CHULA VISTA, Calif., (KGTV) -- Following in the footsteps of neighboring San Diego, the City of Chula Vista launched a one-year e-scooter pilot program Sunday. Lime representatives held a "first ride" event at Discovery Park, introducing Chula Vista residents to the scooters. The event included safety training and an obstacle course where participants could practice using the scooters to get a free helmet.The city says the pilot program will allow Lime to stage 500 e-scooters at popular locations across Chula Vista for the first month. If all goes well, Lime can add 200 e-scooters every month after that.Some love the convenience. Others say they have seen too many problems in San Diego to support them. "They need to have parking areas for these things and designated legislation for helmets if they're going to have these things out there," said Daryll Coleman, a 12-year resident of Chula Vista. "That's my opinion. Should they be out here? I don't think so." This comes just two months after the City of San Diego notified Lime that it was revoking the scooter company's operating permit. (KGTV) - A Chula Vista woman says an attempted purse snatching at her front door led to her being dragged into the street.Around 8:40 p.m. Tuesday on Kelso Court, surveillance video shows a vehicle stopping in the middle of the cul-de-sac. A person appears to gets out on the passenger side and linger near the car.At the same time and feet away, Shaun McMahon was in her car, parked in her driveway. When she got out of the car, she was carrying a bag, food items and her purse."When I got to my front door, I noticed in my right peripheral vision, a person was there," said McMahon.Her cameras captured a still image of the moment. She says a lean, dark-haired man, possibly in his 20s, grabbed at her purse."Held down on my purse, but it swung around because he pulled so hard," said McMahon.Everything else she was holding went flying, but she held fast to her purse."Dragging me towards my grass ... I hung on for dear life. I was yelling 'Let go!'" said McMahon. "It was instinct. I wasn't letting go. This was somebody violating me, stealing from me. I had to fight back."McMahon says she was dragged some 75 feet - across her lawn and into the street - as she continued to scream. With the purse coming apart, the man finally let go, and jumped in the parked car, which then took off.McMahon was left with a swollen ankle, a bruised back and a lot of questions. Among them: why was she targeted in an apparent drive-by purse snatching in front of her home? Police say this appears to be an isolated incident.McMahon plans to buy a new camera system and pepper spray."I never thought I should be concerned walking into my home. CHULA VISTA (KGTV) - Nearly 5,000 people were without power Saturday evening in Chula Vista, according to SDG&E.The outage began about 7:30 p.m. with around 1,700 customers in the dark. It expanded to about 4,800 by 9:30 p.m., according to SDG&E's website.The power was restored at about 10 p.m. SDG&E did not provide the cause of the outage.This is a developing story. 10News will update when details become available.  445

(KGTV) -- Ozzy Osbourne has delayed his Chula Vista concert originally slated to take place Tuesday night.The concert, set to take place at the Mattress Firm Amphitheatre, will now take place on October 18.According to People Magazine, several shows have been delayed after Osbourne underwent hand surgery due to a bacterial infection.Ticket holders for the show are advised to hold on to their tickets, which will be honored for the new date.Refunds are also available at the point of purchase. CHULA VISTA (KGTV) -- A brand new health clinic for military veterans opened its doors in the South Bay Friday.The new Veterans Affairs San Diego Healthcare System (VASDHS) facility is located at 353 H Street, Chula Vista.The new VASDHS facility will replace the current clinic at 865 3rd Avenue, which opened in December 2015. It's three times the size of the facility it's replacing and will serve up to 25,000 veterans.The million clinic has 28 exam rooms,12 consultation rooms, and optometry and women's health and mental health services. In addition, the clinic will expand the capacity for appointments.Many veterans had to drive to La Jolla or Mission Valley for these services.Due to the coronavirus pandemic, the new VASDHS clinic is built with physical precautions like plexiglass separating the patients and staff at the front desk.According to the Veterans Affairs website, 529 veterans have been diagnosed with COVID-19 in San Diego County and have been treated within the health system. 1012
