SAN DIEGO (KGTV) -- The search is on for three teenagers that held a man at gunpoint then stole his car in Paradise Hills.According to San Diego police, the incident happened around 12:30 a.m. Wednesday at the victim's apartment complex on Doriana Street.Police believe the carjacking happened just minutes after the same teenagers attempted, but failed, to carjack another man near the intersection of Alta View and Potomac, a few blocks away.The victim suffered a minor injuries to the head and is expected to be OK.Police say the three teens are believed to be between the ages of 16-18. They sped off in the victim's gray Honda and are still on the loose.Detailed descriptions of the teens and a license plate number for the stolen car were not immediately released. 778

The first three games he sat on the bench and then in a game against the San Diego Chargers, he took his first knee during the National Anthem. On Wednesday, Kaepernick recognized the three year anniversary by taking to his Twitter account saying, “Today marks the three year anniversary of the first time I protested systemic oppression. I continue to work and stand with the people in our fight for liberation.” In October 2017, Kaepernick filed a Collusion Grievance against the NFL and team owners In February 2018, they settled the case. SAN DIEGO (KGTV) -- Thousa---nds of businesses across California have permanently closed their doors due to the COVID-19 pandemic.According to Yelp's local economic report, restaurants and retail continue to struggle, and total closures nationwide have started to increase.The September report noted more than 19,000 businesses in California have permanently closed."The states with the most closures are home to the hardest-hit metros: Las Vegas in Nevada, Honolulu in Hawaii, and several of the largest California urban areas all are among the metro areas with the highest total closure and permanent closure rates (San Diego, San Francisco, San Jose, Los Angeles and others), with roughly 20 businesses per thousand temporarily or permanently closing their doors since March 1," the report stated.The report said professional services and solo proprietors generally have been able to weather the storm and maintain a relatively low fraction of closures since March 1."Small business, the one thing you know for sure is you're going to have to adapt and figure out real quick what you have to do no matter what comes your way," said AJ Williams, of Hammonds Gourmet Ice Cream.Williams said he remembers the exact moment he learned about the initial stay at home order."I saw the news flash come across and immediately told my entire staff, hey, in the middle of a shift, shut the doors and close things down," he said.Williams said he kept Hammonds Gourmet Ice Cream closed for the first few weeks of the stay at home order. As an essential business, he was able to slowly reopen with new restrictions and safety measures in place.Through a steady stream of customers and some cost-cutting measures, Williams has been able to keep the lights on."If you compare it to when COVID-19 started, we're doing great," he said. "If you compare it to where we were last year, not so great."Williams considers himself lucky. "That's about 97 businesses."Wells explained that COVID is having an impact on the border businesses, but in that region, it’s the border restrictions put in place because of COVID that's keeping tens of thousands of shoppers from doing business.In March, the United States restricted all non-essential travel across its borders. According to the Department of Homeland Security (DHS), "non-essential" travel includes travel that is considered tourism or recreational in nature.On Twitter, acting DHS Secretary Chad Wolf released a statement saying, "We continue to work with our Canadian and Mexican partners to slow the spread of COVID-19. SAN DIEGO (KGTV) - Thirteen people overcoming a unique set of obstacles plan to conquer a 13.1-mile marathon this weekend.They're called the Lucky 13."It takes a lot of courage, and you've got to be really brave, even just to apply," said Paul Carey, the Lucky 13 Coordinator, and Head Coach.The Tri-City Medical Center program assists those who have had or are currently overcoming health obstacles to achieve their fitness goals. For six months, they're professionally trained and receive wellness support ahead of the Tri-City Medical Center Carlsbad Half-Marathon."Everything good I have in my life can be traced back to Lucky 13 and being part of that," said Carey, who was a participant years ago.For 30 years Carey felt trapped in his bipolar diagnosis.During that time, he was on heavy medications, had several psychiatric hospital stays, and underwent 50 sessions of electroconvulsive therapy.Then he found the Lucky 13 program."It's an endless foundation of support that's just something really remarkable," said Carey. SAN DIEGO (KGTV) - The San Diego County District Attorney’s office on Friday released body camera, surveillance, and cell phone video connected with two officer-involved shootings and three in-custody death incidents. The video is being released now as part of the DA's review of the incident.In each of the encounters, DA’s office investigators cleared the law enforcement parties of criminal wrongdoing. Lemon Grove One of the officer-involved shootings occurred at Del Taco at 7060 Broadway in Lemon Grove on Jan. 5. A witness said Adolfo Gonzalez pointed a gun at customers inside. When deputies arrived, they told Gonzalez to put his hands up but he immediately pulled a handgun from under the table and pointed it at deputies, the district attorney’s office said. All three deputies on the scene opened fire, killing Gonzalez. Investigators later determined that Gonzalez suffered from mental illness and had recently purchased a handgun. The day of the shooting, Gonzalez told a family member he wanted to get in a shoot-out with police, according to investigators. Gonzalez had a blood alcohol level of .25 at the time of his death. City Heights San Diego Police received calls in February about a partially nude man walking in traffic and falling down, possibly being struck by a vehicle. Officers arrived to find Lawayne Horne, 44, disoriented. A friend said Horne was under the influence of PCP. During their assessment, Horne fell on the pavement and struck his head, then began rolling around and screaming, investigators said. Horne began biting the flesh from his hands and fingers, according to the report. Officers placed Horne in handcuffs which were replaced by soft restraints when paramedics arrived. Horne went into cardiac arrest in the ambulance and died at the hospital a week later. The Medical Examiner determined Horne died of meth and PCP intoxication with hypertensive cardiovascular disease as a contributing factor. Little Italy The struggle between a man who ran naked through Little Italy in Oct. 2018 and San Diego Police was also reviewed. Witnesses reported seeing 39-year-old Vito Vitale running naked in the street. Police said Vitale was sweating profusely, very animated, and disoriented. An officer handcuffed him, at which point Vitale began struggling and the two fell to the sidewalk. Witnesses attempted to hold Vitale’s legs in place as two additional officers arrived. Vitale “exhibited significant strength, pushing one officer up with his legs,” investigators said. Vitale’s pulse weakened and his breathing became shallow as paramedics arrived. Vitale died later that night at UCSD Medical Center. Toxicology tests showed Vitale had cocaine and cannabinoids in his blood. The Medical Examiner determined his causes of death were the effects of cocaine and physiologic stress of restraint was a contributing factor. Del Mar Also reviewed by district attorney’s office investigators was the shooting of a man who fired into the air during the Ice Cube concert at the Del Mar Fairgrounds on Sept. 2, 2018. Prosecutors said Daniel Elizarraras was upset he could not get tickets to the sold-out concert and fired two rounds into the air near a ticket booth. The deputy deployed his Taser on Elizarraras with little effect, investigators said. After Elizarraras refused to drop his gun, a deputy saw him lower his weapon, at which point the deputy shot Elizarraras in the torso and shoulder, the district attorney’s office said. Elizarraras survived the shooting and later pleaded guilty, receiving a three-year prison term. Fallbrook Investigators examined evidence in the case of Marco Napoles-Rosales, 29, after he trespassed on the property of a Fallbrook Circle K in August 2018. A deputy who tried to remove Napoles-Rosales said he became combative, biting down on the deputy’s thumb and not letting go. A deputy used a Taser on Napoles-Rosales without effect. He was placed in a safety restraint known as a wrap. Paramedics arrived and said Napoles-Rosales was showing signs of excited delirium and extreme strength, investigators said. Napoles-Rosales became unresponsive in the ambulance and died the next day at the hospital. An autopsy showed he died due to sudden cardiopulmonary arrest associated with meth intoxication and physical exertion during restraint. 4325
