"We have a daughter, and we're really concerned about climate change and the world she's coming into, so we want to do everything we can to minimize our impacts."Brinner's home features solar power, a grey-water system, and a driveway that percolates water and pushes it to their yard instead of into storm drains.She and her husband took the tour three years ago to get inspiration as they started to design their new home."It might cost a little more to buy a nicer system, but if you look at the cost over time, since they're so efficient, you get back a return on the money," says Brinners husband, Chris Novak.Bill Powers agrees. He set up his home with a fully self-contained solar power system in 2014. He says it's time that these kinds of renovations become the standard, not the exception."This isn't fringe stuff. SAN DIEGO (KGTV) - A woman was arrested Thursday on suspicion of running over and killing a man she had been arguing with at a Kearny Mesa parking lot. San Diego police said 33-year-old Latisha Ingram and an unidentified 25-year-old man were arguing in a parking lot in the 4600 block of Convoy Street at around 11:30 p.m. Thursday when the altercation escalated. Kiana Smith was in the middle of her shift at Rakiraki ramen restaurant when she heard the noise outside. Ingram was belligerent, Smith said, adding she had been turned away by a bartender at O’Brien’s. "She turned her down because she was way too drunk, then she made her way this way, and a server saw her before I did, saying she was way too drunk, she couldn't even walk." Smith told 10News the male victim, who had been waiting on a table with his girlfriend, was trying to stop Ingram from driving. "It looked like she was trying to get in her car, but she was obviously way too drunk to drive, so the guy was trying to stop her from driving,” said Smith. According to police, Ingram then drove away while the man was holding onto her car. Police said Ingram drove out of the parking lot and turned southbound onto Convoy Street when the man let go and was allegedly run over. "He ended up on the hood, and she made the right turn, and he completely flew off," said Smith.The man was rushed to the hospital, where he died from his injuries, police said. 10News learned Ingram returned to the area about 30 minutes later and was arrested without incident. SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3.
