ESCONDIDO (KGTV) -- A bomb squad has cleared a suspicious package found at a thrift store in Escondido Tuesday. (KGTV) - A retired Escondido homeowner is figuring out how she'll pay for Thanksgiving dinner after everything she bought for the holiday was spoiled during a power outage.On a fixed income, Carol Marbrey purchased the meal at the beginning of the month.“I was never warned that my electric would be turned off, and then I was told it would be on by 7:30 AM, then I was told it would be on by noon, and this is all online, and then I was told it would five at night.”Marbrey came home that night to a dark house; power wasn't restored until the next day.The outage happened earlier this week during the extreme wind conditions and Red Flag Warning countywide.San Diego Gas & Electric says some customers weren't warned because it was a fluid situation, with weather conditions changing by the hour. A spokesperson tells 10News after power is shut off, technicians must inspect hundreds of miles of lines before turning them back on.Marbrey says she called the company several times to understand the situation.“I was getting different answers as to why our electric was not going on," said Marbrey.An SDG&E spokesperson tells 10News they encountered an issue trying to re-energize Marbrey's circuit, by then it was getting dark, and they had to wait until the following day.Marbrey says she understands the necessity to keep the community safe but wishes she’d been better informed.She knows her situation could be a lot worse.“Our hearts really go out to those people that really suffered; we really respect the fire department, the electrical people that are on the ground, the maintenance people, everyone that's doing their best to keep us safe.”Marbrey estimates they lost 0 to 0 in spoiled food. Excessively high or low body mass index measurements have been linked to an increased risk of dying from nearly every major cause except transport accidents, new research says.The?study, published Wednesday in The Lancet Diabetes and Endocrinology and conducted by scientists at London School of Hygiene and Tropical Medicine, revealed that BMI that's either too high or too low is tied to increased morbidity from a range of major diseases.Krishnan Bhaskaran, lead author of the study and associate professor of statistical epidemiology, noted that his team found "important associations" between BMI and most causes of death."BMI is a key indicator of health. We know that BMI is linked to the risk of dying overall, but surprisingly little research has been conducted on the links to deaths from specific causes," he said."We have filled this knowledge gap to help researchers, patients and doctors better understand how underweight and excess weight might be associated with diseases such as cancer, respiratory disease and liver disease."BMI is determined by dividing a person's weight in kilograms by the square of their height in meters.The study authors say they discovered that maintaining a BMI in the range of 21 to 25 kg/m2 is linked to the lowest level of morbidity.BMI outside this range was shown to have a "J-shaped association" with nearly all causes of death, not solely the most prevalent diseases. This means BMIs both lower and higher than the optimal range lead to increased risk of morbidity.The study, which analyzed data from 3.6 million people and 367,512 deaths, showed that obesity, or BMI of 30 or more, was linked to an increased prevalence of two major causes of death: heart disease and cancer."BMI higher than 25, the upper end of healthy, is linked to most cancers, most cardiovascular diseases, respiratory disease, and liver and kidney conditions," Bhaskaran said.Obesity was shown to reduce life expectancy by 4.2 years in men and 3.5 years in women, and it can contribute to other chronic conditions including respiratory disease, liver disease and diabetes.The British Journal of Cancer reported in April that obesity is linked to 7.5% of cancers in UK women.The charity Cancer Research UK estimated that 23,000 women will deal with obesity-related cancers by 2035. Obesity will also become the most common cause of cancer in women by 2043 if trends continue.The study also revealed that being underweight is linked to a "surprising wide range of deaths," including dementia, Alzheimer's, cardiovascular disease and suicide.However, Bhaskaran noted that links between low BMI and causes of death were more "observative," as it was less clear whether low weight was the direct cause of illness or rather a marker of poor health more generally.He also acknowledged the limitations of the study, which included a lack of information on the diet or level of physical activity of the individuals involved and the impact these factors may have had on morbidity.He nevertheless noted that the findings reiterated the importance of maintaining a BMI within the 21 to 25 range. 3130

ENCINITAS, Calif. (KGTV) - The Encinitas City Council hopes that a compromise on a controversial bike safety plan will be able to satisfy casual cyclists who feel Coast Highway is not safe, as well as sport cyclists who like being able to zip along current the bike lanes.The route through the Cardiff community between Encinitas and Solana Beach is believed to be the most frequently ridden corridor for bicyclists in San Diego County.The debate began when the city began looking at replacing the current bike lanes with "protected" bike lanes. These will use curbs and bollard posts to separate the lanes from vehicle traffic.City Councilmember Kellie Shay Hinze believes this plan will make the area safer for commuters, beach-goers, and families who would prefer a safe option to ride bikes over driving. Furthermore, she believes there will be environmental benefits, as well."If residents are able to access this beach on foot or by bike, then we free up parking spaces for people that might be coming from farther away and we reduce the congestion that we generate as a city on our roads," Hinze said.However, avid sport cyclists believe protected bike lanes are more dangerous."That is a trap to a cyclist going fast," said cyclist Karl Rudnick. "I would never ride in that."Rudnick explained that funneling all cyclists into lanes divided from the road by curbs and railings gives cyclists who are riding at high speeds nowhere to go when attempting to pass by slower riders. He was surprised to hear that there were safety concerns along that portion of Coast Highway."It was a real eye opener to realize that there's a lot of people who don't ride their bikes who find that stretch very dangerous- the very stretch that I consider the safest, most beautiful stretch in the county," said Rudnick.Rudnick and Hinze both support the compromise plan. While the city will move forward with the protected lanes, it will also paint "sharrows" in the #2 lane of the highway. These indicate to drivers that cyclists have equal right of way to use that lane of traffic. There will also be signage to let drivers know cyclists have legal access to the highway. This is part of an education process to allay fears that many drivers do not know what sharrows indicate.City staff are still working on the specific plans and there is currently no timetable for installation. 2378
