BEIJING, June 8 (Xinhua) -- China's central authorities have promised to treat talents in private companies and social organizations the same as their counterparts in the public sector to facilitate personnel mobility and sustainable development in the private sector.According to the newly unveiled National Medium- and Long-term Talent Development Plan (2010-2020), non-public economic groups and social organizations can enjoy equal treatment in government policy on the training, attracting, appraisal, and use of talents.Specialists in the private sector should be incorporated into talent development projects of various governments, the document said.They can have "equal access to public resources including funds, projects and information for supporting innovation and starting businesses," the document also said.The national plan, a blueprint for creating a highly skilled national work force over the next decade, aims to transform the country from being "labor-rich to talent-intensive."Zhang Lihua, professor with the Labor and Human Resources School at the Beijing-based Renmin University of China, said, "The non state-owned economic institutions and new social organizations are playing a more important role in China's economic and social development.""It's becoming more important for talents in these sectors to compete equally with others in the public sector," she said.At present, more than 70 percent of China's companies are privately-owned and generate more than 60 percent of the country's GDP.China has more than 400,000 "new social organizations," including social groups, foundations, and other non-profit and non-governmental organizations, according to figures from the Ministry of Civil Affairs.There are still many obstacles to personnel movement in government departments, government-sponsored institutions, state-owned enterprises and private companies in China.For example, a person who works in a private company cannot usually land a job easily in a government department or a state-owned company."This is why many college graduates prefer to work for government departments and state-owned companies right after their graduation," Zhang said."If the new policies of equal treatment are carried out, they can remove the obstacles, help with the free flow and allocation of resources and high-calibre talents," she said."It will support economic development in the private sector and promote technological innovation and the diffusion of knowledge."Xiao Mingzheng, director of the Human Resource Development and Management Research Center at Peking University, said, "Demand for talents has increased greatly as China witnesses a boom in non-public economic and social organizations.""To create a more open and equal environment for personnel employment, the policies will certainly help the non-public sector attract and train various kinds of talents," he said.

BEIJING, July 9 (Xinhua) -- Chinese spent less in June amid surging commodities prices and floods in many of the country's southern provinces, according to the latest reading of an index that gauges consumer confidence on Friday.The Bankcard Consumer Confidence Index (BCCI), compiled by the Xinhua News Agency and the national bank card association China UnionPay, slid to 86.30 in June, down 0.09 points from May.Compared with the same period last year, the June BCCI figure was 0.24 points higher. The index hit a record high of 86.89 in March.The reading in June indicated Chinese bank card spending was affected by surging commodities prices and the floods in southern China.Consumers also turned more conservative in spending due to sluggish performances of domestic stock markets and property markets in June.China's month-on-month economic growth rate is likely to have slowed in June given signs that electricity demand declined remarkably that month and the Purchasing Managers' Index (PMI) for China's manufacturing sector dipped 1.8 percentage points for two months in a run to 52.1 percent in June.Xinhua and UnionPay jointly started compiling the BCCI index in April 2009 based on bank card transaction data and analysis of structural changes in urban consumption.

BEIJING, June 17 (Xinhua) -- China's top legislator Wu Bangguo said here Thursday that the country would push forward friendly relations with the Islamic world.Wu, chairman of the Standing Committee of the National People's Congress (NPC), made the remarks when meeting with the Organization of the Islamic Conference (OIC) Secretary-General Ekmeleddin Ihsanoglu.Wu said China and all Islamic countries, as developing nations, enjoyed a long history of bilateral exchanges.China has always valued the traditional friendship with Islamic nations, Wu said, expressing appreciation for those countries' firm support on issues concerning China's core interests.China also has always supported Islamic nations on issues related to their concerns, and would work with them to increase exchanges and cooperation in politics, economy, trade and culture, he noted.Wu also briefed Ihsanoglu on China's national and religious policies and on the social and economic situation of the Xinjiang Uygur Autonomous Region.Ihsanoglu said friendly exchanges between the Islamic world and China not only accorded with fundamental interests of all parties, but also promoted human progress.The OIC was opposed to terrorism, separatism and extremism in any form, Ihsanoglu said, noting that the Islamic world would work with China to carry forward the traditional friendship and increase exchanges and cooperation.Besides Beijing, Ihsanoglu and his delegation would also visit the Ningxia Hui Autonomous Region and Xinjiang.

  

JINAN, Aug. 7 (Xinhua) -- China concludes a five-day air defense exercise on Saturday with a live-fire drill and precision attacks on air targets by ground-to-air missiles.The live-fire drill, in Shandong Province, was part of the exercise code-named "Vanguard-2010," which began Tuesday in seven cities across Henan and Shandong provinces, involving more than 12,000 personnel.Seven types of ground-to-air weaponry, including a new type of ground-to-air missile and another state-of-the-art anti-aircraft gun, were used in intercepting and concentrating fire on air targets.Nearly 200 military aircraft, including drones, reconnaissance aircraft, fighter jets and helicopters, were involved in the five-day military drill, said Feng Zhaoju, deputy commander of the People's Liberation Army (PLA) Jinan Military Command.The annual drill, consisting of two phases, focused on an emergency evacuation, strategy, reconnaissance, early warning, ground-to-air attacks and evacuation of command posts during the first phase which ended Thursday.Its second phase included testing of air defense abilities in a "complicated electromagnetic environment."A "Vanguard-2009A" exercise last year involved 5,000 troops from the army and air force."Vanguard-2008" included a 2,200-strong armored brigade from the People's Liberation Army (PLA) Jinan Military Area Command.
