SAN DIEGO (KGTV) -- Border Patrol is searching for the people on board a Panga boat that washed ashore near Sunset Cliffs.A neighbor says they heard a dog barking around 3 a.m. Monday morning then saw the boat while on a morning walk.The boat has “Ensenada. B.C.” painted on the bow. SAN DIEGO (KGTV) — At least three large sharks were spotted off the coast of Torrey Pines State Beach swimming close to surfers in the water on Thursday.California State Parks Lifeguards say they received reports of five sharks swimming about 50 feet from shore and 100 to 200 yards from Lifeguards Tower 1 at about 12 p.m. The sharks were seen specifically gliding around the Flat Rock area, located north of Black's Beach and south of Torrey Pines State Beach, according to a State Parks spokesperson.Sky10 was overhead as the sharks swam nearby surfers who were just offshore of Torrey Pines:Officials say the largest of the sharks, which may have been great white sharks, was about 10 feet in length."The sharks did not interact with any beachgoers during this time. The shark actions are considered non-aggressive and consistent with normal white shark behavior," a State Parks spokesperson said.A San Diego Fire-Rescue Lifeguard made announcements to people in the water about the sighting. Announcements were being made in the area up to one mile south of Bathtub Rock, SDFD spokeswoman Monica Mu?oz said.Shark sighting signs would remain up in the area for 24 hours, officials said. 1198

SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183

SAN DIEGO (KGTV) -- California has some of the most expensive gas in the entire country, and a new study by GasBuddy also claims the Golden State also has some of the most aggressive drivers.According to the study, California ranks number one with most aggressive drivers followed by Connecticut and Georgia.The study claims those aggressive habits are also costing Californians cold hard cash. SAN DIEGO (KGTV) — Border Patrol agents arrested five people in connection with a human smuggling incident, including one man convicted of being a sexual predator.A vehicle traveling through a temporary immigration checkpoint in Potrero failed to stop at about 6:30 a.m. Wednesday, according to U.S. Customs and Border Protection, before agents stopped the vehicle several yards past the checkpoint.Agents say five males in the vehicle were questioned. Three passengers in the vehicle's backseat said they were from Mexico but had no U.S. documentation, according to CBP. The driver and front seat passenger claimed to be from the U.S.The driver and front passenger were arrested on suspicion of smuggling and the three other passengers were arrested for being in the U.S. illegally, CBP said. During a records check at a nearby station, agents learned one passenger, a 39-year-old Mexican national, was convicted in 2012 of kidnapping and rape of a minor in San Diego. He was sentenced to a seven-year prison term and removed from the U.S.“I am proud of the great work agents demonstrated in arresting this known child predator,” said Chief Patrol Agent Douglas Harrison. “Their actions help keep our communities safer.”Both U.S. citizens face human smuggling charges and the previously deported Mexican man faces federal charges.
