SAN DIEGO (KGTV) - San Diego winemakers say business is picking up, and there's a new way to for locals to get their foot in the door. A new report by the San Diego County Vintners Association says there are now 116 wineries in the region, with sales nearly doubling in the last year. The industry now has about 700 workers in the county. Now, the association has teamed up with Cuyamaca College for a Viticulture Technician Apprenticeship program. Participants work 1,500 hours a year, learning the ins and outs of winemaking. They earn an hour the first year and the second, with opportunities to make more doing side jobs once they get enough experience. "You can't really sell wine unless you know where it's coming from and what goes into it, creating the story behind the wine itself," said Kaylan Wedemeyer, who is an apprentice for La Mesa's San Pasqual Winery.Linda McWilliams, who owns San Pasqual, said many local wineries are mom and pops, but that apprentices can also grow with them."I think we'll find places for the people who graduate, and then we'll build together," she said. The program is accepting applications ahead of interviews in December, and January starts.  1227

SAN DIEGO (KGTV) - San Diego State University released its plan Monday relating to holiday travel during the pandemic. It comes as students are getting ready to travel home for the holidays in a few weeks.The policies apply to students living on campus and those with in-person classes.Roughly 2,100 students live on-campus, and about 2,200 students are enrolled in an in-person class or participating in on-campus research, according to SDSU. There is a crossover between the groups.Students living on campus can choose to stay on campus over Thanksgiving. Meal plans and other student services will be available during the break.Students who choose to go home and see family have an option. The plan says they “may choose to remain at home for the rest of the fall semester and complete the last two weeks of the term remotely.”Those that travel and return to on-campus housing will be tested for COVID-19 immediately upon returning and then tested again, five to seven days later.Those taking in-person classes will be asked to test weekly upon returning; they are currently required to test every 14-days. Those taking in-person classes are being encouraged to avoid holiday travel.The notice to students goes on to say:"Each of us must continue to be very thoughtful and careful, even if the effects of COVID-19 seem invisible or have not touched some of us personally. Several religious and spiritual observations are before us in the months ahead, and it is disappointing that we will not be able to celebrate in person many of our traditions with our loved ones in ways we have in the past. SAN DIEGO (KGTV) -- Sky10 was there as police and firefighters responded to a car crash in San Carlos Friday evening. The crash, which happened just after 5:30 p.m., happened in the 6200 block of Del Paso Avenue, not far from Patrick Henry High School. The female driver hit the gas pedal instead of the brake when approaching the garage door, police said. She hit the washer and dryer, pushing them through the wall and into the house. The driver and occupants of the home were not injured in the crash. Firefighters helped pull down the garage door and advised the family to have a structural expert check the walls where the washer and dryer pushed through.   700

SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209
