SAN DIEGO (KGTV) — A 36-year-old Filipino man was arrested soon after police say he shot a woman twice in the back as she sat in her car outside a Bay Terraces apartment complex.San Diego Police say Emmanuel Ocular walked up to the 20-year-old woman as she was in her car in the 6800 block of Doriana St. at about 9:30 p.m. Thursday. Without warning, Ocular shot the woman twice in the back and fled the scene, police say.The woman was taken to a nearby hospital with non life-threatening injuries.Soon after, police located Ocular in the 4800 block of Eastgate Mall and arrested him.Police did not immediately have a motive for the shooting. SAN DIEGO (CNS) - Two men were in custody this morning on suspicion of committing a home invasion robbery in the Skyline area.The victim and another man were inside a home at 7700 Skyline Drive around 12:30 p.m. Friday when two armed men entered the house, tied up the victim and the other man and stole items from the home and both victims, according to Officer Robert Heims of the San Diego Police Department.The suspects left the home and jumped into a waiting gold car, which lost control a short distance away from the home and became disabled, Heims said.Several people ran from the vehicle and when police arrived on scene, they found two men near the car, both of whom were detained and later arrested, Heims said.San Diego police robbery detectives are investigating. 784

SAN DIEGO (KGTV) -- 10news continues the discussion of climate change ahead of next week's United Nations Climate Summit, with a focus on something San Diegans know all too well: wildfires.Climate change is increasing temperatures and decreasing precipitation which is increasing the frequency and intensity of extreme fire events."It’s predicted that the total area burned will increase by 50% or even as high as 100% over the coming century. We’re going to see more fires, and more dangerous fires and more deadly fires, " says Tom Corringham, a post-doctoral research economist at the Scripps Institution of Oceanography at UCSD.Climate Central analyzed 45 years of U.S. Forest Service records of large wildfires and found there are three times more major wildfires burning across the west each year than in the 1970s. The annual area burned has increased six-fold with wildfire season lasting an average of 105 days longer, research showed.RELATED: Climate Change: Living in a warming worldIn California, there have been more large fires, burning more acres, particularly in warmer years. In Southern California we’re already seeing the move to a year-round wildfire season."What we are seeing is that climate change is getting worse and it’s accelerating at a pace that is greater than we were expecting," Corringham said.Temperatures correlate with large wildfires. Forests are more vulnerable during droughts but even wet winters can spur growth of grasses and shrubs which dry out on warmer days and add available fuel."With unmitigated climate change we are likely going to see wildfires burning later in the season, specifically into December which is the peak of the Santa Ana wind season. SAN DIEGO (KGTV) - A broken water line in Tijuana sent a mixture of potable water and untreated sewage across the U.S.-Mexico border. The 7.8 million gallon spill, which started Sunday night at 7:30 p.m., was stopped Monday afternoon, according to a spokesperson from the International Boundary Water Commission.A spokesperson for the IBWC said the 16-inch potable water line broke near Agua Caliente Blvd. in Tijuana. The ruptured portion of the pipe has been repaired.Mexican water officials shut down Tijuana’s pump station because the water flow exceeded the station’s capacity, the IBWC said. “Water and untreated waste water continues to flow into the United States,” said IBWC officials.County Beach and Bay Monitoring Program staff members tell 10News the flow was stopped before it could impact local beaches and there is no risk at this time. 860

SAN DIEGO (KGTV) -- A group of ladies in the North County are part of a nonprofit group that has focused on philanthropic projects for 20 years. Since April, however, six of the women in the group have been on a new mission. "We all go in separate cars and are in a horseshoe line, and someone will ring the doorbell. When the person answers then we're in good shape to sing, ask them how they're doing and tell them we love them and care about them."The group, who call themselves Masquerade Brigade, sing to those who are elderly and vulnerable to COVID-19 on their birthdays. "Just the human connection means a lot to them and it makes them feel like they're not forgotten," said Sophia Bouvier, a member of the singing group.The individuals they sing to are people who they volunteered with before we entered a COVID world."They've texted us after, 'I've been visited by the Masquerade Brigade. You can't believe how uplifting it is to see their faces and listen to their smiles as they sing,'" described Bouvier.Their gift of singing, small gifts, and presence isn't something you can put a price tag on they said, "Kindness is free and it takes so little to make a big difference."The group is out singing every Tuesday at 2:30 p.m., and have visited over 25 people since April.
