SAN DIEGO (KGTV) - The San Diego family of a Los Angeles firefighter who may have been kidnapped in Rosarito, Mexico, is speaking out.It’s been more than two weeks since 20-year veteran LA City firefighter Frank Aguilar was last seen after heading to his second home in Baja, California.“We’re hopeful. We haven't lost hope,” his local cousin Nancy told ABC10 News. She’s only providing a first name, due to safety concerns. “Nobody seems to know anything and it's very frustrating for the family to not know anything."On Wednesday, LA Mayor Eric Garcetti announced that his office learned from Mexican authorities that the 48-year-old firefighter may have been violently kidnapped from his Baja condo. “We will work tirelessly to make sure that Frank is returned safely,” he said in a news conference."[The mayor] did mention that he is going to provide all resources from Los Angeles to help get my dad back,” said daughter Amaris Aguilar.“I had just spoken to my dad the morning that we discovered he was missing. When he left for Rosarito, he was describing how safe or how good he felt in that community. He wanted to retire there,” added daughter Bella Aguilar.The daughters say that his condo was in a guard-gated community.His family has told reporters that his phone is off and they've heard that his condo may have been ransacked, his vehicles are missing and Ring video shows a troubling scene.“We're going to get you back. SAN DIEGO (KGTV) -- There are more concerns about vacation rentals in the Bankers Hill area, following action taken by the City Attorney’s office to shut down what they called a COVID party Airbnb on 2nd Avenue.The civil enforcement action cited concerns over gatherings during coronavirus-related restrictions and numerous other violations, from lack of permits to not obtaining proper tax licenses. According to the complaint the homeowner David Contreras Curiel, did not pay required taxes or fees to operate a vacation rental. It also alleges Curiel illegally made numerous renovations to the home.“From packing a party house during a pandemic to illegally renovating an entire property, the conduct of the defendants in this case is egregious and unacceptable,” City Attorney Mara Elliott said in a news release Friday.On Monday, ABC 10News spoke to a neighbor who lives next to another Airbnb rental on 3rd Avenue. Records show the rental is also owned by David Curiel. The home is listed as The Alfred Mansion on Airbnb’s website.“It’s disruptive every weekend,” one neighbor told ABC 10News. He did not want to be identified, but he said the parties picked up at The Alfred Mansion a few months ago.“Two weekends ago, there was a wedding there with at least 40 people. Nobody had a mask on,” the neighbor said. He added that he has made several complaints to police and the City of San Diego, but nothing had been done. He also had not heard anything from Airbnb regarding his concerns.Curiel did not return requests for comment. Early Monday afternoon, ABC 10News contacted Alex Mendez, the person who helps manage the property and deal with guests.On Monday evening, Mendez called the allegations against the Airbnb properties “unwarranted.”Regarding the city action taken against The Ashley, Mendez said that he and the owner were willing to work with the city. When he asked to reschedule a meeting with code enforcement a couple months ago due to Curiel’s travels, Mendez said the city was not willing to be flexible.Instead of a code enforcement officer calling him back, someone from the City Attorney’s office contacted him, Mendez said.He and Curiel were both caught off guard by the city’s allegations.“We, by no means, have a party house. The house rules are very strict,” Mendez said.Mendez said he has been willing to work with any neighbors who have had issues with the Airbnb properties. “We’re very responsible,” he said, adding that it is also not fair for “neighbors to complain any time there’s any little noise and mischaracterize it.”A spokesperson for the City Attorney’s office could not say whether or not the property on 3rd Avenue was being investigated, but told ABC 10News that the case against The Ashley could affect the other rentals owned by Curiel.“If granted, our injunctive relief would apply to any properties within the county owned by Mr. Curiel that have one or more of the same-type violations that are listed in our complaint,” a spokesperson said.Airbnb has not responded to this latest allegation, but previously told ABC 10News that hosts are not allowed to authorize parties where current public health orders prohibit gatherings, like in San Diego County. 3217

SAN DIEGO (KGTV) - The U.S. Attorney's Office of Southern California announced charges Friday against a man in the death of a Camp Pendleton Marine who had an overdose in his barracks.The unidentified Corporal was found unresponsive on the floor near his computer chair on January 29, 2017. He was wearing headphones and appeared to have been playing video games, investigators said.An autopsy determined the Marine died of fentanyl toxicity. A pill found on the headboard near a powdery substance and a rolled-up dollar bill tested positive for fentanyl.A complaint unsealed Friday detailed drug charges against 25-year-old Kyle Shephard of San Marcos.Investigators said Shephard met the victim in November 2016 and sold him fentanyl and other drugs multiple times over three months.Shepard acknowledged the pills could lead to an overdose, according to the complaint.In December, Shephard was arrested and charged with possessing for distribution roughly 2,000 fentanyl pills.“What a senseless tragedy that another young life has been lost because of fentanyl,” said U.S. Attorney Adam Braverman. “This Marine was serving his country and had his whole life ahead of him. We are going to hold dealers accountable for the deaths that result from their reckless disregard for human life.”Shephard will be in court March 6 for a detention hearing.  1369

SAN DIEGO (KGTV) — Three Scripps Health clinics will be reopening after being closed in March when stay-at-home orders began due to the coronavirus pandemic.Scripps says it has also resumed time-critical surgeries at its five hospital locations and outpatient surgery centers in the county.Scripps Coastal Medical Center Escondido, Scripps Coastal Medical Center Solana Beach, and Scripps Clinic Santee are reopening for the same medical services that were available at the sites prior to closing, expect for radiology.During the closures, patients were referred to other Scripps Health sites that were still open.As the medical centers reopen, Scripps Health says it is taking all necessary precautions, including all staff and patients wearing masks, screening patients before they enter, isolating patients with COVID-19 symptoms, and using strict cleaning protocols."We are very thoughtfully and cautiously phasing in a return of services to make sure that we have what we need to protect our patients and staff – from personal protective equipment to disinfecting supplies – to ensure the safety of everyone in our facilities," said Ghazala Sharieff, Scripps chief medical officer of clinical excellence and experience. 1233
