SAN DIEGO (KGTV) — A new SANDAG report found that when it compared to the region's Caucasian population, Black and Hispanic communities are more than four times as likely to live in an area impacted by COVID-19 and unemployment.The report says more than two-thirds of the county's Black (67%) and Hispanic (70%) populations live in zip codes with higher than average unemployment rates. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county. SAN DIEGO (KGTV) – A new initiative in Pacific Beach could keep many businesses afloat but may make parking in the area even harder to find.Twenty-six parking spaces on Ocean Boulevard between Grand and Thomas avenues will be temporarily converted to outdoor dining for nearby businesses.Signs posted near the parking spaces show there will be no parking starting Friday, Aug. 21, until Dec. 30 for a special event.PB Shore Club owner Doug Sondomowicz worked with the city’s permits department, local police and fire departments, and the Coastal Commission for five weeks to get permits approved.The area where the parking spots used to be is now where cars and emergency vehicles can drive through along Ocean Boulevard.PB Shore Club will add 22 tables to the patio, bringing them to about 2/3 of their pre-COVID seating capacity.Sondomowicz said he thinks this will allow him to bring almost 100 percent of his employees back. The tables will be ready to go by lunchtime on Saturday."Originally, we laid off every employee we had here … hopefully with this we will get closer to that 100 percent employee mark,” said Sondomowicz. "During these trying times with COVID-19, the city has been gracious to let us use this and be able to keep us open and try to employ more people. SAN DIEGO (KGTV) — A record number of Americans filed for unemployment for the first time last week, leading to increased competition for the jobs that are available.The Labor Department reported Thursday that nearly 2.9 million workers are now seeking weekly payments from the government amid coronavirus-related closures. In San Diego County, the Workforce Partnership reports that it has received notice from 92 companies totaling roughly 12,000 workers — those notices, however, are voluntary, so the actual number could be much higher. Those workers could receive up to 0 per week from the state of California, plus an additional 0 from the federal government's stimulus package. "I'm in an industry that is vulnerable to situations like this in the future, so what do I have to do about it to guarantee that this doesn't happen to me and my family again in the future? That's my question," said Sean O'Hara, who recently lost his job as general manager of the now-closed Splash Cafe at the Birch Aquarium in La Jolla, which is operated by the French Gourmet. "All the restaurants are closed that I can see. SAN DIEGO (KGTV) - A jury deadlocked Monday in the second trial of a former Navy commander accused of trying to rape a military colleague.The alleged victim said John Michael Neuhart II sexually assaulted her after they spent time drinking and hanging out with colleagues downtown in 2016.The woman said Neuhart took off her pants and underwear and was physically violent inside her Valencia Park home.RELATED: Mistrial declared in trial of former Navy commanderIn a cell phone video recorded by the defendant, the woman can be heard telling Neuhart to "stop" as he tries to get her to open the door about 3 a.m."I've wanted you for a while," Neuhart tells her. SAN DIEGO (KGTV) - A San Diego County public defense attorney is accused of providing a felon with a firearm, according to local law enforcement.  San Diego Police confirm that Andrea Bayer was arrested on August 1 and booked into Las Colinas women’s jail on charges related to selling, supplying or delivering a firearm to either a convicted felon or someone wanted on a felony warrant. She was released the same day on bond.  On the State Bar of California’s website, it shows that the 37 year-old’s license is still active and that she works as an Alternate Public Defender for San Diego County. The District Attorney’s Office says Bayer has not been charged and the case remains under review. A Group Communications Officer with San Diego County sent us the following statement: “The County of San Diego cannot comment on personnel matters. Ms. Bayer is currently on leave from her position pending the outcome of the investigation. The Public Defender believes in the presumption of innocence and has faith in the judicial process.” 1070
