(KGTV) - Students in the San Dieguito Union High School District won't be returning to campus in January.Monday morning, the school board voted to confirm that it will not continue with its reopening plan that would have brought students back on campus one day a week beginning on January 4th, with the option of returning five days a week on the 27th.The move comes after the union representing the teachers filed a lawsuit last week to block the return.Jason Barry's daughter is in 7th at Earl Warren Middle School. She was looking forward to returning to class."Here we are again, kicking the can down the road. I hope this isn't a pattern that is going to continue," said Barry.Barry broke the news to his daughter Monday after the board vote. "She's gone from, as this whole thing has gone on, she's gone from tears to frustration to just quiet," said Barry.Newly elected Trustee Michael Allman was the only board member to vote against ratifying the settlement reached last week with the union."We offer all this accommodation so that these essential workers, who are guaranteed the highest paid in the county can teach our kids, and they say thank you by filing a lawsuit , and then they offer to settle as they hold the kids as bargaining chips and I just don't want to reward that behavior," said Allman during the meeting which was held via Zoom.The California Teachers Association filed a legal petition on behalf of the San Dieguito Faculty Association. The union said the district's reopening plan violated the state's public health rules concerning the pandemic.Under the state's health mandate, schools that were already open for in-person instruction were allowed to remain open. The legal petition challenged the district's definition of "open," alleging that none of the schools was open for regular instruction; instead, they were open for small cohorts.The union also estimated up to 20% of teachers would not return in January either for health concerns or childcare issues.Barry and other parents are starting a grassroots effort to make it easier for people to become substitutes. Many parents say they are willing to step in to help fill the void. The district has said there is a shortage of subs."Whatever I need to do, to get this across the line if I need to be a substitute teacher, be one body that can help, I'm going to do that," said Barry.Barry said he worries about the impact of remote learning on his daughter's development."This whole situation is causing a stunting to, I would say, an entire generation of kids who should be engaging, learning, growing, expanding their boundaries, and now they are stuck at home not testing themselves with their peers. There's going to be a loss that we won't see, and this school board or that school board will be long gone, and we'll still be dealing with it," said Barry.Union leaders say most teachers want to return to the classroom, but not at the height of the pandemic. 2979

Emails from top officials at the National Republican Congressional Committee were hacked during the 2018 midterm elections, Republican sources tell CNN, exposing the GOP's House campaign arm to an intrusion by an "unknown entity."The hack, which was first reported by Politico, was discovered by a vendor in April after emails from four senior committee aides had been surveilled for months, a Republican official with knowledge of the intrusion tells CNN.The revelation of the hack comes weeks after House Republicans lost their majority and saw Democrats pick up close to 40 seats in the House. In a sign of how serious the committee believed the hack to be, they brought on the law firm Covington and Burling to handle the issue, as well as Mercury Public Affairs to deal with the public relations around the intrusion.After the NRCC was alerted to the hack, top officials then informed CrowdStrike, a Republican official said, the cybersecurity firm that helped Democrats expel the Russians from their computer systems in 2016, and later shared information with the FBI as it investigated the election-season hacks.Ian Prior, a spokesman for the committee, said Tuesday that they were hacked "by an unknown entity.""The NRCC can confirm that it was the victim of a cyber intrusion by an unknown entity," said Prior. "The cybersecurity of the Committee's data is paramount, and upon learning of the intrusion, the NRCC immediately launched an internal investigation and notified the FBI, which is now investigating the matter.""To protect the integrity of that investigation, the NRCC will offer no further comment on the incident," he added.The use of hacked material during electoral campaigns has been a focus ever since the 2016 campaign, when emails from the upper echelons of the Clinton campaign were leaked in the closing weeks of the campaign.The Democratic Congressional Campaign Committee was also hacked in 2016. Kremlin-backed hackers published internal documents stolen from DCCC servers as part of the Russian government's wide-ranging effort to interfere in the US election and some of those sensitive internal campaign documents were later used in Republican ads.The heads of the NRCC and the DCCC engaged in prolonged negotiations over not using hacked materials in election ads during the 2018 midterms, but the talks broke down months before Election Day due to an erosion of trust between the parties.Despite not signing any agreement, the head of the NRCC issued a statement saying the committee had no intention of using hacked material."We are not seeking stolen or hacked material, we do not want stolen or hacked material, we have no intention of using stolen or hacked material," then NRCC chairman Steve Stivers of Ohio said at the time.The hack of the NRCC could prove awkward for Republicans, given President Donald Trump has mocked his political opponents when they got hacked by foreign actors, and he has praised Republicans for investing in stronger cyber protections.Shortly after Trump was briefed during the transition by senior US intelligence officials about the hacks at the Democratic National Committee, he gloated in his first comments and said the Republican National Committee was also targeted but "had strong hacking defenses and the hackers were unsuccessful." 3319

  

FALLS CHURCH, Va. – It's the time of year for the great outdoors and the sounds of summer – or rather, a socially-distanced summer.“When we're outdoors or keeping a social distance with kids, they have a little more flexibility,” said Ryan Amato, recreation program supervisor for day camps in Falls Church, Virginia.According to the American Camp Association, about 8,400 overnight camps and 5,600 day camps usually operate across the country. This year, 62% of camps closed, but the ones that didn’t underwent some changes.“We really had to, I don’t want to say dumb down, but really minimize the activity we do and find things we can do while social distancing and still keeping their interest,” Amato said.That meant placing kids in smaller, individual camp groups and trying to keep them outside as much as possible. Eventually, though, when the heat forces them to go inside, some of the changes become more obvious, like the use of a rope, which students hold onto at six-foot intervals to enter the camp’s recreation building in a socially distant manner.“We do have a rope that we keep and keep them six feet when they're walking,” Amato said. “They should mask on as well because it gets a little congested in hallways.”Camp counselor Maya El-Hage says some things are missing, like field trips to the pool, and certain camp goers.“There's definitely faces that I see every summer that are not here,” she said.Now, they’re focused more on classroom games and arts and crafts at a distance.“We're making it work,” El-Hage said. “We're set up like these 6-foot tables, so that they know where they're supposed to be.”So, could these day camps – with classroom set-ups – serve as a guide to schools trying to reopen? It depends.“I think their challenges are a little greater, but I do think there's some learning that the school systems can learn from watching some of the summer camps in their jurisdictions,” said Danny Schlitt, director of parks and recreation in Falls Church, Virginia.Yet, they admit their programs are geared towards fun and schools have a more complex mission.“It's a learning environment in there and they're going to be there for long periods of time,” Schlitt said. “Once you get indoors things do change a lot, you know, and it really is important - it becomes that much more important - for the mask wearing and the social distancing.”That’s where parents can make a difference, they say.“The parent starts at home with, you know, talk about the importance of social distancing, importance of wearing a mask,” Amato said, “and when they can enforce that, it helps our staff do it here. It makes our job easier.”It also makes it potentially safer, as well. 2699
