(CNN) -- President Donald Trump announced Friday that he will "temporarily hold off" designating Mexican drug cartels as terrorist organizations as he said he would last week. "All necessary work has been completed to declare Mexican Cartels terrorist organizations. Statutorily we are ready to do so," the President tweeted.But Trump said he would hold off the designation at the request of Mexican President Andrés Manuel López Obrador, who he called "a man who I like and respect, and has worked so well with us."RELATED: Death toll put at 19 for Mexico cartel attack near US borderMarcelo Ebrard, the country's foreign minister, thanked Trump via his Twitter account for postponing the designation. (KGTV) - Federal investigators are asking for possible victims of a convicted child predator and retired Vista school district high school teacher to come forward. Tay Cooper, 67, pleaded guilty in 2018 to possessing child pornography. He was sentenced to one year in federal prison and seven years of supervised release. The judge ordered Cooper to pay ,000 in restitution to the four victims identified in the images and videos. Last September, Homeland Security Investigations agents received information from a potential victim who accused Cooper of sexual abuse. I don’t know if that’s going to be the case here with Mr. Cooper but we have to do our due diligence to find that out," said Cher Durst, HSI Assistant Special Agent in Charge.Investigators worry there could be more victims due to Cooper's extensive teaching career, which includes 20 years at Rancho Buena Vista High School. Also of concern was that Cooper was a beloved teacher, winning Teacher of the Year two years in a row while in Los Angeles County. "He chaperoned trips, he initiated clubs, things of that nature in the school, which gave him really unlimited access to children in those school districts," said Durst. (KGTV) - Caltrans announced freeway closures on I-5, I-15 and SR-163 to do road work this month.SR-163State Route 163 will have closures in Mission Valley starting Monday night. Residents and businesses may hear jackhammering and truck back-up alarms.All lanes of north 163 will be closed between I-8 and Genessee Avenue Monday, Tuesday and possibly Wednesday nights 11:30 p.m. to 5 a.m.The Genessee on-ramp to north 163 will remain open. Other drivers will be detoured to I-8 and I-805. INTERSTATE 15I-15 will be closed at SR-76 in Escondido during daytime hours Tuesday. (CNN) -- Target's revamped loyalty program is ready for its nationwide debut.Target Circle will be available to shoppers in the United States beginning October 6. Program perks include earning 1% on Target purchases, personalized deals and early access to its sales. The launch follows an 18-month test in six cities that garnered 2 million members.The expansion of the loyalty program complements Target's branded credit card, Redcard, which only a quarter of its customers use. It also replaces Cartwheel, a separate discount program, in an attempt to offer a "more seamless, intuitive shopping experience."The program is free. Target will begin automatically enrolling members that have Target.com and Redcard accounts. To use it, customers can swipe a barcode from the Target app or provide their phone number at checkout.The company has said earlier this year that Target Circle also gives the company more data about shopping habits. For example, if Target knows a shopper frequently buys diapers and baby products, it could email the customer an offer for diapers."This will help Target build a more complete picture of shoppers," said Neil Saunders, managing director at GlobalData Retail previously told CNN Business.
