A Cincinnati police officer outed an undercover colleague to the nightclub owner under investigation and concealed ,000 in off-duty income from the IRS, according to federal prosecutors.Quianna Campbell, 39, was arrested Friday. She stands charged with lying to federal agents and submitting false tax returns.According to the criminal complaint filed against Campbell in United States District Court, federal agents first became aware of her during a 2015 investigation into Cincinnati nightclubs’ potential involvement in organized drug trafficking and money-laundering. “During the course of this investigation, information was received that individuals associated with nightclubs had been or were currently being warned of police activities and were in essence being tipped off and possibly protected by members of the Cincinnati Police Department,” an IRS investigator wrote. Investigators later uncovered text messages in which a nightclub owner texted Campbell to ask about a specific person who had visited the club. “She’s an officer….” Campbell wrote back. She also discussed possible reasons police would be investigating the club, writing: “They work on random nights and go into different bars. If they come back again next weekend I would say yes.”In an interview with federal investigators, Campbell denied sending the messages and said she would never out an undercover officer. In 2018, according to the complaint, Campbell would admit she had also concealed a total of ,000 she had earned working off-duty details between 2015-17. She didn’t report the total to the IRS in her taxes, “because if she had reported the income she would not have received as large of tax refunds she received from the federal government,” the IRS investigator wrote. If convicted on both charges, Campbell could spent up to eight years in federal prison."The Cincinnati Police Department is aware of the indictment and arrest of Police Officer Quianna Campbell this afternoon," a department spokesperson wrote in a statement Friday afternoon. "We will be monitoring the judicial process and provide an update if more information becomes available." 2163

A confluence of factors led to 52 people being shot, 10 fatally, in Chicago over the weekend, including gangs, drugs, an ineffective justice system and a season of hot weather that often ushers bloodshed into the city, the police chief said Monday."Despite the investments and progress in safety, weekends like this remind us all of the challenges that we face and that they are complex and profound," Police Superintendent Eddie Johnson told reporters. In addition to seeing gangbangers settle conflicts with firearms, officers in the northern part of the city witnessed "tensions related to the open-air drug market that's occurring on the West Side," Deputy Chief Al Nagode said. After some of the gang violence on the West and South sides spilled into other neighborhoods, Johnson said, police increased patrols to stave off chances for retaliation. Police seized 92 guns, doubled the confiscations for a normal weekend, and made 18 gun-related arrests, the chief said.Johnson calls out courtsYet despite the Chicago Police Department's efforts -- which includes planting department brass among patrol teams -- Johnson said his officers need help from the courts and the community, especially during the summer months in which the city typically turns so violent. That Johnson's commanders were nearby when some of the shootings occurred -- one district commander was half a block away when someone was shot on Central Park Avenue -- demonstrates how brazen the gunmen are, the superintendent said."We cannot -- can't -- do this without the support of the community or a unified criminal justice system that keeps gun offenders out of our neighborhoods," Johnson said. "We know who a lot of these people are, and how do we know that? Because we keep arresting them ... so until we hold violent offenders accountable the way that they should be, we're going to continue to see this."He said half of the people arrested on gun charges are back on the street within a week. Asked to provide a breakdown of that figure, Johnson urged reporters to research it for themselves. His message, however, was clear: the Chicago Police Department is doing everything it can, but it needs the city to embrace an "all hands on deck" approach that includes residents, business leaders and community groups to do their parts, he said.'Accountability Mondays'The violent weekend came as the department announced Saturday that crime was down 9% in the first five months of 2019, compared with the same period last year.A statement released early Saturday said murders were down 7% and shootings were down 13% from January 1 through May 31, compared with 2018.There were 186 homicides through May 31, compared with 200 in the same period last year, according to a CPD statement. A 5G device. A foldable phone that morphs into a tablet. A smartphone that can charge another smartphone when sandwiched together.Samsung is making bold moves with its new lineup of Galaxy S10 smartphones, which were announced Wednesday at its "Unpacked" press event in San Francisco.Following a year of slower sales growth — due largely to the S9 models not being different enough from its successful Galaxy S8 products — the company hopes a handful of innovative features will inspire consumers to trade in existing devices for newer models. The Galaxy FoldSamsung kicked off its event with the debut of the Galaxy Fold, a 4.6 inch-smartphone that can open up into a 7.3-inch tablet. Along with Samsung's long teased Infinity Flex display, it has a hinge to make the transition more seamless. The luxury device, which will cost ,980, hits stores on April 26."We are creating a new dimension for your phone and your life," a Samsung spokesperson said during the event. "It doesn't even define a new category; it defies a new category."The Galaxy Fold, which will be available in black, silver, green and blue, supports three apps at one time: You can watch Netflix, Google something and answer text messages at the same time.Consumers who flock to big screens, whether for gaming or the ability to see more of their data in one place, may be attracted to the unique concept. Samsung has already proven that there's interest around larger-screen smartphones with the success of its Galaxy Note line. But Samsung will need to convince developers to design apps for the unique form factor, and consumer demand out of the gate might not be enough to encourage this considering the price point. The Galaxy S10 lineupSamsung is back with updated versions of its best selling Galaxy S smartphone, too. Its next-generation flagship device comes in four options: the 5.8-inch S10e (9); the 6.1-inch Galaxy S10 (9); the 6.4-inch S10+ (9); and the 6.4-inch S10 5G (pricing has yet to be announced). The Galaxy S10, S10+ and S10 5G devices feature a new curved, quad HD+ AMOLED display, which the company says whips up crisper and more vibrant colors and reduces blue light exposure to help reduce eye strain. (The lower-end S10e touts a full HD+ flat screen). The three higher-end models reverse Samsung's unpopular decision to put the fingerprint scanner on the back of the device last year. Now built into the display itself, the "ultrasonic fingerprint reader" compliments its Face Unlock feature but promises more security. It doesn't just take pictures of your fingerprint; the company says it uses machine-learning-based algorithm to read 3D fingerprints through ultrasonic sound waves.(Fingerprint data is stored only on the device itself, according to Samsung). The S10e features a capacitive fingerprint sensor on the side of the phone instead. Not surprisingly, Samsung is upping its camera game. The winner for the most cameras goes to the Galaxy S10 5G, which offers a total of six, including a dual-front camera with a 3D-depth lens to handle things like augmented reality. It has a quadruple rear camera with a wide, telephoto and (another) 3D depth lens. The S10 and S10+ feature nearly the same without the 3D depth lens on the back. However, the S10e has single front and dual rear cameras in wide and ultra-wide lens.Samsung said the cameras' software on all the new phones is able to faster identify what's in the shot and make suggestions for better framing. The four models, which are available for pre-order on Thursday and hit starts on March 8, start at 128GB and go up in cost depending on storage size. The devices come in four colors in the US: black, white, blue and a pink inspired by the Pantone color of the year ( 3751

s because they’re going to be inside a house.” One of Rendell’s strongest arguments for Safehouse is that it will save lives and relieve the taxpayer from a significant burden. Safehouse will be completely funded by donations. Every life it potentially saves, saves taxpayers from coroner reports, police investigations that result from overdose deaths. Safehouse could potentially open a safe injection site any day now, and according to board members the site will be modeled after a safe injection site in Canada. The Works, under Toronto Public Health’s opioid harm reduction program, opened in 2017. It’s had 60,000 visits in two years. “It’s bringing people inside. This results in less drug use out in the neighborhood as well and an opportunity to connect people to services,” said Rita Shashin with The Works. Every user who comes to the facility sits in a waiting room after injecting. They are monitored to make sure there isn’t a delayed overdose and so they are not high on the streets. Then, the user sits and talks to a councilor about personal issues, maybe what is leading to their use, and also about the idea of going to rehab. Hundreds of users who have visited The Works, have gone to rehab. About 1,000 people have overdosed but every one of those lives were saved. In fact, not a single safe injection site around the world has reported an overdose death in its facility and overdoses in the respective surrounding communities have gone down, in some cases by 30%. “Look no one involved with Safehouse, myself included, says this is the answer to the opioid crisis. This is the answer to one small segment of the opioid crisis,” said Rendell. Other cities like Denver, Seattle and New York are considering opening safe injection sites, but are watching for Philadelphia’s next move. 4176
