SAN DIEGO (KGTV) - UC San Diego began welcoming some students back to campus housing, with a host of COVID-19 safety precautions. As with all things during this pandemic, move-in weekend at UCSD didn’t look quite the same."Kinda nervous, but excited," said freshman Alexis Estrada.Along with the normal nervous excitement, there was the new normal. Each student given a mask and hand sanitizer, along with a coronavirus test - results within 48 hours. The move-in for some 7,500 students - staggered throughout a 10-day span.Residential adviser Summer Thai says the actual moving in is taking longer."Definitely different. More difficult to get more stuff into the room ... in elevators, we practice social distancing. One family unit at a time," said Thai. While a vast majority of classes will be remote learning, any student going to a UCSD location will have to a complete a daily health self-screening. Students living and going to class on campus will be tested twice a month.Freshman Nicole Rodriguez says while the pandemic life is challenging."I can’t really hang out with suitemates. It's kind of isolating ... But these precautions are the right thing to do," said Rodriguez.UCSD officials are hoping to avoid the outbreak situation unfolding at San Diego State University, with more than 700 positive cases. UCSD is going high tech to ease those worries. Ongoing wastewater testing is serving as a warning system. Also, a voluntary pilot program will utilize smartphone technology to notify students if they may have been exposed.Classes begin September 28. Nearly 90% of classes will be online. 1612

SAN DIEGO (KGTV) — Whether or not the Padres head to the World Series, Petco Park may still see playoff baseball this season.Under a plan by the MLB, a neutral-site playoff format with teams living in a "bubble" may be finalized next week, though it is awaiting approval by the Players Association, according to ESPN.The plan states that playoffs would start with the top four seeds in the AL and NL hosting all the games in a best-of-three wild-card series: the AL games between Sept. 29 and Oct. 1 and the NL games between Sept. 30 and Oct. 2.The highest AL seed would be the home team for the division series at Petco Park in San Diego, while the other series heads to Dodger Stadium in Los Angeles. The AL championship series would then be played at Petco Park.On the NL side, the top seed into the division series would play at Globe Life Field in Arlington, Texas, and the next-highest seed would play at Minute Maid Park in Houston. The NL championship series would be hosted in Arlington. The MLB's reported plan would begin the World Series on Oct. 20 at Arlington and end no later than Oct. 28.ESPN reports that the Players Association is considering concerns from players who have lived outside of the bubble format, similar to how the NBA has operated this season, with the ability to be around family and friends. Inside the proposed playoff plan, teams would operate in a bubble to prevent exposure between players, staff, and others. 1455

SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside.Police say Rodney Cole left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon on the 200 block of Euclid Avenue. After he went into a business, a witness reported seeing a woman, later identified as Leslie Saenz, get into the car and drive away with the children inside.Monday night Cole explained the terrifying ordeal to 10News.His 8-year-old daughter, Malaiha, told police she was able to call the police and tell dispatchers that she and her brother Jackson had been kidnapped. "They said, '911 whats your emergency?' and I said, 'me and my little brother got kidnapped,'" Malaiha said. "and (police) said, 'where are you and what can you see?' and I said, 'signs for the Mexico border.'""(The woman) tried to take the phone away from me but I moved away from her, and she said, 'give it to me, or I’m going to drive in circles and take this car and crash into the freeway wall.'"That's when she gave the phone to the woman, but the police acted quickly.  Roughly 30 minutes later after the car was stolen, Border Patrol detained the woman as she was trying to cross the border into Mexico.  Police have since taken Saenz into custody.Cole told 10News he bought the phone for the kids a few months ago, but it's not an activated line. He taught Malaiha how to call 911 on the phone, in case of emergencies. "I'm very proud of her," he said. 1616
