SAN DIEGO (KGTV) — The celebration of something near and dear to many San Diegans' hearts kicks off this week.American Craft Beer Week runs from May 13 - 19, inviting communities of craft brewers across the U.S. to celebrate the craft culture. The week began in 2006, when the Brewers Association wanted to make American Beer Month (traditionally in July) a week-long effort before summer beer season.In San Diego, there's no shortage of enthusiasm for the craft beer industry. SAN DIEGO (KGTV) — The California Department of Corrections and Rehabilitation said up to 8,000 inmates statewide could be released early in order to stop the spread of coronavirus within prisons, and the San Diego District Attorney Summer Stephan is now working to alert victims and families as people are released.“Those are people that cause a public safety risk and a real concern for us,” said Stephan.One known inmate being released in the next week is David Herbert, an Oceanside man who was convicted of torturing and killing dogs. He was sentenced to nine years in 2019 but has served a fraction of that. Now, Michelle Plaketta, whose dog was killed by Herbert, is worried about the safety of her family.RELATED: Oceanside man who tortured neighbors' dogs may be released early due to COVID-19“The system is basically failing us as victims to allow him to be released on such a short time,” Plaketta said.Stephan said at the end of July, about 300 inmates from San Diego County who had committed lower-level crimes were released early and returned back to society. In that group was Martin Alvarez, the man suspected of stabbing another man to death in a Pacific Beach bathroom in August. Now, the DA’s office will get five days notice before inmates are released, giving them time to reach out to victims and survivors with an emergency team that was created for this purpose.“What do you need from us? Do you need us to help you with a restraining order? SAN DIEGO (KGTV) - The Medical Board of California (MBC) has filed an order to revoke the license of Dr. Jeffrey Lovin, a San Diego County radiologist who’s facing charges related to prowling and peeking.ABC 10News first reported on Dr. Lovin last year after his ex-girlfriend shared home security video of a man lurking in her North County backyard while she and her fiancé were inside. She said the man in the video is Dr. Lovin.He’s been charged with multiple counts related to prowling and peeking and violating a protective order. He’s pleaded not guilty and will stand trial next March.Dr. Lovin was already on probation with the MBC for other criminal activity.The Board has now issued an order to revoke his license on Dec. 18 for mental or physical impairment and unprofessional conduct by failing to comply with the terms of his probation.“We never know if we're safe,” his ex-girlfriend told ABC 10News on Tuesday. We’re not using her name or showing her face. She said that she and her fiancé Frank Zeigler still live in fear. “I hear any noise at night and I'm out front seeing what's going on at my home,” he said and added, “We lock all our doors and keep all our blinds closed around the clock.”“We want him to lose his license so he doesn’t do this to anybody else and we feel like this is the first step toward a little justice,” Zeigler later added.On Tuesday, ABC 10News spoke to someone at the law office that has represented Dr. Lovin. SAN DIEGO (KGTV) - Students in the San Diego Unified School District have a handful of programs designed to keep them active and help ward off childhood obesity.In 2016, the district began it's Healthy Initiative. So far, they've created wellness committees in every school. They also put their IMPACT Program into 20% of the campuses, with plans to expand in the next few years."IMPACT stands for Increased Movement in Physical Activity during Class Time," explains SDUSD's Kate McDevitt. It gets the students 30 extra minutes each week outside, learning easy-to-replicate activities that they can take home."They still have time with their PE teacher, but now classroom teachers can engage their students in station based physical activity," says McDevitt. She says it helps with their focus throughout the day."You can see them light up and really engage in the classroom activities and the earning they’re doing when they have time to move," she says.In addition to the IMPACT program, many schools have local gardens where kids learn about fresh fruits and vegetables. Cafeterias have replaced traditional, high calorie options with foods that are healthier. And some schools have changed the way they do celebrations."We have healthy celebrations," says Ocean Beach Elementary Principal Marco Drapeau. "We still celebrate birthdays and holidays. We still make a big deal out of them. But we don’t hand out the sugary treats."The need for a more health-based approach to school comes at a time when kids' risk of obesity is increasing. According to the CDC, one in five kids in the US is obese. And one in three kids born since 2000 will develop Type 2 Diabetes over the course of their lives.Drapeau says schools are on the front lines in the fight."We’re at a stage right now where we’re competing with this," Drapeau says, holding his hands as if he's holding a phone and watching tv.
