SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. SAN DIEGO (KGTV) - A jury deadlocked Friday on two key charges regarding a drunk driving crash that killed a Lyft driver on SR-94.Steven Quintero was charged with six counts including murder and gross vehicular manslaughter in the Oct. 1 death of 41-year-old Henry Reyes of Escondido.The jury reached verdicts on four counts, finding Quintero guilty of DUI causing injury, DUI, hit and run with death, and driving on a suspended license. The judge declared a mistrial on the murder and gross vehicular manslaughter charges.RELATED: Testimony in Lyft?driver's death continuesReyes was taking three women home from a night downtown when the crash happened. One of the women became ill and Reyes pulled over on the shoulder of SR-94 near 28th St. to give her some water.Minutes later, the Lyft car was hit from behind by Quintero’s car. Reyes, an aspiring dentist and the father of a 2-year-old child, was killed as he walked around the car to get back in."I was hit so hard I didn't know where I was," said passenger Kelly Hoffman, who was on the phone in the backseat when the collision occurred. Hoffman testified that she had a broken bone of the top of her foot, whiplash of the neck, and a concussion.Passenger Sarah Smith, who had cuts to her chin, a neck injury and a bruised spine, said she has no memory of the crash.At Quintero's arraignment, Deputy District Attorney Cally Bright said the murder count was warranted because a previous charge of driving under the influence was filed against the defendant in November 2015, and because he allegedly left the scene of the fatal crash. 1604

SAN DIEGO (KGTV) - A local group is teaming up with a non-profit organization to help fight the unemployment rates among young adults in San Diego. Casa Familia came up with the idea to start a coffee cart, training teenagers and 20-year-olds in different skills to run the coffee business. San Ysidro Health Center jumped on board to help with the funding of the project. Ana Melgoza is the Vice President of General Affairs for San Ysidro Health Center. She tells 10News it was an obvious decision."We said 'yes, of course' as soon as Casa Familia approached us with this wonderful and innovative endeavor," Melgoza said.El K-Fe hired six baristas, graduates of Casa Familiar's youth barista training program. The ,000 coffee cart now sits in the central hub of the health center. The baristas and managers are all young adults who have gone through many months of training. Francisco Dominguez is a student at Southwestern College and among the first to join the project."It’s kind of giving hope to the youth that think that they don't have a chance. They have a chance; we all have a chance. I started out like them now I'm looking forward to what the future has and what I can do with this and what we can do as a team," said Dominguez.Dominguez said the project is beneficial for many reasons but mostly for the skills learned at such a young age."Most jobs are 18 and older, so with this internship, it's 14 and older; so high school students: sophomores, freshmen, juniors, seniors in high school, can join the program, can get that job experience they need so once they graduate, they can get that job."The plan is to reinvest proceeds from the first El K-Fe coffee cart to establish more carts and create more youth job and training opportunities.  1820

SAN DIEGO (KGTV) -- A Navy sailor appeared in court Tuesday after authorities say he stole 20 hand grenades from a San Diego-based guided missile destroyer.Authorities say Gunner’s Mate Second Class Aaron Booker was taken into custody in Illinois.According to court documents, personnel assigned to the USS Pinckney discovered that 20 grenades disappeared from their storage crates in 2017.In April of 2017, an off-duty law enforcement officer noticed a black backpack leaning against a guardrail on the side of the road along Interstate 15 in northwest Arizona.The bag was standard military issue with “GM2 BOOKER” handwritten on a tag inside the bag. The bag contained 18 of the grenades that were missing from the USS Pinckney.According to authorities, law enforcement is still searching for the two missing grenades.The complaint states that Booker acknowledged to investigators that he drove the same route before reporting to his duty station in March.“A backpack full of grenades on the side of the road is obviously extremely dangerous and could have had resulted in injuries or death,” said U.S. Attorney Adam L. Braverman said. “The theft of explosives is a very serious offense, particularly if it is carried out by an insider with access to military weapons and secrets.”Booker will appear for a detention hearing before being transferred to San Diego. SAN DIEGO (KGTV) - A plan that has the potential to triple Mission Valley's population by 2050 will be voted on by the San Diego City Council Tuesday.The city will vote on the final draft of the proposed Mission Valley Community Plan. It replaces the last plan that was written back in 1985. Supporters say it will help address the region's housing crisis. "One of the biggest problems we've had in the city is our community plans haven't been updated in decades. So, whenever developers come in and want to build housing they have to get conditional use permits and that takes sometimes over years to get accomplished, and that drives the cost of housing up," said councilman Scott Sherman whose district includes Mission Valley.Currently, Mission Valley is zoned mixed-use and residential. The new plan would rezone it to almost all mixed-use. Developers would be able to build up to 145 housing units per acre, instead of 73 units per acre. "Apartments and condos, density around mass transit, that's the whole idea, we need housing so let's make it more dense around transit oriented hubs, cause we have the trolley that runs right through Mission Valley," said Sherman. People who work in Mission Valley are worried that traffic will be a nightmare in an area already known for gridlock. "It's already congested as it is, so to build more, where?" asked Eni O'Donnell. "It depends on how well they plan integrating it all in, if you bring in 50,000 people overnight, then obviously, that's not going to work," said Archie Kordestani who lives in Civita. The plan includes several new bike and pedestrian bridges, connectors to help with traffic, and more transit stops along the trolley's green line. "Busing, biking, trolleys, I think these are the ways to go," said Kordestani.The project also includes 160 acres of park space and two schools. If it gets final approval, builders can start applying for permits in the next few months."If you make the rules in place and make it easier for people to build, they'll come in and build and the price should go down, cause right now our housing crisis is really a supply issue," said Sherman. 2155
