SAN DIEGO (KGTV) — The County of San Diego is preparing to step up enforcement efforts on businesses flouting public health orders, taking the reins from local agencies like the San Diego Police Department that have virtually stopped issuing tickets to violators.Despite thousands of complaints about violations to the county's 211 hotline, data from the San Diego Police Department shows the agency has issued 168 citations for health order violations since the pandemic shutdowns began. Ninety-one percent of those citations came in April.Since then, citations decreased to 12 in May, 3 in June, and zero in July. Violating the public health order is a misdemeanor punishable by up to a ,000 fine or six months in jail.“As these health orders continue to change it makes it really difficult for law enforcement,” said SDPD Lt. Shawn Takeuchi.Since April, 211 received 9,382 complaints about public health order violations. During that span the county’s two largest law enforcement agencies, the Sheriff’s Department and SDPD, issued 312 citations combined.Lt. Takeuchi said you have to look back at the public health orders over time: in March, beaches and parks were closed and non-essential businesses were shut down. By April, it was easy to spot violators and expect they knew the rules.“It was a real black and white area,” he said.But then in late May, restrictions eased up, businesses started reopening, and Takeuchi said the regulations were less obvious. The mask ordinance, for example, only applies when an individual is within six feet of a non-household member. Determining whether groups of people walking the street are members of a household is highly impractical, he said.“When the county rules started to morph, we needed to understand them and we needed to make sure people understood them. So we always undertook an effort to educate first,” he said.Since then, the public health orders have been modified several times -- at least three times in July alone -- and Lt. Takeuchi said the department has had to embark on a new education campaign each time.“You've seen the San Diego Police Department really back off on enforcement because we think that the County Health Officer is really in a better position to ensure compliance of what they've deemed the egregious or the bad actors,” he said.This week, the county announced it would take on a more central role with enforcement, bringing on staff to more rapidly investigate cases like the one at The Gym in Pacific Beach, and opening a new compliance hotline.The new hotline and email system will replace the existing 211, so tipsters can speak directly with a county employee. 2664

Signs warning of coronavirus exposure tell hopeful parents and children the playgrounds they love are still closed.And no one seems to know when that will change."Kids do get infected with COVID, just like adults do," says Dr. Mark Sawyer, a Pediatric Infectious Disease Physician at Rady Children's Hospital."This is why we're worried about kids gathering because they potentially could get infected there and bring the infection home to more high-risk individuals who live in their house."Playgrounds have been closed since the start of the pandemic in March.ABC 10News reached out to San Diego County Officials to see if they have any guidelines in place. A spokesperson referred us to the State Reopening Guidelines.In hundreds of pages of reopening guidelines and plans, the word "playground" only comes up a handful of times. One is in the Industry Guidance for Campgrounds, RV Parks, and Outdoor Recreation. It advises campgrounds that "Playgrounds should also remain closed."Another time is in the State's new Blueprint Activity and Business Tiers for reopening. It specifies that Family Entertainment Centers can reopen Indoor Playgrounds at 50% capacity once their county reaches the Yellow or least restrictive tier.Parents and some lawmakers are growing frustrated at the lack of clarity for City and County-owned playgrounds at parks.On Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. San Diego Mayor Kevin Faulconer tweeted his support for the letter.Doctors, however, urge caution."Playgrounds are gold mines for transmissions for other diseases," says Dr. Christian Ramers, an Infectious Disease Specialist at Family Health Centers of San Diego."Kids get runny noses. There's a lot of touching there. Kids are touching everything with their hands. So I think there's uncertainty."Still, studies show kids need outdoor physical activity. A recent report from the American Academy of Pediatrics reinforced guidelines that say kids 3-5 years old should get 3 hours of physical activity every day. Kids 6-17 need at least one hour."I really think kids should be able to play," says Dr. Jaime Friedman, a Pediatrician with Children's Primary Care Medical Group. She says small groups should be able to use playgrounds as long as they wipe down equipment and maintain social distancing."But, I think it would be hard to mandate that everybody has to do it in that way or make a schedule of who can be on the playground..."The important thing is that they need to make sure they're washing their hands, not touching their face, and if other kids show up, or other families show up, then you probably want to get out of there," Dr. Friedman says.There's also a mental health aspect to the debate, as studies show outdoor play helps kids avoid anxiety, depression, and negative feelings.Rady Child Psychologist Brent Crandal says it's up to parents to get creative with play and find other outdoor options."We can take advantage of all the spaces near playgrounds that seem to be open to the public," Dr. Crandal says. "There are hiking trails. There are beaches. There are a lot of outdoor areas to take advantage of."Many parents have decided to break the rules and let their kids use playgrounds anyway. Some playgrounds have added padlocks on swingsets and slides to enforce the rules.In the meantime, City and County leaders say they can't do anything until the state releases specific guidelines for playgrounds.Doctors say the best way to get playgrounds open again is to work towards eliminating the virus."The only way to control this is community-wide effort to follow the guidelines which are basically wearing a mask and staying away from other people," says Dr. Sawyer from Rady Children's Hospital. SAN DIEGO (KGTV) — The Navy has called off search and rescue efforts to find a Sailor from the USS Theodore Roosevelt who reportedly went overboard.Navy crews from the San Diego-based carrier and five other vessels ended the search at sunset on Saturday. SAN DIEGO (KGTV) - The National Weather Service says that conditions are in place for a La Ni?a weather pattern in the fall and winter of 2020-21. That could bring warmer, drier than usual weather to San Diego over the next few months.By definition, La Ni?a happens when the water along the equator is colder than usual. That pushes the jet stream farther north and directs storms away from the Pacific Southwest region of the United States.Because of that, Southern California typically sees less rain during La Ni?a years."What that means for everyone is that our winters can be variable, meaning they can be all or nothing," explains National Weather Service Meteorologist Alex Tardy. "It doesn't necessarily result in more or less rain, though. You just have a very inconsistent winter in general with a La Ni?a pattern like we're seeing developed now."The numbers bear that out. According to the San Diego County Water Authority, San Diego averages 10.34 inches of rain every year, with most of it falling from December through February.But in La Ni?a years, the rainfall is usually below average. During La Ni?a in 2018, San Diego only saw 3.34 inches. A La Ni?a in 2017 brought 12.73 inches. La Ni?as in 2017 and 2012 got 8.18 and 7.90 inches of rain, respectively."The bulk of the historical cases have been somewhat below average," says Dan Cayan from the Scripps Institution of Oceanography. "It's 10 to maybe 30% below what we would normally achieve in those in those core winter months."That's bad news for firefighters across California. Already this year, the state has set records for wildfire disasters, with 7,982 wildfires burning more than 3.6 million acres. A dry, warm fall and winter will prolong wildfire season."That's not a real welcome signal for us here in Southern California, particularly after this extended dry period and heatwaves," says Cayan. "A wetter winter this next year would have been a welcome relief. But the roll of the statistical dice right now does not look like they're in our favor."Tardy puts it more bluntly."We are a tinderbox," he says. "We're looking at fuel moisture that is not just dry the way it should be, but it is record dry."La Ni?a weather also brings more Santa Ana winds, which can help wildfires spread. Tardy says we can expect this to last for several months."The prediction is for the fall is to be warmer than average," he says.
