide a good foundation for preventing contraband from entering the institutions. Also, under CDCR regulations, inmates are prohibited from internet access. Thus, this implicitly bars inmates from access to social media since internet access is required in order to access such social media. SAN DIEGO (KGTV) -- In anticipation of its members returning, 24 Hour Fitness locations around San Diego County have made several changes that will allow them to follow county health guidelines and keep their doors open.Under the state’s tiered system for businesses, 24 Hour Fitness is among those able to resume indoor operations, but with specific modifications in place.The fitness centers are now requiring reservations for 90-minute workout sessions, and each location can only operate at 10 percent capacity, so they have to keep a close eye on how many people are inside of the building.While reservations will not be required for clubs in San Diego County, each club in the county will be capped at a 10 percent capacity.Jeremy Franke, Regional Vice President of 24 Hour Fitness, said, “We have a check-in system where we can check at any time and know how many people are in the club. And when we reach capacity, our system flags and says we’re at capacity. And we’ll have the next person wait. Like retail stores, we let one in and one out if we get full.”Once inside the gym, social distancing is a must. There are signs and markers that remind members about staying six feet apart.24 Hour Fitness has also stepped up with cleaning and disinfecting, shutting everything down for 30-minute periods throughout the day to do so.Some things will remain closed, such as spas, saunas, pools, and basketball courts. Step-dad Tieray Jones claimed the boy vanished while playing with other kids at a park in Golden Hill, while Jones was buying a drink at a vending machine.Police thought otherwise, suspicious that Jones had severely punished the boy for bed-wetting and he died. SAN DIEGO (KGTV) - Lupus patients were shocked and scared when they found out they couldn't get a refill of their life-altering prescription, due to COVID-19.Grandmother Michele Fumar said her daughter has had lupus, an autoimmune disease, since she was 11. She's 27 now, married with two young kids.Her daughter got an email from Kaiser Permanente reading in part, "in order to keep an essential supply of hydroxychloroquine (Plaquenil) for critically ill COVID-19 patients, we have placed a temporary freeze on refills."She was just shocked, we were all shocked," Fumar said about reading that email. "This drug is very important to maintain her health so yes it is just very frustrating."The kind of lupus her daughter has attacks her kidneys. Even while taking her prescription she's had complications. Fumar said her daughter became ill at the mall several years back, suddenly weak with a headache. That trip to the emergency room turned into a week long hospital stay.Fumar said her daughter has been trying to wean off of the medication with no luck thus far. "She only has 16 days left of her prescription." Now they're both scared. Her daughter was told to space out the medication, but they don't know how that will affect her health.Janae Lessnau was just diagnosed with lupus in January. On average it takes six years to get diagnosed with lupus, meeting several criteria from several specialists, the Lupus Foundation says.Lessnau said the drug has already had a huge impact on her life, "it helps with fatigue, it helps with the joint pain. It's not really affecting my kidneys or any vital organs right now but not being on it, it could increase the spread, you know increase the process."Lessnau said she felt lucky to pick up her monthly prescription Tuesday at CVS. She heard at the pharmacy she won't be able to get a refill in the future.In contrast, CVS put out a statement reading in part, "With client consent, CVS Caremark is setting appropriate limits on the quantity of each of these medicines for potential use in treating COVID-19. Members who already take these medicines for approved uses will be able to bypass the new quantity limits.""We all feel bad for the patients who may be suffering from COVID-19 but it's not a proven solution," Fumar said. Lessnau agreed adding, "when did we get to the point where we pick and choose lives?"The Lupus Foundation is contacting politicians in Sacramento for help, hoping to find a solution."Right now, today we can't say yes there is a shortage, I don't believe that's true.
