UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. University of Notre Dame President Rev. John Jenkins has tested positive for COVID-19, the school announced Friday.According to the school, Jenkins was in self-isolation this week after learning that a colleague "with whom he has been in regular contact" tested positive for the virus. A subsequent test revealed that Jenkins had also tested positive for the virus."My symptoms are mild and I will continue to work from home," Jenkins said in a statement. "The positive test is a good reminder for me and perhaps all of how vigilant we need to be."Jenkins' test comes hours after President Donald Trump announced that he had also tested positive for the virus. Reports indicate that Jenkins was at the White House on Saturday for Trump's nomination of Judge Amy Coney Barrett to the Supreme Court. VALLEY CENTER, Calif. (KGTV) -- The owner of a Valley Center pizza shop was arrested for alleged sexual battery, according to the San Diego County Sheriff’s Department. According to the Department, Mark Desimone, the owner of Pizza Pazza was arrested on September 5 for multiple counts of sexual battery. The department says the arrest stems from an investigation by detectives in Valley Center. According to investigators, the incidents occurred at Pizza Pazza at an unspecified time. VERO BEACH, Fla. -- For Crystal Smith, the midday heat in Florida isn't her biggest challenge. Living in a shelter, the single mom is trying to get back on her feet.She was one of the first people working at the "Dignity Food Truck" in Vero Beach."I've just been making food, certain dishes, just learning. (The organizers) give you on the job training and actually give you a job," said Smith.Set up by the Source, a Christian Ministry outreach in Vero Beach, it is a new program for the homeless and unemployed."What our students lack is real-time training in front of real customers. That's what Dignity Food Truck gives them. It gives them real exposure in real-time, made-to-order food," said Anthony Zorbaugh, the executive director of the Source.Chef Henry Restrepo said this is his most important mission in two decades of cooking."We train them for the culinary so they can get their life back," said Restrepo.Money raised goes back into the program.The truck was made possible by a 0,000 grant from the philanthropic group Impact 100."We love the mission. We love the project itself. It fulfills a multitude of needs," said Kristin Rohr with Impact 100.It fills an immediate need for Smith while giving her hope for the future."I would like my own business eventually," said Smith.The Food Truck will be parked at Tropical Scooters along U.S. 1 in Vero Beach on Mondays and Tuesdays.It will be at United Against Poverty Wednesdays and Route 60 Hyundai on Fridays.
