CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

CHARLOTTE COUNTY, Fla. -- A Polk County, Florida man is pleading for a thief to return a sentimental wedding gift that was stolen out of a family member's truck in Port Charlotte.Boomer Bass left for a fishing trip on Little Gasparilla Island last week, and thought it was best to leave his Springfield 1911 Range Officer Gun with a family member, rather than bring it with him.On April 19th, Bass's mother reported that the gun was stolen out of his truck in the Water's Edge neighborhood in Englewood. The gun holds sentimental value to Bass. "I had a gun very similar to this one when I was younger," he said. "I sold it to help a friend of mine out, and I really regretted selling that gun." With this in mind, his wife, Stefanie, made the decision to buy him that same gun on the morning of their wedding. They married in October of last year. "She went and bought that gun for me and gave it to me that night at our wedding reception, actually," Bass said. "I think the gun signified, really, that she understood the generosity I showed when I was younger, and she wanted to show me she would be the kind of wife that would do those things for me."Stealing a gun is a felony in the state of Florida. However, Bass says if the thief wants to return his gun, he would accept it with no questions asked. "Hopefully, you feel like you made a mistake. I will not prosecute, I will not pursue any legal action. All I want is this gun back," he said. Bass said he is willing to pay the retail price for a brand new gun if his is returned safely. CARLSBAD, Calif. (KGTV) - After hundreds of signs and fences along the trails at the Carlsbad Ecological Reserve are ripped from the ground, Fish and Wildlife is now setting up a specialized enforcement team. Secret cameras set up around the 500 acre reserve caught dozens of bikers ripping up signs, cutting fence wire and vandalizing property.Fish and Wildlife representative Peter Tira told 10News this is nothing new."We're not dealing with recreational mountain bikers, we're dealing with folks who disregard the law and believe the law doesn't apply to them," said Tira.Starting Saturday, April 6, Fish and Wildlife enforcement officers will hand out citations to all bikers who are caught riding the trails. Each citation comes with a 0 fine. "We've installed about 500 signs on this property almost all of which have been taken down or vandalized. On each of the signs it says 'No Bicycles'," said Tira.However, many mountain bikers who showed up to the trails Wednesday told 10News this is a popular spot for many in the Carlsbad area. Ivan Sekanovich comes to ride these trails at least once a week and is disappointed that Fish and Wildlife are letting the actions of a small group of bikers ruin it for the rest of them."For the most part, people know where they're supposed to hike and the bikers know where to bike," Sekanovich said. 1358

He teaches photojournalism at the University of Wisconsin-Milwaukee.“The history of photography is the history of social change that was brought about through the use of the camera,” said Tasman.In the United States, cameras have captured great historic moments, as well as moments of shame.“Think about the civil rights movement. You think about, you know what we were talking about before: Rodney King, Michael Brown, Eric Garner, most recently Jacob Blake,” said Tasman.Jacob Blake was shot seven times in the back by police in Kenosha, Wisconsin, in August. The shooting sparked protests in Kenosha and added Blake to a list of Black Americans who’ve suffered police violence caught on camera.The most infamous of 2020 was a Minneapolis police officer kneeling on the neck of George Floyd, who later died.“We’re living in a society where everybody has, has that camera and anybody can, not only take a picture, but it’s a device to transmit and share that,” Tasman said.Almost everyone has a cellphone with a high-powered camera that takes photos and videos. That impact has been felt everywhere, particularly on police officers and departments.“Capturing it on video has really brought these events into people’s homes,” said Paul Taylor, a professor at CU Denver.He focuses much of his research on bad outcomes between police and citizens, and solutions. He’s not sure cameras are the solution to police reform.“A lot of the police reform efforts have been focused on transparency, and body cameras have been a part of that, and accountability,”Taylor says while things like body cameras provide transparency and accountability they only show us outcomes.“These are surface level fixes that really don’t get at the systemic issues,” said Taylor.He suggests increasing police training time by a significant amount. In many places it only takes six months of training to become a cop.However while cameras may not stop cops from using deadly force, they allow the public to hold officers accountable. CARLSBAD, Calif., (KGTV) -- Nearly 200 active duty mothers and mothers who support active duty staff at Camp Pendleton, got a full day of pampering at the 12th Annual Military Mother's Day Brunch. 10News spoke to the Torres family. "Right now, Daddy's deployed," mother, Sonia Torres said. While her husband defends the country as Sgt. Major of Batallion 1-4, she defends the homefront as she cares for her two children, Jasmine and Al."My mom means the world to me. She does everything for me. Cook, kisses me good night, everything," 11-year-old Al said.With no family nearby, military mothers like Torres are in a unique parenting situation. They play the roles of both mom and dad. "Since Daddy left, we needed something to fill that void, and we found Tae Kwon Do. We [Al] went from white belt to yellow belt to orange belt, Friday night." Torres said proudly.They often witness milestones alone. Jasmine celebrated her 13th birthday yesterday. "My mom is well, there's no words to describe it. She's always there for me. I couldn't really ask more than that," Jasmine said. So they don't. The Torres children will spend the rest of their lives being Mama's Girl and Mama's Boy."When I'm in university or college, I would be really close to her because she's my number one fan," Al said.
