LA JOLLA (CNS) - The city of San Diego will close Children's Pool beach Saturday in preparation of harbor seal pupping season, city officials announced Friday.The city began closing the beach in 2014, spurred by environmental activists concerned that beachgoers were disturbing the young pinnipeds. The city has been tied up in litigation for most of the time since then, dealing with suits from a group called Friends of the Children's Pool and other beach access advocates who claimed the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June of this year, a state appeals court ruled in favor of the city, allowing the closures to continue.At the time, beach access advocates threatened to take the complaint to the state Supreme Court, but the matter hasn't moved that far yet.The city opened the beach in 1932 as a refuge for inexperienced swimmers due to a seawall that keeps out oncoming ocean waves. Harbor seals began convening on the beach in the 1990s and have since used the relatively calm beach area to birth and raise seal pups. California Coastal Commission officials have also suggested that the water is unsafe due to the seals and their excrement, offering another reason for residents to stay away from the beach for the next several months.The beach will be closed through May 15, 2019 to accommodate the seals and their pups. City park rangers and lifeguards will monitor the beach throughout the rest of winter and the duration of spring to keep both members of the public and local wildlife safe. 1567

KEARNY MESA (KGTV): A San Diego surfer is making a name for himself on the Professional Big Wave World Tour. He's now using his newfound fame to help kids in Southern California hospitals.Jo Jo Roper is in his first year on tour. Just before Thanksgiving, he shredded a 60-foot wave in Portugal."That feeling, it's hard to describe," Roper says of surfing waves that big. "Sometimes you black out, to be honest, you don't even remember what happened."Roper says he remembers everything from the wave this week. It was the fulfillment of a lifelong dream and years of preparation."It's really difficult," he says. "So when you line one up, it's that much more rewarding to kick out a wave."Roper comes from a family of pro surfers. His dad, Joe Roper, surfed professionally in the '70s and '80s. He stopped when he had kids, and says it's a thrill to watch Jo Jo pick up the family mantle."He's taken it to another level," says Joe Roper. "I'm so proud of him."Jo Jo is giving his parents a lot to be proud of outside of surfing. He's starting working with City of Hope Hospital in Los Angeles. It helps treat kids with cancer. "These kids are stronger than anything I've ever done," he says. "What they go through is on a whole other level of what's amazing. I'm just trying to bring some joy to them."Jo Jo has the kids decorate his surfboards with their handprints and signatures. He looks at them for inspiration when he's riding the big waves."It's very heartwarming for me," he says. "It gives me a bigger purpose when I'm sitting in the line-up. I look down and have all these kids on my side. It's awesome."Jo Jo will auction off the boards he uses on the pro tour later this year. The money will go to City of Hope. He calls it his "Go Big, Give Hope" plan. 1783

KANSAS CITY, Kansas — A second company associated with Schlitterbahn has been named in a newly unsealed criminal indictment.Henry & Sons Construction is listed as a co-defendant in the murder case of 10 year old Caleb Schwab.The boy died on the Verruckt water slide in 2016.According to the indictment, Henry & Sons was the design and construction company for Verruckt.Reviews posted online by people who identify themselves as former employees raise safety concerns before the Schwab tragedy. On the job website Indeed.com, a person who identifies himself as a former welder for Henry & Sons submitted a February 2015 review for the company.The review claims management would ignore issues or "let them pass" like damaged work equipment.The welder also says managers wouldn't require a safety harness to work six feet off the ground and they "just wanted to get the job done no matter how risky it could be."Other review headlines include "Unsafe Working Environment", "Lack of Management Skills" and "Unorganized."At least one poster, however, gave the company five stars, calling it "an amazing place to work." The latest indictment states company owner Jeff Henry hired a man named John Hunsucker as a consultant for the operation and safety of Verruckt.But Hunsucker told investigators that while he could make suggestions, it was only Henry who made the decisions.The indictment further says Henry never asked Hunsucker to check if the water slide met industry safety standards, which the indictment claims in many ways it did not. 1587

  

Just when it seemed like the fury surrounding the chaplain?for the US House of Representatives was over.As House members were wrapping up votes Tuesday night, a remarkably heated exchange erupted on the floor, with one congressman shouting, aggressively pointing his finger, and -- at one point -- banging his fist on a table as he sharply criticized another member.Democratic Caucus Chairman Joe Crowley of New York attempted to offer a resolution to form a committee to investigate the forced resignation of the Rev. Pat Conroy, the House chaplain. Crowley, a Catholic, made a similar motion last month?after questions arose over the resignation.As his resolution was in the process of being tabled due to GOP opposition on Tuesday, Republican Rep. Tom MacArthur of New Jersey walked over to Crowley on the Democratic side of the House floor and accused him of "politicizing" the chaplain controversy."I just walked up afterward and said 'Joe.' He turned. I said, 'You need to let go of this,'" MacArthur later told reporters.After a few more words were exchanged, Crowley, a towering 6'5'' figure whose face turned red with anger, grew visibly upset and could be heard from across the room shouting that he was "offended" by the chaplain incident."I'm not the one politicizing this," Crowley yelled, loud enough to be overheard by a handful of reporters sitting in the press gallery above the House floor."The speaker is politicizing this," he shouted, a reference to House Speaker Paul Ryan's office having requested Conroy resign in the first place.Recalling the incident, MacArthur said that Crowley "ordered" him to go back to the Republican side of the floor, to which MacArthur objected."In New Jersey, we don't back down from people," MacArthur said. "This is a guy who wants to be speaker and he's so thin-skinned that he can't take criticism from another member of Congress? I think that speaks for itself."Things appeared to calm down quickly and Crowley could be seen laughing and joking around with colleagues soon after. Crowley, who's widely seen as friendly and mild-mannered among Democrats, was not available for comment. His spokeswoman acknowledged that the two men got into a heated conversation but argued there was no escalation.Earlier Thursday, the House chaplain was re-appointed to his position?so that he could remain chaplain after he rescinded his resignation last week and it was accepted by Ryan. Tensions have run high as members of parties questioned why Ryan requested the chaplain to resign last month. Following the outcry, Conroy rescinded his resignation and accused Ryan's chief of staff of suggesting to him "maybe it's time that we had a Chaplain that wasn't a Catholic" -- an allegation Ryan's chief of staff denied.Ryan accepted Conroy's decision to stay and said Tuesday morning -- before the evening's heated exchange -- that he had confidence the chamber could move past the issue."We talked about how to improve the services going forward," Ryan said during his weekly news conference. "We're going to keep talking. I think we can ultimately make improvements so that everybody has access to the pastoral services they're looking for." 3208
