SAN DIEGO (KGTV) - Rain runoff has prompted a warning for swimmers, surfers, and beachgoers in San Diego County.As showers move through the area, urban rain runoff may force large amounts of bacteria to wash into coastal waters, including San Diego Bay and Mission Bay, county officials warned Saturday.Any activities in coastal waters should be avoided for 72 hours following rainfall. Depending on the intensity of the storm, elevated bacteria levels could persist.With recent rains also bring a water contact closure for Imperial Beach's shoreline, due to runoff from the Tijuana River. The closure area includes the beach-line from the south end of Seacoast Drive to the International Border.The access road to Friendship Park, within Border Field State Park, may also be affected by river runoff.Signs have been posted warning of the water closure. 861

SAN DIEGO (KGTV) - Recent remedies aimed at reducing San Diego's homeless crisis have not been enough, according to a scientific 10News/San Diego Union-Tribune poll.The poll of 800 San Diego adults showed sentiments about addressing homelessness are not positive. When asked if they believed if homelessness was getting better, worse, or staying the same in San Diego, only 11 percent said it was getting better. About 60 percent said it's getting worse.Many believe that blame lies at the top of local government. When asked who is most responsible for reducing homelessness, 53 percent said elected officials and 18 percent pointed to the homeless and their families.RELATED: Housing crunch: San Diego needs 171,000 new homes by 2029So what's led to San Diego's homelessness? Of those surveyed, 33 percent believe housing costs have contributed most to the homeless crisis, 22 percent said substance abuse, and 20 percent said mental health issues.Recently, San Diego officials opened three temporary tent shelters to try and transition some of the city's homeless population into housing. When asked if they thought the tents helped, 51 percent said yes, 20 percent said no, and 29 percent were not sure.A report by the San Diego Housing Commission shows from December 2017 to March 2018, 946 people have exited the three tents. SAN DIEGO (KGTV) — San Diego officials are offering a new location to help temporarily shelter migrants seeking asylum.The city says it has identified a new property to use as a shelter since its current temporary shelter doesn't have the occupancy for long-term sheltering, in a letter to California's Office of Emergency Services."The county recently vacated the Camp Barrett youth correctional facility in Alpine. The facility is already classified for residential occupancy and therefore does not require significant alteration to be used as a shelter," Robert Vacchi, deputy chief operating officer of San Diego's Neighborhood Services, wrote.RELATED: Exclusive look inside San Diego shelter for migrant asylum seekersCamp Barrett was closed in October following years of steadily decreasing populations at the county's in-custody facilities, according to the county. The remaining population was relocated to a Urban Camp facility in Kearny Mesa. The facility was capable of housing 125 boys.Camp Barrett and surrounding property is owned by the city's Public Utilities Department, but slated for sale. Vacchi writes the property could be leased to the state or third-party on a temporary basis to use as a shelter for asylum-seeking migrants.The Alliance Healthcare Foundation has agreed to fund the operation of a facility, according to Vacchi, and the city has been in talks with the agency to secure shelter operations.The city is facing a Feb. 4 deadline to vacate the current shelter being used for migrant asylum seekers. SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090
