NINGBO, Zhejiang, May 16 (Xinhua) -- European customers benefit from Chinese exports and all parties should work to build a fair, level playing field in international trade, said a senior official of the European Commission in an exclusive interview with Xinhua here on Sunday."We are working to create a level playing field which gives opportunity, diversified choices and good prices to our customers," said Neelie Kroes, Vice President of the European Commission, the executive arm of the European Union, in a forum on the sidelines of the Expo 2010 in Shanghai.Kroes said international trade was a bit comparable to road traffic. "Most of us respect the rules of the game, but if one or two are not respecting the rules and the red lights, there will be an accident," she said.In the case of China-EU trade relations, "most of the parties in the games are respecting the rules, and only one percent is not taking the rules into account, and that is the subject that we called anti-dumping," she said.Recently, China-EU trade relations were marred by a dispute over imports of certain Chinese-made shoes with EU ministers voting last December to extend import duties on Chinese shoes for another 15 months.Earlier last month, the European Commission rejected a complaint by China to the World Trade Organization that EU's anti-dumping tariffs on imports of Chinese shoes breached WTO rules."Making shoes is a traditional skill of my village and we are good at making shoes. NANPING, Fujian, March 25 (Xinhua) -- Four of the five injured school children in a stabbing attack in southeast China's Fujian Province Tuesday, which left eight dead, became conscious Thursday, local authorities said.The four were in a relatively stable condition but still faced uncertainties and were all under intensive care, said Liu Bin, an official with the health bureau of Nanping City, where the bloodshed occurred.Zheng Minsheng, a former community doctor in the city, stabbed 13 children at the entrance of a primary school Tuesday morning in Nanping when crowds of students were arriving, leaving eight dead and five injured.One senior doctor and several chest surgeons arrived in Nanping from Beijing Wednesday to treat the children.The Procuratorate of Yanping District in Nanping City approved the arrest of Zheng Wednesday afternoon, on charges of intentional homicide, said Ye Xianjin, director of the Yanping District procuratorate office Wednesday.Zheng committed the attacks as he felt frustrated after breaking up with his girlfriend last year. BEIJING, April 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao extended their regards to 115 miners late Monday who had been rescued alive after being trapped in a flooded coal mine for over a week.The two leaders also paid tributes to all the 3,000 rescuers who had been racing the clock to save the 153 trapped people since the flooding happened on March 28 in the Wangjialing Coal Mine in northern Shanxi Province.Hu and Wen ordered the rescue headquarters to step up efforts and go all out to save the other 38 trapped people.They also required local health authorities to give the most considerate treatment of the rescued miners.Altogether 261 miners were working underground when floodwater gushed into the pit of the mine, which was under construction, and 108 were lifted safely to the surface.

BEIJING, April 6 (Xinhua) -- China's outstanding external debt reached 428.6 billion U.S.dollars by the end of 2009, up 14.4 percent from a year earlier, the State Administration of Foreign Exchange (SAFE) said here in a statement on its website Tuesday.The figure excluded Hong Kong Special Administrative Region (SAR), Macao SAR, and Taiwan.The country's registered foreign debt was equivalent to 266.95 billion U.S. dollars by the end of last year, up 2.5 percent from the 2008 level. Outstanding trade credits stood at 161.7 billion U.S.dollars, according to SAFE.China's foreign debt service ratio was 2.87 percent, while the foreign debt ratio and liability ratio stood at 32.15 percent and 8.73 percent, respectively, SAFE said.Mid- and long-term external debt, accounting for 39.52 percent of all outstanding foreign debt, totaled 169.39 billion U.S.dollars by 2009, most of which came from manufacturing and infrastructure construction in transportation, storage and postal services, it said.Short-term external debt rose 23 percent to 259.26 billion U.S.dollars year on year by the end of 2009, accounting for 60.48 percent of the total.New mid- and long-term debt in 2009 declined 38.18 percent to 22.45 billion U.S.dollars from a year earlier.China repaid principals for mid- and long-term loans of 34.19 billion U.S. dollars and 3.63 billion U.S. dollars in interest in 2009, up 46.78 percent and down 12.64 percent year on year, respectively, said SAFE.
