SAN DIEGO (KGTV) - Starting Sunday night and going until May 30, construction crews will close either northbound or southbound lanes of I-5 overnight to begin construction of the Mid-Coast Trolley.Drivers will see heavy equipment and machinery on the freeway, and residents can expect to hear loud construction noise during the closures.The project will start with a large support column for the trolley bridge in the freeway center divider.The trolley is being built to extend the Blue Line eleven miles north from the Old Town Transit Center to University City, running through Mission Bay Park, the VA Medical Center, UC San Diego and Westfield University Town Center Mall.The Mid-Coast Trolley is expected to start running in fall 2021. 748

SAN DIEGO (KGTV) — Sara Jacobs, winner of the race to replace the retiring Susan Davis in California's 53rd district, is getting ready to begin the transition to Congress."Kind of feels like college. I’ll be going to freshman orientation, picking my office room, staffing my office. Talking with congresswoman Davis, to others about a transition. And then getting ready so that as soon as I get sworn in, I can hit the ground running," Jacobs told ABC 10News.Jacobs says the new Congress' first priority will be helping the nation bounce back from the COVID-19 pandemic. She says she'll insist any new round of stimulus spending will include funding to help small businesses and families, including child care.In her victory speech, Jacobs pointed out that at 31, she'll be one of the youngest members of Congress, and just the third woman to represent the San Diego region. Aeiramique Glass Blake, an activist and friend of Jacobs, says her election is inspiring to young San Diegans. "As young people, we need somebody who understands the dynamic and the perspective that we are coming from," says Glass Blake.Glass Blake says that while she knows Jacobs will work hard to represent all members of her district, she also realizes the importance of serving as a young woman in Congress. SAN DIEGO (KGTV) -- SANDAG and Caltrans are warning people about an overnight closure on Interstate 5 beginning Thursday night for work on the Mid-Coast Trolley Bridge. Starting February 28 at 9:30 p.m., all southbound lanes on Interstate 5 will be closed from the interchange of I-5 and I-805 to La Jolla Village Drive. All lanes are scheduled to reopen on March 1 at 5 a.m. The lanes will be closed so crews can pour concrete to construct the structure for the Trolley overpass spanning I-5 at Voigt Drive. SANDAG says traffic signs have been posted in the area detailing the detour motorists can take. The Mid-Coast Trolley Project will extend the Blue Line Trolley service from Old Town north to University City. Nine new stations will also be constructed. 769

SAN DIEGO (KGTV) -- San Diego State University said Tuesday it plans to pause a majority of in-person instruction for the fall term.The university noted that the changes will begin the week of Thanksgiving.“Faculty offering in-person courses are encouraged to shift to virtual, preferably by Friday, Nov. 20. All faculty should convert to virtual instruction no later than Wednesday, Nov. 25,” the university said.The university also said that no in-person research by freshman, sophomores, or volunteers will be allowed for the remainder of the fall semester.The changes come as San Diego County enters the state’s purple tier. Also this week, California Governor Gavin Newsom announced that a majority of the state's counties would enter the purple tier, suffocating economic activity. SAN DIEGO (KGTV) — St. Augustine High School, an all-boys Catholic school in North Park, has filed a lawsuit against California Gov. Gavin Newsom and other state officials to allow the school to reopen for in-person instruction.The school says that after holding its summer school and athletic programs in-person for more than 400 students without any reports of COVID-19 cases, they are seeking to stop the state's enforcement against in-person classes during the pandemic this fall."At Saints, we don’t believe remote learning is sufficient to provide a quality education our students are entitled to and our families have come to expect," said Principal James Horne. "We are confident we can open our school safely, consistent with CDC and San Diego County health guidance. We ran a safe and successful summer school program and believe it is an indicator that we can safely return to school in the fall."The school says it adhered to the county's public health guidelines and safety measures during its summer programs, including required to face masks, social distancing requirements, air conditioning systems using UV lights to sanitize the air, and buildings and classrooms being regularly sanitized with an electrostatic disinfecting mist system.St. Augustine also said a distance learning option would still be offered for families who don't want to send their children back to school in-person."After appeals from many families to return to the classroom, Saints is pursuing the best way to offer opportunities that are the right fit for all its students and families," the school said. 1604
