SAN DIEGO (KGTV) — A Carlsbad company is feeling the impact of the Coronavirus epidemic in China.JLab is a headphone and ear bud company. They design their products in Carlsbad, but production happens overseas, mainly in China.The country shut down for Chinese New Year and with the outbreak of Coronavirus, everyone stayed in quarantine."We were at about 10 percent capacity 10 days ago, we're up to 20 percent capacity today and we expect to be up to 50 percent capacity by mid-March," CEO of JLab Win Cramer said factories were shut down for about two months.That translated to delayed deliveries, "some products were delayed by two to three months, some products were delayed by 15-20 days," Cramer said.Cramer said Spring is a critical season for production, "this is when retailers turn over the wares that they sell in favor of the new fashion, the new technology."Adding to the stress, the company has been hit for the past year and a half with tariffs from Chinese goods."We paid -M in tariff fees to the government this year," Cramer said.That led to cuts across the company, chopping everything they could without sacrificing their team or raising the price of their products.Cramer said they even looked at little things around the office, "we had to renegotiate with our coffee supplier, say, 'hey, can you help us through tariffs? Can you bring your costs down so we can still use your service?' And they agreed."Cramer said they've left six positions unfilled and haven't been able to update office technology.While JLab continues weathering the storm, they're bracing for another hit, "so these things are coming together, supply is getting better but demand appears to be softening a bit because of fear."Fear playing out on Wall Street, as the DOW Jones Industrial drops, and keeping consumers from spending.Cramer said he is hopeful for a rebound, "we believe there is a light at the end of the tunnel, we just don't know how long that tunnel is." 1978

SAN DIEGO (KGTV) - The ancient Greek philosopher Heraclitus is said to have coined the phrase, “The only constant in life is change.” Like it or not, change happens to all of us. We either learn to embrace it or fall victim to it. A San Diego pastor was on the verge of becoming one of those victims and almost lost his church. Instead, he found a unique way to embrace the oncoming change and gave his ministry new life. “When I got here, we probably had 150 members with an average attendance of 175, and every year it was smaller and smaller,” says Pastor Bill Jenkins. Jenkins arrived at United Methodist Church in the heart of San Diego in 1999. The church was already weak and failing. Like many inner-city pastors, Jenkins was facing the inevitable, a dwindling congregation slowly dying off and the prospect of the church closing its doors. But in 2005, Pastor Jenkins had a life-changing idea.“I challenged the church to become a ministry center,” adds Jenkins. “And they said, ‘What is a ministry center,’ and I said, ‘I don’t know.’”What Jenkins and his small congregation would come to learn was rather than attending a one-day a week church on Sunday, the building would serve all those in need seven days a week. It now welcomes refugees, immigrants, and asylum seekers. It serves as a food pantry for the hungry, a clothing donation center, and twice a week it’s a free clinic with medical students from U.C.S.D and Cal State San Marcos. No insurance, no problem, no questions asked. “So, when people now ask me, ‘What is a Ministry Center?’ It’s easy for me to say we are the 7-day-a-week church,” says Jenkins. Pastor Jenkins gave his last sermon in the church in 2011, but the chapel is still home to 12 different congregations sharing the word of God. “Today, we have somewhere between 1200 and 2000 people who come through our doors,” says Jenkins proudly. “So, we flipped the church. We flipped it from being a dead and dying church to becoming an integral part of the community.” The church wasn’t alone in its transformation; Pastor Jenkins and his family went through one as well. To date, over 7500 asylum seekers have come through the doors of the Christ Ministry Center. Two of them are 5-year-old Harry and his mother. “You would have a hard time convincing me that he is not an angel in disguise,” Jenkins says with Harry on his lap. Pastor Jenkins and his wife were so taken with this little boy they decided to adopt him. Now along with Harry’s mother, they co-parent. Pastor Jenkins may have retired from preaching, and his church may have closed its doors, but embracing change and having a love for all people will always be his legacy in the eyes of his God. “He said, ‘If you welcome the strangers, I will welcome you into heaven,’” says Jenkins. SAN DIEGO (KGTV) - A billion trolley extension in San Diego just hit a roadblock that could delay the project and drive the price tag even higher.Team 10 discovered the building permit for the Nobel Drive – La Jolla Village Square parking structure was not approved. The project development is being led by the San Diego Association of Governments (SANDAG).According to a letter sent from the City of San Diego to SANDAG, "The City determined in October 2019 that a building permit cannot be issued because the plans do not comply with the California Building and Mechanical Codes."The letter stated that the design of the parking structure includes a natural ventilation system, and the Building and Mechanical Codes require a distance separation of 10 feet where no other structures can be built that would block that ventilation. It goes on to state that the Building Code requires a minimum fire separation distance to an assumed property line between buildings or a property line.According to the letter, "The City understands it is SANDAG's position that the language in the easement being acquired for the parking structure prohibiting the property owner from causing a hazardous condition to the structure or the easement is sufficient to provide the necessary fire separation. However, the City disagrees that this language expressly prohibits the property owner from building on its property within the ten-foot separation required for the parking structure to comply with the Building Code. The parking structure easement only covers the footprint of the structure, and no other building restricted easement was obtained over the ten-foot separation area. The easement language specifically states that SANDAG has the responsibility for ensuring that the structure meets applicable building codes and safety standards."In a statement to 10News, the City of San Diego Chief Building Official wrote, "The City of San Diego has continuously worked with SANDAG and provided it with several options to incorporate the required fire-separation distance into its proposed Nobel Drive Parking Garage project and achieve compliance with the Building Code. Once the project design meets the building code requirements, a building permit will be issued."On Wednesday, SANDAG's Chief of Capital Programs Jim Linthicum told 10News the disagreement has nothing to do with the ultimate engineering of the project."It has nothing to do with any of the technical, the engineering, the mechanical work inside this parking structure they've all approved that," Linthicum said. "It has to do with a long issue of a setback, and so what we've requested is let us keep on talking and figure this out, but concurrently, let's keep the construction going so that Mid-Coast [Trolley] stays on schedule and on budget."Linthicum said the City requested a setback from the parking structure. He said the two agencies disagree on what exactly the code says."While we're working through this disagreement, we've asked for kind of a conditional or temporary permit to let work continue."Here's why the parking structure is so important. Beyond the parking spots, it will house some of the signaling and communication hardware that's needed to operate the trolley.Team 10 investigator Adam Racusin asked Linthicum if this could de-rail the project."Absolutely not," Linthicum said. "What this could do is this could delay the opening, and whenever you delay the opening, whenever you delay any mega project like this, it increases cost, and I think most people would understand that. We don't want to delay the opening, and we don't want to have increased cost. We have been working great with all the partners on this project. You know, with the City of San Diego, UCSD, and Caltrans, we've been working great. This, in my view, is just a small hiccup where they don't feel comfortable issuing a temporary or conditional permit."Linthicum said while they continue talking to the City of San Diego, they want the work to keep progressing."SANDAG has the authority under our MOU, our memorandum of understand with the city, to take this on ourselves," Linthicum said. "So we're going to be going to our board of directors later this month asking for that permission to do so."Linthicum said he's confident the parking structure will be open on time in October, keeping the project on budget and on track.A spokesperson for SANDAG also sent 10News a statement that says in part, "Throughout the Mid-Coast Trolley project, SANDAG has worked diligently to ensure that all design and construction work complies with California Building Codes and other applicable regulations. SANDAG continues to work through the technical issues raised by City of San Diego with regard to the Nobel Drive Trolley Station parking structure and is optimistic that the requisite building permit will be issued to allow the timely completion of the structure. The Mid-Coast Trolley project will add 11 miles to the UC San Diego Blue Line Trolley, extending service from the Santa Fe Depot in Downtown San Diego north along the I-5 corridor to the University community. The project is over seventy percent complete and remains on schedule." 5204

SAN DIEGO (KGTV) - A Clairemont woman received a big shock when she looked at her doorbell camera video and found out who vandalized her truck.Every time Kris Larrabee looks at the scratch across the hood of her truck, she gets more upset."Deeply angry and deeply hurt," said Larrabee. The damage appeared Thursday morning after her husband parked the truck in the driveway the night before, blocking part of the sidewalk. "He came back from a long road trip, exhausted. He parked it there so he could unload it the next day," said Larrabee.Just before 6 a.m. on Caywood Street, their Ring video shows an older woman walking a dog, before she pauses to look at the truck. Immediately, she walks across the driveway and runs her hand along the hood, leaving behind a new scratch. Larrabee says repairs will total several thousand dollars."I couldn't believe it. I was shocked," said Larrabee.The identity of the culprit made her heart sink."She's a mature woman. At her age, she should have known better," said Larrabee.Larrabe was even more taken aback, because her other car has been keyed eight times in the driveway in the past year. She had suspected teenagers. In all, neighbors have reported dozens of similar incidents in the past year. A block away, the owner of a van and another vehicle tells 10News he has also been keyed eight times. In all those incidents, the sidewalk was partially blocked. The neighborhood is an older one with shorter driveways. "This is not the solution. She could have left a note. She could have come to us. There's no justification for the anger taken out on a neighborhood," said Larrabee.A detective has been assigned to the case and sources tell 10News police do know who the woman is. 1739
