SAN MARCOS, Calif. (KGTV) -- Authorities are searching for a fugitive sex offender from New York spotted in San Marcos. According to the United States Marshals Service, Dale Dulac violated his parole, leaving Niagara Falls, New York on September 20. A warrant has since been issued for his arrest. Authorities say Dulac was recently spotted in San Marcos. U.S. Marshals are working with the San Diego Fugitive Task Force to locate and arrest Dulac. (KGTV) -- Kelley Keatly and her husband were walking in their San Marcos neighborhood Wednesday morning when something caught their attention.They noticed a red sticker stuck to an electrical box. When they looked closer, they saw a message of hate, one that read: “The symbol of white resistance.”The sticker included a link to a website filled with hatred - towards Jews, African Americans, and the LGBTQ community.ABC 10News is not identifying the group.“Really I just see it as an act of pure evil, and it has no place in my community, it has no place in any community,” Keatly said.Keatly took the sticker and posted an image of it on a neighborhood Facebook page. Melissa Burgess saw the post and then found four - on electric boxes and traffic lights, including ones near San Elijo Elementary and Middle schools, where her children attend.“I came home, I was shaking just from anger and pain and hurt and just all of that from having seen that here in my community,” she said.Then, even more neighbors found the stickers, including on the back of Stop signs.The stickers come after a recent spate of hate-inspired incidents in the county, including people wearing swastika face masks to grocery stores, and another driving with a Nazi flag.Tammy Gillies, who heads the San Diego Anti-Defamation League, says it’s vital to report all incidents.“You have one person that can be radicalized on the Internet, one person that is drawn to look at a website through these fliers or these stickers and goes down a wrong path, so it is very concerning,” Gillies said.She alluded to last year's deadly shooting at the Chabad of Poway synagogue, allegedly carried out by a 19-year-old radicalized online.The Sheriff's Department says a total of seven stickers were located. (AP) -- A surfer was found dead face down in the water at Upper Trestles at San Onofre State Beach in San Diego County.The Orange County Register reports South Sector Superintendent for State Parks Rich Haydon says the man, described as middle age, was seen struggling Saturday as he paddled out into the surf at the break just south of San Clemente's border.It's unclear if the man was struggling because of the surf conditions or because of health issues.Nearby surfers then noticed the man face down in the water.Camp Pendleton Fire Department responded and continued attempting CPR before declaring the man dead at the scene.The San Diego County Medical Examiner had not released the man's name as of Monday morning. 746

SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. Additionally, last summer a loaded canister was nearly dropped several feet. “I think there's dispute and well-intentioned dispute about what the outcome would have been had that 18-foot drop occurred,” adds Rep. Police said the girl was last seen standing near a man in a blue or turquoise van.Lewis credited ``the latest in DNA technology'' for helping crack the case that has stymied investigators for more than four decades.``We have never forgotten Linda or the tragic events of July 1973,'' Lewis said at a news conference announcing the arrest.
